The Commissioner for Human Rights in the PMR Vyacheslav Kosinsky reported in the course of the working conversation with the President that he received 871 appeals in 2018. These are informational reports of human rights violations or specific complaints, individual or collective. The majority of applications are from the applied citizens, but there are also applications from foreigners - 23. About a hundred complaints came from penitentiary institutions. Most often, representatives of socially vulnerable categories of citizens ask for assistance and protection of rights, stated the Pridnestrovian ombudsman. According to him, last year, retired people appealed 366 times to the Commissioner, 117 unemployed. Speaking about the subject of statements, Vyacheslav Kosinsky noted that citizens most of all complain about the violation of social rights (216 cases in 2018) and the right to judicial protection (214 appeals). Slightly less often cases of violation of civil (194) and economic (184) rights leads to the Commissioner. The facts of violation of personal rights were in 40 application documents last year.
Vyacheslav Kosinsky spoke about the work of experts of the Institute of the Commissioner for Human Rights in various spheres. He reported on 11 inspections of military units and systematic analysis of the situation with the observance of human rights in the institutions of the penal system. The President considers the work with prisoners to be an important activity of the Commissioner. Vadim Krasnoselsky said that the person who committed the crime is deprived of liberty as a punishment and the rest of his rights - to obtain citizenship, the PMR passport, education and information - should not be infringed. He called on the ombudsman and employees of the institute of the Commissioner for Human Rights to be more actively involved in work aimed at creating conditions for the maximum socialization of persons in places of detention so that they can return to full life after the end of the sentence. In addition, the President urged to pay special attention to the conditions of detention and the quality of food in correctional institutions, as well as in boarding schools, orphanages, hospitals, and institutions where lonely citizens live, who need special care and attention to social services. Assessment of the activities of the personnel of these institutions should be given in the course of control measures. The President focused on distribution of humanitarian aid. The President emphasized its inappropriate use should be excluded, and in the event that the Ombudsman discovers such facts, the materials must be received by the law enforcement agencies.
Vyacheslav Kosinsky informed the President about activities aimed at improving the current legislation. The Commissioner twice used the right of legislative initiative in the past year. The President considers that work in this direction should be carried out more actively, since the Ombudsman, interacting directly with citizens, has a large amount of information supported by specific examples of legal gaps. Vadim Krasnoselsky emphasized that the highest value of the state is person and rights and we all work for the sake of the citizens of our republic in order to improve their situation and life. The President stated that not a single appeal to a human rights institution should be left unattended.
