Presidential instructions are in groups. The first group of tasks is related to ensuring political stability. They are addressed to the Government of the Pridnestrovian Moldavian Republic as a whole and such ministries and departments as the Ministry of Foreign Affairs, the Ministry of Defense, the Ministry of State Security, the Ministry of Internal Affairs, the Ministry of Justice, the Investigative Committee, the PMR Prosecutor's Office, the State Customs Committee, the Ministry of Digital Development, Communications and Mass Media, the State Service for Documentation and Archives Management, the Central Election Commission , courts of the republic.
In the foreign policy (Ministry of Foreign Affairs):
1. To strengthen and to expand cooperation with the United Nations in the sphere of protection and enforcement of human rights through the joint development of the Framework for Human Rights in Pridnestrovie.
2. To develop cooperation with the republic's international partners in the sphere of human rights, including by holding specific thematic events on the territory of the Russian Federation.
3. To strengthen cooperation of Pridnestrovie with sovereign UN member states and unrepresented peoples in order to strengthen political and diplomatic ties and expand the circle of reliable international partners.
4. To assist the public authorities of Pridnestrovie in establishing bilateral contacts with ministries and departments of the Russian Federation as well as regions of Russia.
5. To continue to make efforts to support the peacekeeping operation under the auspices of the Russian Federation.
6. To contribute to the stable functioning of all levels of the negotiation process on the Moldovan-Pridnestrovian settlement, including preventing attempts to destroy the “5 + 2” format.
7. To take measures in cooperation with international partners to encourage the Moldovan side to participate in the peace negotiation process and fulfill its previously assumed obligations.
8. To achieve by means of negotiation the improvement of the situation in the transport sector affected by the blockade measures of the Republic of Moldova and Ukraine.
In the field of defense (to the Ministry of Defense):
1. To maintain the combat and mobilization readiness of the Armed Forces of the Pridnestrovian Moldavian Republic at a high level.
2. To improve the system of military education and indoctrination of the personnel of the armed forces, to improve the quality of personnel training.
3. To improve the material support of military personnel and civilian personnel of the armed forces.
4. To continue improving the organizational and staffing structure of the PMR Armed Forces.
5. To use the funds of the Capital Investment Fund in terms of construction and repair at subordinate facilities, including the construction of a 4-storey building of the Military Institute, the overhaul of barracks in military units in Bendery and Rybnitsa, the infrastructure of the Dniester Dawns recreation complex.
In the state security ensuring (MGB):
1. To intensify counterintelligence measures aimed at identifying, preventing and suppressing the activities of special services of foreign states and organizations aimed at causing damage to the security of the republic.
2. To improve the set of measures aimed at obtaining proactive information about the intentions and plans of opponents of the Pridnestrovian statehood, both outside and inside the republic.
3. To carry out control and verification activities in the executive bodies of the state power of the Pridnestrovian Moldavian Republic, at enterprises, institutions and organizations aimed at identifying shortcomings and violations of the requirements of the legislation in the field of protecting state secrets and information security.
4. As part of the activities of the Operational Headquarters in the fight against terrorism and the management of the counter-terrorist operation, direct the main efforts to improve the joint actions of the forces and means of the Operational Headquarters, including during training of operational groups in cities and regions to implement the plan of priority measures and special tactical exercises according to the plans for organizing and conducting counter-terrorist operations "Thunderstorm", "Relief", "Point", "Volcano".
5. To carry out activities to improve the protection of the state border of the Pridnestrovian Moldavian Republic, increase the level of logistics of border agencies and the level of professional and ethical culture of behavior of military personnel providing border control at checkpoints.
6. To carry out the implementation of the state information and scientific and technical policy in the field of ensuring information security of the Pridnestrovian Moldavian Republic, including using existing and introducing new engineering and technical and cryptographic means, verifying the compliance of electronic signature means and means of the certification center of applicants with the requirements for ensuring security of the corresponding protection class.
7. Together with the Ministry of Internal Affairs and the State Customs Committee to develop a work plan for the repair of checkpoints on the state border of the republic and contribute these facilities to the Capital Investment Fund for 2023.
8. Together with the Ministry of Internal Affairs and the State Customs Committee to provide all checkpoints on the state border of the republic with access to the necessary databases.
9. To carry out mobilization activities for the deployment of military unit No. 4045.
10. To assimilate the funds of the Capital Investment Fund in terms of construction and completion of repairs at subordinate facilities.
In the law enforcement (MIA):
1. To carry out activities to implement the second stage of the Concept of public order and security in the Pridnestrovian Moldavian Republic.
2. To strengthen work to counter illegal acts committed with the use of information technology.
3. To continue taking measures to prevent the spread of a new viral infection on the territory of the republic.
4. To carry out together with the interested executive bodies of state power the measures to implement the Road Safety Strategy.
5. To continue improving the mechanisms for informing the public about the dangers arising from emergency situations.
6. To carry out activities to prepare officials of public authorities and administration, local governments and organizations for the implementation of civil defense measures.
7. To continue taking measures to implement the Republican Anti-Corruption Plan.
8. To carry out activities to further improve the mechanisms of information and legal accessibility and openness of the internal affairs bodies.
9. To continue studying citizens' opinions about personal safety and the activities of internal affairs bodies on the basis of non-departmental sources of information (conducting sociological surveys and monitoring the media).
10. Constantly conduct inspections of compliance with the provisions of the Law "On Procurement in the Pridnestrovian Moldavian Republic".
11. In the context of the recently adopted law to carry out verification activities to identify drivers of vehicles with medical records as drug users.
12. To carry out raid activities to identify persons engaged in passenger transportation without a license.
13. To develop the Capital Investment Fund in terms of capital repairs at subordinate facilities, including the commissioning of the building of the State Motor Vehicle Inspectorate in Bendery in Timiryazev Street, 2 "A".
In the field of justice (the Ministry of Justice):
1. To improve the professional training and qualifications of experts, including by sending them to expert and educational institutions of the Russian Federation.
2. To bring to uniformity the system of state administration in the field of technical accounting and technical inventory of real estate objects on the territory of the republic, assigning the functions of technical accounting of real estate objects to an organization founded exclusively by the state.
3. In order to prevent the commission of offenses by legal entities and individuals, continue holding open seminars to clarify the requirements of the current legislation in the subordinate areas of state supervision.
4. To continue work on the creation and operation of the reference electronic database of the legislation of the republic that will be available on the Internet.
5. To continue work on the penitentiary legislation of the republic in terms of improving the conditions of detention of persons serving sentences in institutions of the penitentiary system, including food.
6. To allocate funds from the Capital Investment Fund in terms of reconstruction, construction and overhaul at subordinate facilities, including compulsory rehabilitation centre in Glinnoe, Penitentiary facility -1, 2, 3, Prison-1.
In the field of investigation (the Investigative Committee):
1. To carry out work to improve the efficiency of the investigation of criminal cases on economic crimes in order to recover harm caused to the state and citizens at the preliminary investigation stage.
2. To continue work aimed at preventing unjustified detentions in the manner prescribed by Article 104 of the Code of Criminal Procedure of the Pridnestrovian Moldavian Republic.
3. To continue work aimed at reducing the number of criminal cases returned by the prosecutor for additional investigation in the manner prescribed by Article 191 of the Code of Criminal Procedure, in close cooperation with the prosecutor. To ensure proper control at the stage of making a procedural decision to send the case to the prosecutor for approval of the indictment, as well as decisions to terminate and suspend the criminal case.
4. To strengthen control over compliance by investigators with reasonable deadlines for investigating criminal cases.
5. To strengthen procedural control over the activities of investigative departments in districts and cities.
6. To allocate funds from the Capital Investment Fund in terms of reconstruction and overhaul at subordinate facilities.
In the field of prosecutorial supervision and control (the Prosecutor's Office):
1. To carry out verification activities in state authorities and administration for compliance with the norms of the Law “On Appeals of Citizens, Legal Entities, and Public Associations”.
2. To check compliance with the requirements of the law when interacting with tax and law enforcement agencies in terms of exchanging information on identified violations of tax laws.
3. To check the legality of the use of state and municipal property.
4. To check non-profit organizations, whose charters provide for participation in combating corruption, for compliance of their activities with the goals stated in the charter.
5. In order to strengthen the rule of law and prevent violations of the rule of law to intensify information and educational work, using the existing experience in preparing presentations, campaigning and other visual materials in relevant areas.
6. To carry out the further application of preventive measures not related to detention, which is especially important in the pandemic.
7. To allocate funds from the Capital Investment Fund in terms of capital repairs at a subordinate facility.
In the field of customs (State Customs Committee):
1. In order to create the most favorable conditions for the implementation of foreign economic activity for the economic agents of the republic as well as further liberalization in the sphere of foreign economic activity of the state, to carry out:
- expansion of the list of customs procedures available for registration in electronic form;
- simplification and acceleration of customs inspection by switching to selective customs inspection based on a risk management system;
- introduction of a new form of customs control - customs inspection, which will allow transferring customs control to the stage after the release of goods;
- simplification and streamlining of customs operations for the delivery of goods and their storage, including those carried out in relation to authorized operators;
- improvement of customs formalities in terms of temporary importation of vehicles registered in foreign states, with the payment of a vignette fee, including in order to simplify the transportation of goods imported into the territory of the PMR by domestic individual entrepreneurs.
2. To increase the efficiency of the functioning of the system of checkpoints across the State Border of the Pridnestrovian Moldavian Republic by:
- providing the busiest checkpoints with video recorders that allow video recording of customs operations;
- equipping customs checkpoints with the most intensive cargo traffic with autoweighing platforms that simplify the procedure for weighing goods and ensure effective customs control (depending on the level of state funding);
- connection of all checkpoints to the departmental network by optical communication lines.
3. Within the framework of interaction with the Ministry of Economic Development, support the competitiveness of domestic producers by further optimizing customs duties in the export-import tariff for 2023.
4. Exercise control over the legality of the movement across the customs border of the Pridnestrovian Moldavian Republic of goods and items prohibited and restricted for circulation on the territory of the republic.
In the field of communications, informatization, Mass Media
(To the Ministry of Digital Development, Communications and Mass Media):
1. To continue the development of the state information system "Public Services Portal", including by further transferring public services to electronic form.
2. Together with the Ministry of Health, develop and prepare for implementation an integrated medical information system that will improve the quality of medical services and accelerate the interaction of medical workers with each other.
3. To carry out the implementation of measures to create an automated State Land Cadastre of the Pridnestrovian Moldavian Republic and the introduction of global navigation systems technologies.
4. To implement and put into operation the "Electronic Payments" state information system that will allow applicants to independently choose the method of payment for the provision of public services.
5. To continue developing the "Interdepartmental Electronic Document Management" state information system and creating the possibility of connecting state and non-state organizations to the system, which will increase the speed of information exchange between the state and business as well as reduce the costs of information exchange.
6. To strengthen the coordination of the activities of state and municipal Mass Media.
7. As part of the implementation of the main directions of the state information policy, through the state republican mass media, carry out work to cover:
a) the state program directions to support and develop entrepreneurship, including informing the population about the activities carried out within the framework of the "Functioning of a business school" project, the announcement and wide coverage of the "Buy Pridnestrovian!" project;
b) the work of the state in relation to the employment of citizens as well as issues of involving young people in labor and economic activities through the preparation of articles (publications), reports, plots, video and audio clips about enterprises that create favorable working conditions, provide social security and professional growth to employees; successful stories of development of individual entrepreneurship;
c) the positive component of all professions, including informing the public about the country's demand for workers, the announcement and subsequent coverage of job fairs, the preparation of articles (publications), reports, stories, video and audio clips about successful examples of the implementation of workers in the workplace , working dynasties;
d) traditional family values and strengthening the institution of the family;
e) information about Pridnestrovie as an investment and tourist attractive country;
f) support and development of sports, a healthy lifestyle.
Within the framework of some areas of activity (The PMR Government):
1. To organize work on a comprehensive revision of legal acts in each area of legal relations (we are talking about the so-called regulatory guillotine). Obsolete, duplicating, contradictory normative legal acts of different levels need to be changed, supplemented or canceled. I ask you in this work to act on the principle of "one sphere of legal relations - one dominant regulatory legal act". It is important to consult with the relevant public associations when carrying out the designated activities.
2. To continue measures to coordinate the implementation of public control by the Public Chamber and the All-Pridnestrovian People's Forum in various areas of interaction between citizens and the state, including at the facilities of the Capital Investment Fund.
In the field of documentation and archives management
(State Service for Documentation and Archives Management):
1. To continue work on the creation of a state archive of electronic documents, including the creation of conditions for departmental and state archival storage of electronic documents.
2. To monitor the sources of acquisition of the Archival Fund of the Pridnestrovian Moldavian Republic in order to improve the quality of its acquisition.
3. To carry out research work of the state archives aimed at the implementation of the international project "Without a statute of limitations", to identify documents about the atrocities of the German-Romanian invaders in the territory of Pridnestrovie.
4. To carry out digitization of administrative documents of territorial authorities and administration for the Soviet period (district and city executive committees on the territory of Pridnestrovie from 1944 to 1990).
5. To monitor the reconstruction of the building of the State Archives of the Pridnestrovian Moldavian Republic (Tiraspol, Tekstilshchikov Street, 36) and fully utilize the funds allocated for this through the Capital Investment Fund. If necessary, take measures to submit an application for the continuation of construction work on this facility to the Capital Investment Fund for 2023.
Within the framework of electoral process (CEC):
1. To continue work on training the professional staff of election commissions.
2. To continue work on the legal education of young and future voters, the formation of an active citizenship of citizens, and the expansion of forms of youth participation in the work of election commissions at all levels.
In the context of the development of the judicial system:
I. To the Supreme Court to ensure the proper quality level of the work of courts of general jurisdiction:
1. To carry out further work to improve the skills of the judiciary.
2. To continue work to ensure citizens' access to justice and increase the openness, accessibility and transparency of the activities of courts, judicial bodies and bodies of the judiciary based on information and communication technologies through the use of software and hardware tools for digitizing documents and video conferencing equipment.
3. To improve civil procedural legislation in order to facilitate citizens' access to justice, the possibility of participating in a trial via videoconferencing.
4. To develop a project for the reconstruction of the building of the Supreme Court in Tiraspol and carry out work on its inclusion in the Capital Investment Fund for 2023.
5. To carry out constant work on the generalization of judicial practice when considering all categories of cases.
6. To take additional measures to provide employees of courts of general jurisdiction with modern office equipment, disinfectants and stationery.
II. For Constitutional Court:
1. To continue work to comply with the requirements of the Law “On ensuring access to information on the activities of the courts of the Pridnestrovian Moldavian Republic”, ensure the technical possibility of receiving applications from applicants in electronic form on the official website of the Constitutional Court on the global Internet.
2. In order to prepare the personnel reserve, carry out activities to improve the skills of the staff of the Constitutional Court apparatus.
3. To continue work to improve constitutional legislation, including if necessary the exercise of the right to initiate legislation on matters within its jurisdiction.
4. To popularize the activities of the Constitutional Court, prepare a number of publications of scientific and practical articles on topical issues of modern constitutionalism.
III. For Arbitration Court:
1. To continue work to comply with the requirements of the Law "On ensuring access to information on the activities of the courts".
2. To carry out advanced training of judges of the Arbitration Court.
3. To continue work on improving the arbitration procedural legislation, taking into account the innovations in the legislation of the republic. Prepare and submit proposals to the relevant authorities on the introduction of amendments and additions to legal acts that guide the court in the administration of justice.
