The heads of state administrations of cities and districts of the republic in the course of the extended meeting under the President with the participation of the leadership of the legislative and executive branches of government informed the audience about how the work on unfinished construction sites transferred to the housing stock was progressing. They told about the formation of cooperatives, mortgage lending, cooperation with project and contracting organizations, plans for the improvement of territories adjacent to future residential buildings. The situation in the republic is different. There is no long-term construction for example in Dubossary. The greatest demand for affordable housing is in Tiraspol and Bendery. Two objects are being reanimated in the capital, one in Bendery. The highest cost per square meter - from 115 to 150 dollars is in these cities. According to the head of Bendery Roman Ivanchenko 5 out of 60 apartments are for orphans in the house in Protyagaylovskaya Street. Vyacheslav Frolov said that one object for 21 apartments is planned to be completed in Rybnitsa. According to him, the house is in a good area near the Dniester, so today the cooperative is almost formed. One square meter here will cost about 138 dollars, the head of Rybnitsa said.
A number of difficulties with the object under construction, located in Slobodzeya arose before the start of work, Vasily Tishenko stated. He recalled that the housing cooperative of the house, which is on the balance sheet of the Regional Department of Internal Affairs in Slobodzeya was formed in 2010. Only 18 equity holders entered the housing construction co-operative, apartments in the house - 48. The current situation, according to the head of Slobodzeya State Administration, would inevitably lead to a rise in price per square meter. This state of affairs did not suit the members of the cooperative. Vasily Tishenko said that today the solution of the issue has been moved off the ground: apartments for their workers are bought by local agricultural enterprises.
Unfinished building, located in Grigoriopol, consists of 18 apartments. 12 people entered the housing construction co-operative, the Head of the local state administration Oleg Gabuzha said. According to him, the demand is for two and three room apartments. The cost per square meter in the future house will be 59 dollars. Vadim Krasnoselsky, as an option to solve the problem of lack of interest in one-room housing, proposed to unite the one-room flat or increase the number of residential premises in two- and three-room apartments. Taking into account the affordable price, areal size increase may be interesting for potential purchasers.
The Head of administration of Kamenka Vladimir Bychkov reminded that the local authorities took the decision to complete the work on two long-term construction projects on their own in 2017, so future residents do not have the opportunity to receive a preferential mortgage loan. Vadim Krasnoselsky noted that such a right must be granted to them. The volume of funds for mortgage lending was based on the total number of program participants. Today, only 40% of the owners of future apartments have taken advantage of their right.
The President noted that implementation of the program for completion of long-term construction projects revealed in which localities in the republic there is a demand for housing. Taking into account the current situation, the construction of affordable housing will be continued in the near future only in Tiraspol.
Another topic of today's meeting is the sanitary and technical condition of public roads after the winter. The Heads of state administrations informed the President that the work started in February was almost completed. The roadway was repaired, storm wells were cleaned, garbage was collected, dead wood was cut and trees were planted along the roads. Vadim Krasnoselsky raised the issue of an administrative nature: the discrepancy between the geographical location and the documented subordination of some areas leads to the fact that in practice the territories are abandoned and neglected. Vadim Krasnoselsky emphasized that the concept of historical boundaries of course exists, but one should not forget about common sense and ignore the existing realities. It is unacceptable to divide “ours is not ours”. Vadim Krasnoselsky said that all sections of the road should be put in order.
Summing up the expanded meeting, the agenda of which in addition to the state of the roads and the progress of housing construction, included such issues as the implementation of the capital investment program and provision of social infrastructure with equipment, appliances and furniture, the President emphasized the importance of the topics brought up for discussion. “As a rule, the volume of GDP is an indicator of the standard of living in the state. Another thing is when you see that the construction and repair of schools, kindergartens, hospitals and other socially significant facilities are in full swing in the republic. We managed to reanimate the construction industry, create new jobs, increase revenues. We need not reasoning, but actions”, summed up the President.
