The agency of preliminary investigation, Investigative Committee, was created in Pridnestrovie Exactly ten years ago. The powers of this department were assigned to the sphere of criminal proceedings. The activities of the Investigative Committee of the Pridnestrovian Moldavian Republic are supervised by the President. He appoints the leader. Four chairmen of the Investigative Committee have changed over the ten-year history. It is headed by Major General of Justice Vyacheslav Brynzar, who was appointed to the post by Vadim Krasnoselsky in December 2016. Its structure, functions and powers have changed during the years of functioning of this executive body of state power. The oversight of the procedural activities of the bodies of inquiry and preliminary investigation, as well as the maintenance of public prosecution in the courts, were transferred from the Investigative Committee to the PMR Prosecutor's Office in 2018. They said in the course of the solemn meeting dedicated to the departmental anniversary today that the Investigative Committee of the Pridnestrovian Moldavian Republic has been and remains a significant structure of the law enforcement system of the republic. The event was held in the assembly hall of the Investigative Committee of the Pridnestrovian Moldavian Republic. The PMR President Vadim Krasnoselsky took part in it.
The Chairman of the Investigative Committee of the PMR delivered a congratulatory speech. Veaceslav Brynzari emphasized that the activities of investigators should contribute to the growth of public confidence in the law enforcement system. He informed that over 10,5 thousand criminal cases have been sent to court by the staff of the Pridnestrovian Investigative Committee since 2012. The Head of the department emphasized that improving the quality of the investigation makes it possible to counteract the most dangerous types of crime – crimes against the person, terrorism, extremism. An important area of activity is the investigation of economic crimes. Over 591 million rubles have been reimbursed to the state during the preliminary investigation and procedural checks since the formation of the Investigative Committee of the Pridnestrovian Moldavian Republic.
The Head of the committee speaking about personnel drew attention to the fact that the personnel has been updated by 48% during ten years. The team is constantly replenished with university graduates. A prerequisite for the admission of specialists to the service is a preliminary internal examination. The Chairman emphasized that young professionals demonstrate high quality and effectiveness of the investigation. He named the most distinguished employees - both those who started their service less than three years ago, and those who stood at the origins of the creation of the department and continue to work to this day, investigating the most complex, high-profile, multi-episode cases. There are also separate investigative bodies. The Investigative Committee of Kamenka, Bendery and Slobodzeya were named as the most effective. The Head of the committee focused on the interdepartmental interaction of the Investigative Committee of the PMR with units of the Ministry of Internal Affairs, the Ministry of State Security, the Ministry of Defense and the State Customs Committee, calling it fruitful, based on the principles of comradeship. Vyacheslav Brynzar expressed his gratitude to the personnel of the Investigative Committee for their conscientious work and dedication.
The President spoke about the history of the formation of investigative structures and the current activities of the PMR Investigative Committee during the solemn event. Vadim Krasnoselsky noted that domestic investigative mechanisms originated in the era of the Russian Empire. The Pridnestrovian investigation is more than three decades old, like the republic. The current anniversary is a date from the latest history of the department in the current form. The PMR President did not disregard the contribution of service veterans, focusing on the value of experience enhanced by a modern approach to investigation.
Vadim Krasnoselsky presented the most distinguished employees of the Investigative Committee with state awards and documents on conferring honorary, as well as regular special titles on the occasion of the departmental anniversary. The PMR President was awarded a commemorative medal "10 years of the Investigative Committee of the PMR" on the occasion of the anniversary of the Investigative Committee.
