Created in 2016, The All-Pridnestrovian People's Forum brought together dozens of public, youth, veteran and trade union organizations, outlining the consolidation of society as the main goal, and the exercise of public control over the activities of government bodies and governments as a fundamental goal.
On behalf of the ONF Leader, the PMR President Vadim Krasnoselsky, in spring of this year, social activists carried out control activities related to the construction, repair and reconstruction of social infrastructure facilities. This concerns implementation of the capital investment program in 2018, as well as the objects built by means of the ANO “Eurasian Integration”. The checking was selective. The inspections visited fifty facilities in all cities and regions of the republic. Yury Cheban, a member of the ONF Presidium, told the President today that they studied documentation, talked with labor collectives and citizens visiting these institutions. An expanded meeting initiated by Vadim Krasnoselsky was dedicated to discussing the results of the inspections. In addition to social activists, representatives of the Presidential Administration and the PMR Government, as well as heads of several construction organizations, are invited to participate in it.
Opening the meeting, Vadim Krasnoselsky emphasized how important he assigned to national control. The construction and repair of socially significant facilities is exactly the case when inspections by public figures are mandatory, the President noted. It was noted at the meeting that strengthening public control is spelled out in the Development Strategy of Pridnestrovie.
As it turned out during the meeting, the inspectors have complaints about paperwork. As for the quality of construction and repair work performed by contractors, in most cases, social activists noted a rather high level. There were some complaints. The inspectors are specific objects and unscrupulous contractors. Not all defects identified by inspectors were promptly eliminated, Yuri Cheban said, noting that these are rather exceptions from general practice: they mainly respond positively to the comments of controllers and seek to eliminate the revealed defects and shortcomings.
The inspectors checked 48 of the 179 objects, the work on which was funded by the Investment Fund 2018. Naturally, not all contracting organizations were in the view of people's controllers (totally, more than 80 of them worked in 2018). Vadim Krasnoselsky emphasized that the activities of contractors should be given increased attention on the part of public control. Continuing cooperation with unscrupulous organizations is unacceptable, the President consider, while partnership with reliable construction companies should be systemic. Vadim Krasnoselsky recalled that last year, thanks to the capital investment program, about one and a half hundred specialists were employed, more than three hundred new jobs were created, the state treasury was replenished with tax deductions, the amount of which in this direction exceeded 26 million rubles. The topic of tendering among construction organizations was mentioned. Inspectors have questions about the procedure. Vadim Krasnoselsky, in turn, noted that the existing mechanism is imperfect and requires revision. According to the President, it is necessary to establish clear parameters for admission to participation in the tender. Only those organizations that are capable of fulfilling their obligations should have this right.
Representatives of the positively proven construction companies were awarded in the course of the meeting by the ONF Presidium.
Emphasizing that the implementation of the capital investment program is ongoing, Vadim Krasnoselsky urged social activists not to weaken control, to respond quickly to every message received from citizens. This year, funds are used by the fund of capital investment at 143 facilities, that is, the activity for public control in this direction is quite extensive, the President noted. As for the objects built and repaired with Russian money (ANO “Eurasian Integration”), we cannot count on eliminating the defects by Russians. By order of the PMR President, the necessary funds will be put into the budget of the republic in 2020. The President was asked about the fate of unfinished projects, which began work on the Russian agency. Three unfinished objects of social infrastructure await commissioning. Pridnestrovie will be able to take on them only if it is transferred by the Russian side to the republican balance.
It was noted during the discussion that the audited organizations showed a high level of trust in representatives of public control. Assistance in the work was provided by the Heads of state administrations. Gratitude for the organizational support is addressed to the PMR Government by public controllers. They also talked about the feasibility of working on-site inspection teams on the ground. The conversation touched on the topics of departmental inspections, which are carried out in driver and vehicle licensing office, passport offices, social services, educational institutions and health sector. Medicine is now under close attention. A lot of time was devoted to it during today's meeting. They discussed the modern Pridnestrovian army, tourism, and foreign policy.
Concluding more than a two-hour conversation, Vadim Krasnoselsky thanked the representatives of the Pridnestrovian People's Forum for their indifference, activity and desire to make the life of Pridnestrovie more comfortable, and the republic more beautiful. He aimed the social activists to continue the socially significant work, for the implementation of which, in fact, the ONF was created.
