Communication with the local core groups is an obligatory component of the President’s visits to the cities and regions of the republic. Leadership of the state administration, deputies of the city or district, as well as village councils, parliamentarians representing the interests of local residents in the legislature of the republic, representatives of institutions and enterprises operating in this territory are traditionally invited to the dialogue. This practice was introduced by Vadim Krasnoselsky, considering an open dialogue, supported by personal impressions of a trip to the district, the most optimal form of obtaining information about the situation on the ground. Today's working conversation took place at the State Administration of Slobodzeya.
The conversation began with expectations and concerns about the coming year. The President was asked about the risks associated with the possibility of terminating the transit of Russian gas through Pridnestrovie and the expiration of the contract for the supply of electricity to the MGRES. Residents of Slobodzeya are worried: whether Pridnestrovians remain without vital resources and whether the current tariff privileges be canceled? Speaking about gas supplies, Vadim Krasnoselsky voiced a position that he has repeatedly stated: gas supply is a matter that is in the competence of the presidents of Russia and Ukraine. Pridnestrovie should be ready to respond to the development of events in any scenario. The leadership of the republic thinks over the appropriate measures, the budget lays the funds necessary for their implementation. As for the benefits: for the most vulnerable categories of the population they will be preserved, Vadim Krasnoselsky assured.
Commenting on the situation with the activities of the Moldavian GRES, the President informed that it is under control, Pridnestrovie side has some interesting proposals, export of electricity will be increased, it means that it will be possible to increase the salaries and pensions of the Pridnestrovians.
As practice shows, the topic that concerns the public in all regions without exception is the removal of solid waste, the development of an effective mechanism for charging fees for the provision of this service and the payment of relevant taxes. Slobodzeya touched on this topic in the context of maintaining the collected tax funds in the local treasury and their targeted use for the purchase of special equipment. Parliamentarians representing the interests of the Slobodzeya in the Supreme Council prepared a legislative initiative. Vadim Krasnoselsky promised to study the law-in-draft and express his opinion on it.
They spoke during the meeting about the Capital Investment Fund. It was noted that in two years of the program in the republic 340 objects of social infrastructure were repaired and built. Whenever possible, the residents of Slobodzeya asked for more attention to the health sector.
They also talked about the Development Strategy of Pridnestrovie. The interlocutors of the President said that they would like to see greater public involvement in the discussion of steps taken to implement it. Vadim Krasnoselsky welcomes this approach. In his opinion, the interaction of power and society should be systematic in all directions.
The hostel in Karagash (built in 1970) needs gasification. Vadim Krasnoselsky noted that he knew about the problem. Moreover, he insisted on allocating the necessary funds for this object next year. Soon, the long-awaited elevators will be installed in the high-rise buildings of the village of Pervomaisk, the President assured. Residents of Slobodzeya do not leave hope that a newlyweds park will appear in the near future in the city center. Vadim Krasnoselsky supports this initiative aimed at the improvement and transformation of the village. According to him, residents deserve comfort not only at home, at work and on the premises of social institutions, but also on sites created for recreation, leisure, physical education. In addition, the President emphasized that the formation of the capital investment program takes place in close cooperation between representatives of various authorities, but the starting point for considering the inclusion of this or that object is the request of the presidential executive office that is based on the opinion of local residents.
They asked the President not to leave without reconstruction the reconstruction of rural houses of culture. They asked whether a House of Culture in Ternovka was included in the capital investment fund 2020 program. Vadim Krasnoselsky said that 2.8 million rubles were included in the next year’s state budget. House of Culture in Kitskany also requires attention. There are problems with heating. To solve them, the President instructed the Ministry of Economic Development to find funding sources. Parkany has a different situation: there is no cultural and leisure center at all. Residents of this large village - carriers of Bulgarian culture and traditions - are asked to consider the question of its creation and placement on the basis of one of the many idle buildings. The President instructed to prepare specific proposals for study. Speaking about the houses of culture in general, the President called them significant not only from the educational point of view, but also from the standpoint of preserving the architectural and historical heritage. In addition, Vadim Krasnoselsky considers rural houses of culture a connecting factor for representatives of different generations, and most importantly, an important element of state policy aimed at preserving and developing villages.
Another topic raised during the meeting was the need to expand the staff of a number of institutions and organizations responsible for servicing commissioned facilities. Vadim Krasnoselsky noted that he did not consider this a problem. On the contrary, the construction of new facilities entails the creation of additional jobs, which is a positive and not a negative factor, the President said. He assured that this issue will be raised at one of the next workshops with the participation of the Ministry of Finance.
They spoke at the meeting about the fate of the Chobruchi park and the development of the sports industry in the region, the subtleties of taxation and the use of official vehicles. The conversation lasted about two hours. Concluding the conversation, the President emphasized that the state of affairs within the republic, the quality of life of its citizens, their comfort, well-being and safety depend only on the efforts of the Pridnestrovians themselves - from the country's leaders to ordinary citizens. The President expressed gratitude to the district’s activists for their daily fruitful work and for the substantive and interesting discussion.
