Expanded meeting was held at the presidential executive office. Representatives of the legislative and executive branches of Government, Heads of state administrations of cities and regions of the republic, Heads of unitary enterprises were invited to the working discussion. Opening the meeting, Vadim Krasnoselsky emphasized that the agenda was formed on the basis of issues that matured during meetings with Heads of state administrations devoted to summing up the results of 2019.
Detailed and lengthy conversation was about the interaction of local administrations with such enterprises as the State Unitary Enterprise “Water Supply and Sanitation”, the State Unitary Enterprise “Unified Distribution Electric Grids” and the State Unitary Enterprise “Tirasteploenergo”. It was preceded by a report of the PMR Minister of Economic Development. Sergei Obolonik spoke about activities that are carried out to organize the effective work of state unitary enterprises and their results. Noting that in recent years, increased attention has been paid to the state of networks and the infrastructure, the speaker announced information about the size of investments. Investments in “Unified Distribution Electric Grids” in 2017 amounted to 28 million rubles, in 2018 - 40 million, in 2019 - 63 million rubles. Tirasteploenergo investment program: 2017 - 2.3 million, 2018 - 11.5 million, 2019 - 30.2 million rubles. "Water supply and sanitation" for the last three years - 3 million, 7.5 million and 30.8 million, respectively. Positive dynamics (2 million, 6 million and 8 million per year) was also demonstrated by Tiraspoltransgaz-Pridnestrovie, Sergey Obolonik said. He drew attention to the fact that the accident rate in almost all directions was close, and in some cases exceeded critical indicators. In 2019, it was able to significantly reduce. Speaking about the implementation of investment programs, the minister noted that it was carried out taking into account the adjustments made in connection with the need for unscheduled emergency work, as well as ensuring the commissioning of facilities built and repaired under the capital investment fund program. Sergei Obolonik reminded that it was possible to expand the financial opportunities of investment programs due to the coverage of the inter-tariff difference by the state (for 2019, the increase in funding amounted to 20 million rubles, the amount planned for 2020 is twice as much).
The greatest number of questions is addressed to the water services company. Local administrations state that the invested funds are not enough. It turned out that not all allocated money is being spent. Most of the attention in 2019 was paid to Tiraspol (this decision was consolidated: every year the State Unitary Enterprise “Water Supply and Sanitation” will focus on one city or region in order to achieve a more efficient use of resources). The capital, as it turned out, has more questions than others. Only 18 million were actually mastered in the city through the water utility out of the claimed 30 millions of rubles. 60% of the capital’s facilities included in the last year’s investment program were brought into proper condition. It is important that at the same time, 83 million rubles were collected from residents of the city and Tiraspol enterprises in the form of payment for water consumption (in 2017 and 2018, the amounts were close to 70 million).
After a reasoned exchange of views of the meeting participants on the reasons for the situation and ways out of it, the President noted that in the future, work plans should be real and feasible: raising the bar so that later to find excuses for why the stated indicators were not achieved is inappropriate. In addition, Vadim Krasnoselsky spoke about the inadmissibility of making sole decisions, and that information on the activities of state unitary enterprises should be transparent and accessible to the public. The President considers important the close interaction of energy supplying enterprises with local administrations and councils of people's deputies. Another aspect that the President mentioned was the economic feasibility of tariffs. The Ministry of Economic Development, the relevant committee of the Supreme Council and the Accounts Chamber were instructed to calculate and evaluate it. It is necessary to return to the analysis of the effectiveness of the existing mechanism, when funds for the consumption of resources are collected in a common financial basket and from there are distributed to serve cities and regions. The system should be reasonable and fair, the President emphasized. Verification of the targeted use of funds is among the instructions addressed today to the Accounts Chamber. Vadim Krasnoselsky emphasized that the control measures should not be perceived as a demonstration of mistrust or the search for those responsible: the activities of the Accounts Chamber are to increase the efficiency of enterprises.
