A visit to the northern capital is included in the work schedule of the President in connection with the planned inspection of objects included in the capital investment program. The current stage of its implementation is the second. The socially significant program was successfully launched last year with repair, reconstruction and construction of hundreds of infrastructure facilities. It is planned to carry out approximately the same amount of work with a similar amount of financing from the funds of a specially created fund in the current year. Rybnitsa district allocated 11.2 million rubles to upgrade 12 objects. A delegation led by the President visited some of them.
This year, priority is given to the healthcare sector. In the Rybnitsa district, medical and obstetric centers will be built, repaired, expanded, and reconstruct existing medical facilities, and not only with the money from the capital investment fund. To date, repair work is being carried out, for example, at several sites under the jurisdiction of the state institution Rybnitsa regional hospital. Last year, the overhaul of the two-story building of the infectious disease department began. In 2018, under the capital investment program program, three million rubles were allocated for which the first floor of the building was repaired. In the estimate of this year - another 900 thousand for the repair of the second floor, told the President, noting however that this amount to complete the entire volume of work is not enough. Vadim Krasnoselsky, having examined the object, drew attention to the condition of the roof and emphasized that at the first heavy rainfall the repair results would be gone down the drain. It is impossible to leave the facade of the building repaired from inside the building as it is, the President considers. He instructed to calculate the cost of the full completion of all necessary work and revise the allocated amount in the direction of its increase to the required size.
The second direction of the Central Design Bureau is the reconstruction of existing buildings for an outpatient stationary children's department. The two lower floors will give polyclinic, the third and fourth will be taken under the children's hospital. The project is implemented at the expense of MMP. The date of commissioning of the object is the summer of the current year. The head of state, recalling that the metallurgists celebrate their professional holiday in July, noted that it would be nice to time the opening of the building to the holiday date for the investor. Investing the plant in the social infrastructure of the President called the example of social responsibility of business.
The President was interested in the situation with medical and obstetric centers. In the recent past they were tasked with providing modern centers for the provision of medical care to villages and towns. The president was informed that this year one medical and obstetric centers will be built at the expense of local funds (the modular type housing was manufactured by a local manufacturer). Three more are planned in various villages with the money of the capital investment fund. Vadim Krasnoselsky, stating that rural medicine had fallen into decay, aimed at the soonest universal improvement of the situation in this sphere. “The whole rural area should be covered by a network of healthcare facilities, which will make it possible to provide first aid before the arrival of an ambulance,” said the President.
Not only institutions under the program of capital investments are the focus of the country's leadership, but also those that residents of Rybnitsa plan to reanimate at the expense of funds in the future. Among the potential participants of the capital investments program are two sports facilities. The district leadership insists that it is imperative to pay attention in 2020 to the Secondary Youth and Youth Sports School number 1 and the Yubileiny Sports Complex. The base of the sports school is a swimming pool. The building, rooms and bowl were commissioned in 1996. In 2003, they built a local boiler room. It is designed for the simultaneous exercise of 48 swimmers. A technical survey conducted in the past year revealed defects that limit the full performance of the facility. 4.3 million rubles are needed. These funds are needed for the repair of the basin structures, filters, electrolyzer, plumbing, sewer network, chlorination plant, shower cabins and changing rooms, replacement of air heaters, ventilation systems, pumping power equipment, window and door units, lighting updates. The President carefully examined the object, asked questions, clarified details. The conclusion of the President is unambiguous - without the investment of funds, this significant sports facility will last for no more than a couple of years. There are fears that the bottom of the basin will fail and the history of aquatic sports in the Rybnitsa District will collapse together with the cup, Vadim Krasnoselsky noted. He is sure that the object must be included in the capital investment program of the coming years. Moreover, it is inexpedient to patch holes, President noted. In his opinion, the pool basin, equipment, networks, and infrastructure of the sports school need repairs. The President drew attention to the fact that the use of outdated technologies and materials is unacceptable. Having assured that he would support the initiative, Vadim Krasnoselsky emphasized: at this stage, much depends on whether the head of Rybnitsa can convince the commission members that this particular object needs priority attention and funds from the capital investment fund.
The President also visited the city embankment. The President was told about plans for arranging playgrounds, a beach, and a rescue station. Vadim Krasnoselsky noted the positive infrastructural changes that are observed in Rybnitsa, emphasizing that local leadership cannot rely solely on the capital investment fund. The significance and contribution of the state program are great, but it is important to develop with our own resources and means, Vadim Krasnoselsky noted.
The second object that residents of Rybnitsa expect to include in the capital program 2020, is a sports complex. Yubileiny is a thirty-year three-story building, in which the hotel building for 60 people and an athletics arena with an area of 2673.6 square meters, designed for 200 visitors are located. According to specialists, it is necessary 3.4 million rubles to revitalize the complex. The President, having been in the sports complex, admitted the arguments of the leadership convincing, noting the functionality and significance of the establishment. Particular attention, he said, should be paid to the repair of a sports hotel. The President ordered to develop design and estimate documentation and noted that he supported the inclusion of the sport complex in the capital investment program of the next year.
The presidential delegation visited the city stadium. It also needs investments. Vadim Krasnoselsky drew attention to the lack of above-mountable canopies and the need to replace the seats. In addition, we are talking about replacing the football goal and the expediency of applying rubber spraying on treadmills.
Another object visited by the President is the state unitary enterprise of Rybnitsa. Established in 1968, the company employs 82 people today. The main task is road maintenance. Their total length is 317 kilometers. The department includes two asphalt plants, a bitumen storage facility, workshops, a construction laboratory, a sand farm, and a quarry. There is also own transport facilities for 69 units. The problem is that cars, machinery and equipment are long outdated: much has been exploited for 30-40 years. This year the combined winter-summer KAMAZ road car and motor grader will be purchased. 1.5 million rubles are allocated for these purposes, told the President. According to road authority management, for a general fleet renewal, it is necessary to purchase at least one and a half dozen pieces of equipment bulldozers, excavators, gritters, asphalt pavers, etc. Vadim Krasnoselsky called this area important, recalling that the main source of funding in this area is the Road Fund.
