Report of the Heads of state administrations is traditional. The heads of towns and district administrations inform the President of the results with which the past year was completed. They report on directions, highlighting the most important aspects of the life of an administrative unit, citing data from budgetary and social policies, economic indicators in the context of industry, trade, entrepreneurship, transport, utilities and agriculture. Today, the Head of State Administration of Tiraspol and the city of Dnestrovsk Oleg Dovgopol presented the consolidated information to the PMR President. The meeting was attended by the Head of the presidential executive office Sergey Belous, the Parliament Speaker Alexander Korshunov, the Head of the capital city council Albina Ivanova, and deputies representing the interests of Tiraspol residents and residents of Dnestrovsk in the Supreme Council.
According to statistics, 127607 people live in Tiraspol, 9571 live in Dnestrovsk. The population is mostly urban (99.5%). There is a migratory population growth, stated Oleg Dovgopol. During the year, more than 1300 babies were born, 1053 marriages and 572 divorces were registered. Mortality so far exceeds the birth rate: during 2019, 1783 people died. The most common causes of death are cardiovascular and oncological diseases.
Economically active population in the structure of labor resources is more than 60%. The number of unemployed citizens in the economy is still insignificant, but nevertheless decreased. No wage arrears to employees of municipal enterprises at the end of the year were recorded. Positive dynamics were noted in the services sector and in the manufacturing sector in the reporting period. The only direction where production is reduced is light industry. City enterprises (excluding small businesses) produced products, works and services by almost 6.5 billion rubles (11.5% more than in 2018). 214 objects of entrepreneurial activity were opened, 74 were discontinued in the reporting period. According to data at the beginning of 2020, 7347 individual entrepreneurs are working in the capital. Increased attention was paid to the organization of trading places for the trade in fruits and vegetables. One and a half dozen agricultural fairs were held, as well as festivals and events within the framework of the “Buy Pridnestrovian!” campaign, said Oleg Dovgopol.
In 2019, the capital administration paid much attention to the landscaping of the city. 2786 large-sized trees, more than four thousand shrubs and other greenery were planted. Speaking about activities aimed at improving the city and creating comfortable living conditions, Oleg Dovgopol focused on the collection and disposal of solid waste. Created in 2017 to optimize the production chain “collection, removal, and disposal of solid waste”, a modern high-performance sorting line in 2019 became a profitable enterprise. Oleg Dovgopol said that while these funds are directed to repay the loan, which was taken by the city to purchase the line. They plan to pay off debt after two years of work, then the profit will be sent to the development of urban infrastructure or other tasks. Among them – there is acquisition of special equipment for the maintenance and cleaning of roads.
In the course of the meeting they focused on the topic of housing and communal services. Housing and communal services is represented by five enterprises, which employ about a thousand people. 105.6 million rubles were spent last year From various sources for maintenance of housing and communal services objects (almost 80% more than in 2018). There are 987 residential buildings for maintenance of the Tiraspol Housing and Utility Management Unit. Their number in the past year increased due to the implementation of the presidential program for the construction of affordable housing for public sector employees. In Tiraspol, houses were put into operation for representatives of the Ministry of Defense and the Ministry of Internal Affairs, as well as a three-section residential complex in Komsomolskaya Street - totally 397 apartments. Oleg Dovgopol emphasized that the buildings are being erected and landscaped taking into account modern realities. For example, parking spaces for cars are necessarily provided. Residents of old houses often face the problem of lack of parking: the urban infrastructure of the Soviet era assumed 34000 vehicles, and there were at least 50000 of them in the city, the Head of the capital noted. Oleg Dovgopol emphasized that increased attention was also paid to the design of playgrounds and sports grounds in the courtyards of residential buildings. He informed the President about the continued implementation of the affordable housing program in Tiraspol.
The Speaker paid special attention to the tender policy of the city. According to him, in 2019, 53 tenders were held in the field of construction and architecture. The principled position of the state administration: their implementation should be open and transparent. For this, each meeting is accompanied by audio and video, and the tenders themselves are held in the presence of all contractors who participated in the tender procedures.
They spoke at the meeting about the education system, culture, social protection, the need for further involvement of business in urban improvement. Issues related to the improvement of legislation were discussed.
Having listened to the report of the Head of Tiraspol, the opinions and comments of the other participants in the meeting, Vadim Krasnoselsky noted that he was satisfied with the work of the capital’s administration and with the transformations that are observed in Tiraspol and Dnestrovsk. The President aimed the city leadership to continue fruitful work and constructive interaction with various government bodies, emphasizing that the main assessment of its results is the gratitude of local residents and guests of the city.
