The President invited the PMR Prosecutor to discuss working issues. Anatoly Guretsky informed about the current activities of the department. The interlocutors paid attention to compliance with the legislation on consideration of citizens' appeals. The prosecutor noted that requests from residents of the republic are the basis for the main activities of supervisory structures and a valuable source of information about the state of law and order in the republic. He spoke about the positive trends of recent years in terms of consideration of citizens' appeals by officials and response to incoming complaints and suggestions.
Another important area is tax compliance. According to the Prosecutor of the Pridnestrovian Moldavian Republic, the mechanisms for conducting verification activities are comprehensive, effective interdepartmental interaction has been established, which gives positive results. An important aspect: the essence of this work is not to apply punitive measures; the primary goal is to identify a violation, record it and provide an opportunity to correct what was done by compensating the state for damage. Vadim Krasnoselsky recalled that it is important when deciding on response measures to take into account the presence of intent when committing an unlawful act.
The prosecutor's office is constantly monitoring the implementation of budget legislation and, in particular, the rules governing public procurement. Reporting information on inspections is provided to government authorities quarterly. Anatoly Guretsky noted the great preventive effect of such work.
The current direction is the implementation of legal norms on the redevelopment of residential premises. The number of citizens' complaints regarding this matter is large. The prosecutor's office changed its approach to influencing violators and moved from warnings and admonitions to forcing them to correct what they had done. Four lawsuits on this topic were sent to the courts this year. Two are satisfied, two more are in progress.
Vadim Krasnoselsky asked about the activity of legislative activity. The prosecutor's office sent 19 legislative initiatives to the Supreme Council for consideration in 2023, Anatoly Guretsky said. He mentioned the amendment to Article 71 of the Criminal Code initiated by the Prosecutor's Office of the Pridnestrovian Moldavian Republic. We are talking about counting the time spent in custody during the preliminary investigation against the term of imprisonment to which the convicted person is sentenced. A day spent in a pre-trial detention center is counted as one and a half in places where a prison sentence is served.
The interlocutors spoke about the work being done to reduce the time it takes to consider cases without compromising quality. The runaround is unacceptable, the President emphasized. Vadim Krasnoselsky recalled the upcoming meetings of departmental boards in the first quarter of next year. The prosecutor of the republic not only reports on the results of the activities of the prosecutor’s office, but also necessarily participates in extended reporting meetings of all government agencies.
