The Supreme Advisory Council on Science and Technology under the PMR President held a regular meeting. Scientific and innovative activity based on the results of 2019 was evaluated and the draft state order for research and development work for 2020 was discussed. The President took part in the meeting. Opening the working discussion, Vadim Krasnoselsky noted the importance of applied research to society, the country's economy, and the state as a whole.
The Minister of Education Alla Nikolyuk made a report on the results of the work of the State Commission for the Assessment of Scientific and Innovative Activities in 2019. She said that the commission, which included representatives of educational organizations, ministries, departments and research centers, met five times. Reports on 42 topics included in the 2019 state order and funded from the republican treasury were discussed. The studies were conducted in such areas as socio-humanitarian and legal support for the development of the state, cultural heritage, natural-scientific foundations for improving the quality of life, economics, health, high technology and innovation. Pridnestrovian State University, the Institute of Arts, the Research Institute of Ecology and Natural Resources, Pridnestrovian Scientific Research Institute of Agriculture, the Republican Botanical Garden and the Yagorlyk State Reserve reported.
According to the Head of the Ministry of Industry, the commission considers the state order of the past year to carry out scientific research fulfilled. Among the recommendations is the return of state institutions "Republican Research Institute of Ecology and Natural Resources" and "State Reserve" Yagorlyk "to the departmental subordination of the Ministry of Agriculture. Another proposal, addressed as a recommendation to the Government, is to develop a mechanism that would allow research institutions to sell printing products that generate the results of research work with income. State administrations of towns and districts are invited to take into account the opinion of specialists from the Research Institute of Ecology and Natural Resources, as well as the Botanical Garden when carrying out activities for landscaping settlements.
Draft state order for research in 2020 was presented in the directions of several speakers. Deputy Chairman of the Government Alexei Tsurcan spoke about social issues. 9 topics were proposed by the Ministry of Education and one dedicated to medicine. For the most part, we are talking about the continuation of earlier research in the field of archeology, psychology, pedagogy, electrochemical industries, algebra, etc. Among the new studies, the work is supposed to be carried out by Litera laboratory, which will deal with literature of the native land (the topic was activated on behalf of the President) and the Fakla laboratory, whose task is to develop a model for teaching the Moldavian language as a native language in the framework of the implementation of new educational standards (including the creation of a textbook and workbooks). Another important area is sociology. Based on the results of today's discussion, it is recommended to conclude an agreement on conducting research on the topic “Socialization and formation of youth identity of the PMR”. In the field of healthcare, the research work “Oncology and personalized medicine” will be launched, the purpose of which is development and implementation of an economical technology for the production of diagnostic reagents, not inferior in quality to imported analogues. It is necessary to increase the efficiency of the work of general practitioners, who, if the project is successful, will be provided with means of rapid diagnosis of diseases. Vadim Krasnoselsky, emphasizing the value of research and scientific developments in the medical field, was interested in why only one topic was presented in the field of health. In his opinion, the medical faculty of the state university, scientists and practitioners should pay more attention to research work. The President recommended the PMR Minister of Health to gather at the discussion table practitioners, heads of medical institutions, the faculty of the profile faculty of Pridnestrovian State University and listen to their opinions on the topics of current scientific research.
Initiative of the Ministry of Agriculture is in the economic block of the state order. According to Sergei Obolonik, the Ministry of Economic Development considers it expedient to continue the applied research started by the Scientific and Research Laboratory “Renovation of Machines and Equipment”, as well as to start work on a new topic - “Evaluation of Doing Business in Pridnestrovie” (exactly one year has been fixed to the profile laboratory for it) .
A significant amount of research activity, as before, will be carried out at the initiative of the PMR Ministry of Agriculture and Natural Resources. There are eleven existing topics in this direction and new one in state order 2020. Traditionally, the list also includes environmental topics of research carried out at public expense. It is proposed to include two topics in the state order, the research of which involved the Yagorlyk Nature Reserve and the Research Institute of Ecology and Natural Resources, said Vasily Sotnikov, the Head of the relevant public service.
Research work in the field of preserving the historical, cultural and spiritual heritage of Pridnestrovie is reformatted from an organizational point of view. According to the Chairman of the Committee on Education, Science and Culture of the Supreme Council Mikhail Burla, the previous contractor did not fulfill the order in good faith, and therefore it was decided to transfer it to complete the research work of another laboratory.
In the course of the discussion of the draft State order for research and development, the production of innovative products by scientific and educational institutions of the Pridnestrovian Moldavian Republic for 2020, other topics that were not included in the project list were announced. These suggestions will be further discussed.
In the final part of the meeting, they talked about the advisability of creating a center for the development of science under the Government, about the need for decent material remuneration for the work of representatives of the research sphere, in particular, holders of academic degrees. The President said that the scientific community should be more proactive. According to Vadim Krasnoselsky, representatives of research laboratories should be able to introduce themselves, interest the customer, convince them of the value of the proposed research, and upon receiving the order, strive to ensure that the results of scientific work are really applicable in practice, new, relevant and useful.
The President called the discussion within the framework of the meeting of the Supreme Advisory Council on Science and Technology useful, and he positively assessed the activity of the council as a whole.
