Yesterday's conversation about the objects of the Capital Investment Fund program was continued today in working mode. Some aspects required detailed elaboration. This year two kindergartens in the capital will be repaired with the help of the Capital Investment Fund, the stadium of school No. 18 will be reconstructed, work will be completed at the municipal special correctional educational institution - the facade and roof will be put in order, the adjacent territory will be landscaped. A significant amount of work is to be done at Pridnestrovian State University named after Shevchenko. Vadim Krasnoselsky considers that there should be one main contractor despite the fact that there are many university locations requiring reconstruction. This will allow a comprehensive approach to the infrastructural transformation of the university and will not allow blurring the boundaries of the performer's responsibility, the President is sure. He urged not to delay the start of repair and construction work. As for integral part of the improvement, landscaping, it must be started immediately so as not to miss the planting time. The first step is to cleanse the outdated green spaces, the President said.
This year it is necessary to pay attention to five items with the money of the Capital Investment Fund in Bendery. The educational institutions of the Severny microdistrict - a school and a kindergarten - will be renovated. They plan to revive the Solnechny Square for the Republic Day (1.9 million rubles allocated). A similar amount is spent on the further development of Alexander Nevsky Park, which is not only a leisure area for the needs of the local population, but also a tourist destination. The most ambitious Bendery project of this year is the improvement of the city center. There are a lot of ideas, design developments are being adjusted in working order. It is planned to hold public hearings for a complete understanding of the requests, wishes and needs of citizens, as well as opportunities – financial, landscape, communication.
The President asked about progress in the repair of two viaducts in Bendery. They are not part of the Capital Investment Fund program but require urgent attention. The Head of the city said that preparatory work for the main reconstruction is underway. A temporary scheme of the movement of vehicles for the period of repair is being thought out. Vadim Krasnoselsky emphasized that citizens should be informed about it in advance.
More than ten million rubles have been allocated by the state through the Capital Investment Fund for facilities in Slobodzeya. Among the eight points included in the state program there is infrastructure of social institutions and the leisure sector. There are two parks in the area – "Newlyweds park" in the center of Slobodzeya and the Pervomaisky park. The project of the first has been approved and is already being implemented. The second is still under development. The President asked about the Karagash hostel, whose residents are waiting for heating. Design and estimate documentation has been prepared. The expenses are serious – about three million. It is necessary for construction of a boiler room, arrangement of a gas pipeline and internal wiring. The Government recommended financing this object not from the Capital Investment Fund, but under the investment program. Vadim Krasnoselsky emphasized that this project must be implemented without fail by the beginning of the new heating season - regardless of the chosen source of funding.
Schools, kindergartens, sports grounds, park areas - all these Grigoriopol locations will be renovated in 2021. Vadim Krasnoselsky paid special attention to the preschool educational institution of the Shipka village. After the presidential inspection, it was concluded that it would be expedient to combine the local kindergarten with the school into a single complex instead of carrying out repair and restoration work at two facilities. The head of the district noted that a new project is needed, the development of which will require serious additional costs. It was an amount of about 200 thousand rubles according to preliminary calculations. The President recommended to take as a basis the already created project of a similar institution in Vladimirovka, finalizing it based on the peculiarities of the establishment of the village of Shipka, which will save time and seriously reduce the cost of design and estimate documentation. Another aspect that Vadim Krasnoselsky focused on was ensuring the safety of pupils and personnel of the still functioning, but in emergency condition, kindergarten in the village of Shipka.
The Capital Investment Fund 2021 includes four objects in Dubossary – two preschool institutions, an outdoor pool of a rehabilitation center for children with special needs and the Energetikov park. There are two Houses of Culture and Wittgenstein Park in Kamenka District. There are two recreational zones (central and embankment), the Yubileiny sports complex, and a swimming pool in Rybnitsa. Funds are allocated not only under the capital investment program for sports facilities. The state is looking for other possibilities as well. Additional assistance will be provided to create a football field on the Yubileiny territory that according to the President should become the center of sports life and active family recreation. In addition, the money was allocated for the development of the rowing base in Rybnitsa, for which specialized simulators will be purchased – kayak and canoe machines, as well as a motor boat.
Communicating with the Heads, the President spoke about the importance of their personal involvement in all processes related to the improvement and infrastructural transformation of settlements. He outlined the necessity for high-quality planning, as well as timely and full-scale implementation of projects. Vadim Krasnoselsky emphasized at the same time that inertia in decision-making is unacceptable: managers must respond promptly to current changes in circumstances.
