Opening the meeting, the President congratulated participants on the Day of Constitution of the PMR, recalling that the Basic Law of the Pridnestrovian Moldavian Republic 1995 was adopted at a referendum, becoming the embodiment of the will of the people. The document underwent changes over time, but systematization of the legislation of the republic is associated with its adoption, Vadim Krasnoselsky emphasized. He called on the leaders of the authorities to continue to work for the benefit of the Pridnestrovian people, observing constitutional and other legal norms.
The agenda of the meeting included four issues. One of them is the organization of public procurement in the coming year. The PMR Deputy Prime Minister Sergey Obolonik informed the interlocutors of the proposed procedure for their organization and implementation in 2020, listing legal acts, the adoption of which in addition to the basic law will contribute to the efficient operation of the updated mechanism. In addition to regulatory innovations, the plans include the launch of an information center and website, as well as the creation of the State Institution "Unique Auction Center". It is assumed that at the initial stage three auctioneers will work in his staff. Over time, the residents of the center are delegated for permanent work and to the cities (districts) of the republic, the Minister of Economic Development shared his best practices. He said that the initiative as a whole was actively discussed with state administrations and relevant structures of the Supreme Council. All additions and suggestions are analyzed and, in the case of a decision on expediency, are included in the project. Vadim Krasnoselsky during the discussion on this issue emphasized that transparency should be a fundamental factor in organizing public procurement. They talked about importance of the correct selection of performers, control and prompt response to the requirements of realities: bureaucratic stagnation of the legal framework is not permissible, the mechanism should be flexible, it was emphasized at the meeting. Work in this direction continues.
Another initiative that was discussed today with the participation of the President is the amendments to the law on environmental protection proposed by a group of deputies. We are talking about granting the right to purchase, at the expense of environmental funds, special machinery and equipment necessary for the collection and removal of solid waste, sawing down emergency trees, and caring for green spaces. Heads of state administrations fully support the idea. Moreover, initially the initiative came precisely from them. The President supports this opportunity to local authorities. Vadim Krasnoselsky said that this issue was raised more than once during his meetings with the asset of cities and districts of Pridnestrovie. They said that tax collections have recently increased. The availability of additional financial resources has made it possible to significantly improve the situation with the removal of municipal solid waste, and to eliminate many natural dumps. There is money for the purchase of equipment, but there is no legislative right to use it for these purposes. The President’s opinion on this initiative is positive. The President confirmed his position today. In his opinion, the proposed mechanism is justified. Which (in percentage terms) part of the environmental fund will be allocated for the purchase of special equipment will be decided by the Heads of state administrations, and local councils will approve the norm.
The adoption of this law-in-draft is seen by the meeting participants as relevant not only because of the exhaustion of the resource of existing equipment, but also in light of the creation of new recreational infrastructure facilities. New parks, alleys, squares require constant specialized care. In Tiraspol, for example, 25000 square meters of lawns were planted this year. Next year, the area, according to plans, will reach 70000 squares. Lawns need systematic watering and periodic mowing, which means that they need technical equipment and working hands. Maintenance of parks and leisure areas with large-scale green spaces, as well as fountain and other infrastructure complexes of municipal importance is another topic of today's meeting. We need additional staffing units and the allocation of limits corresponding to the real costs of maintaining utility bills, the Heads of state administrations noted. Maintenance of the Catherine Park after its full launch will require, according to preliminary estimates, fifteen workers, an example was given by the Head of the capital. These should be specialists who will work on an ongoing basis: attracting third-party organizations is much more expensive and less effective, Oleg Dovgopol is sure. According to the participants of the meeting, the care of the territory should be systematic: the types of work may vary depending on the season, but their implementation should be daily. As for the limits on light and water: you can no longer rely on previous standards. Infrastructure upgrade requires revision. Fountain complexes, illumination of objects, light installations are energy-consuming. Their financing should be specified in the budget as a separate line in order to prevent the washing out of fixed assets of municipal organizations and enterprises, the President said. They also talked about the improvement and maintenance of roadsides and adjacent territories. Vadim Krasnoselsky recalled his requirement to take into operation only those sections of the repaired canvas along which order has been put in order. Chairman of the PMR Government Alexander Martynov, in turn, noted that these facilities also require constant care, as they are in full view.
The maintenance of large-scale infrastructure facilities, as well as their construction, are new jobs. The republic is developing, and an increasing number of citizens abandon the idea of leaving its borders, it was noted at the meeting.
They spoke today about another topic that is relevant for Pridnestrovians - the call for military training in the PMR Peacekeeping Forces. The question was raised in connection with incoming appeals of citizens. Participants in the training for three months receive a cash allowance, which in some cases is less than the salary at the place of work. The Government considers that from the point of view of social protection and the preservation of shortfalls in income, it would be fair to keep the average salary at the place of work for employed citizens for the period of participation in military training, with compensation for the difference from the state budget. It is approximately 10% of the participants in the training camp, informed the PMR Minister of Defense Oleg Obruchkov. It is impossible to completely abandon the call of working citizens, since we are talking about specialized specialists that the armed forces need. Vadim Krasnoselsky supported the initiative, noting that citizens who pay military debt to the state should not suffer financial losses.
The workshop ended with a discussion of plans for the preparation and conduct of local cultural events as part of the celebration of the New Year and Christmas.
