The President holds meetings of the Operational Headquarters to ensure systematic interaction between officials involved in organizing and implementing preventive activities aimed at preventing the spread of coronavirus infection in the PMR. Their frequency depends on the situation and circumstances. Participants of the meeting that opened the working week exchanged relevant information for Monday morning, as well as opinions and suggestions on a number of current issues.
The statistics of the last hours are as follows: the diagnosis of coronavirus infection was laboratory confirmed for 131 Pridnestrovians; 122 are treated in Slobodzeya hospital (totally 127 patients are in this medical institution), one patient recovered, one is in the Chisinau hospital, 7 people died (all had serious concomitant chronic diseases).
According to Ruslan Mova, over 2300 calls were received on the hotline from April 10 to 12, and more than 25300 calls during its existence. Over the weekend, 544 people contacted the Crisis Center via e-mail. Half of the requests are related to obtaining permission to move within the republic. The number of consultations of specialized specialists related to the provision of medical care and other issues related to the health sector is also significant. Monitoring of compliance with emergency requirements by trading enterprises is continued. On Saturday and Sunday, law enforcement officers inspected 3900 objects. 24 violations were detected. These days 2200 checks of citizens who are in conditions of controlled self-isolation at the place of residence have been carried out. 29 people are brought to responsibility. In the period from April 10 to 12, 56 foreigners were denied entry to the PMR, 346 citizens of the PMR entered the republic, 127 people left.
As part of the synthesis report, the Minister of the Interior informed the President about 5% decrease in crime in the republic as a whole compared to the first quarter of last year, and by 9%, if we compare March 2020 with this month of 2019. Noticeably - by 40% - the number of especially serious crimes decreased, by a third - the number of thefts.
The topic of conversation within the framework of the Operational Headquarters meeting is religious holidays. Palm Sunday, following the call of the Head of the Russian Orthodox Church Cyrill and executing the decision of the Operational Headquarters, was held closed for parishioners. Similarly - with the participation of clergy, but without the presence of faithful citizens in the temples - Easter services will also be held. The President emphasized that following the position voiced by the Patriarch of Moscow and All Russia, based on ensuring the safety of citizens, would be unquestioning.
The anticoronavirus mechanism is also improved in other spheres. Among the additional preventive measures is an appeal addressed to the Heads of state bodies and organizations of all forms of ownership to minimize paper work.
Providing isolated living conditions for medical staff in contact with infected citizens was discussed in the course of the meeting. Living rooms are equipped in the buildings of the Dniester Dawns recreation complex, dispensaries, the Dniester sanatorium, as well as at the Dubossary and Grigoriopol medical facilities. The question of the centralized organization of nutrition of doctors was also discussed - both during medical service and during the period of rest between shifts. The responsibility for the implementation of this task in close cooperation with the Ministry of Health was assigned by Vadim Krasnoselsky to the heads of state administrations.
A significant part of the meeting was held in the form of a dialogue with the chief doctors of medical institutions of the republic. They informed the President about the situation on the ground, level of provision with everything necessary, the progress in the deployment of local coronavirus hospitals. The largest one is preparing for opening in Rybnitsa. By decision of the President, a new building in the capital for surgical department of the Republican Clinical Hospital was allocated for Hospital COVID-19, the commissioning of which is scheduled for the coming days. A separately located building, equipped with modern equipment, provided with furniture and equipment, will allow to place and provide at least two hundred patients with quality treatment. In this regard, Vadim Krasnoselsky recalled the social responsibility of representatives of the Pridnestrovian business, thanks to which the chances of saving more citizens are growing. He informed the meeting participants about measures to support the state in emergency situations on the part of specific entrepreneurs and managers, expressing thanks to them in absentia for their understanding and active citizenship.
Among the issues that the President keeps under control is provision of the healthcare system with ventilation devices. In addition to the 90 units at the disposal of physicians, another 12 were repaired and put into operation. The President was interested in each head physician for the availability and need for ventilation devices to provide as many locations as possible in the fight against COVID-19 and consequences. The President also has control over the installation of a computer tomograph at the Slobodzeya hospital. Preparatory work has been carried out, installation and commissioning will take about a week.
Today they returned to the topic of the hemodialysis procedure at the Slobodzeya hospital. This proposal was made in connection with the insecurity of transporting patients in need. There were various opinions, including the idea that it would be more expedient to provide isolated rooms for infected patients on the basis of the Department of Nephrology and Hemodialysis of the Veterans Hospital. The issue is discussed. With regard to the overall functioning of this department and the hospital as a whole: after a case of mass infection of patients and staff, including 4 doctors, 7 nurses, 5 nurse's aide and four employees of units not directly related to the provision of medical care, a global disinfection was carried out in the medical facility, accepted quarantine measures to isolate employees suspected of infection. Vadim Krasnoselsky called this example revealing, calling on physicians to even greater responsibility and caution.
They talked at the meeting about the pulmonology department of the Republican Clinical Hospital, where patients and staff were infected. On behalf of the President, verification measures were carried out, the results of which at this stage removed responsibility for the incident from the head of the Republican Clinical Hospital Vladimir Pelin and his deputy for medical unit Irina Chekoltan, head of the pulmonology department. Given that the two-week quarantine in which they were in has passed, both are returning to their duties.
The shortage of personnel and obvious lack of respirators are two problems that concern almost all heads of medical institutions. The country's leadership is closely involved in providing protective equipment, retraining of specialists and formation of full-fledged and effective teams is the task of the Ministry of Health and chief doctors, emphasized Vadim Krasnoselsky.
