Vadim Krasnoselsky continues an inspection of cities and districts of the republic for the execution of the capital investment program and the formation of long-term plans for infrastructure improvement. Today the President communicates with the capital leadership. Oleg Dovgopol recalled that during the first year of the project of national importance in Tiraspol, 26 socially significant facilities were repaired, at three capital construction works were carried out. The emphasis in 2018 was placed on educational institutions. In addition to the buildings and premises of schools, kindergartens, sports facilities, the bridge across the Dniester is in proper condition. Totally, 15.5 million rubles were allocated from the capital investment fund-2018 in the city.
Work at 9 objects by means of the money of the fund for capital investments is in the plans for 2019. The talk is about both the further implementation of the projects started last year and the launch of new ones. It is planned to build a boiler room in the Kremenchug school, to set up children's playgrounds everywhere, to complete the construction of a sports lyceum-boarding school on the basis of the school number 4 and the specialized institution nomber 2. Among the objects visited by the President today is the future building of the Republican Sports and Rehabilitation Center for the Disabled. This state institution is for 1910 people, whose health requires special attention and approach. On the basis of the center, 11 kinds of sports are developed, among which athletics, swimming, handball, chess and checkers, futsal, tourism and fishing, they hold not only sports, but also cultural events. A building was handed over to the center, which was listed as an unfinished construction object on the instructions of the President, in 2018. You need about 8 million rubles in order to breathe life into it. The first - about one and a half million - was made last year. These funds were used for roofing, windows, stained-glass windows, doors, partitions were installed. The second stage was the allocation this year from the capital investment fund another two million rubles for heat and electricity, water supply and sewage, as well as the implementation of interior decorating. The Ministry of Social Security is requesting an additional 1.8 million rubles. In the event of their separation, outdoor work will be carried out promptly and the territory will be landscaped, which will make it possible to accept disabled athletes in the new building adapted to their needs in 2020. The center will equip not only sports halls, but also rooms for rehabilitation procedures. It will be possible to introduce new sports - bocce, basketball and wheelchair volleyball. In addition, the center's management expects to open a library for blind people and a recording studio. The first floor will receive wheelchair users, the second is designed for visually impaired and hearing impaired, said center director Georgy Ceban, noting that today people with special needs are forced to engage and spend leisure time in unsuitable, deprived of elementary conditions of the premises - mostly basement type. At the same time, Pridnestrovian sportsmen demonstrate the highest achievements, said the head of the institution. He told about the medals of the international championship brought from Minsk the other day. He told that the construction of such a center in the republic was an old dream of people with disabilities. The Director thanked for finding the opportunity and taking the construction under personal control. He expressed hope that this complex will become home, will be in demand, working for the benefit of people and the state. His discovery will give a big impulse, fill the soul with joy and many will find themselves here,” said Georgy Cheban.
Vadim Krasnoselsky, emphasizing the highest social significance rehabilitation center, said that people with special needs often do not have the opportunity to play sports, develop themselves, and the best help is socialization. Today, many people, limited in their physical abilities, huddle in basements and other rooms where there is no heating or other conditions. We strive to provide them with good conditions for playing sports, to equip a computer class, a library, and rooms for cultural and humanitarian events. The task of this center is to unite people who need help, so that they find themselves in various spheres - in sports, games, individual studies in the humanities; who will take a step forward in the sphere of IT-technologies. People with disabilities are very talented. This talent should be demonstrated and developed, people should be given the opportunity to believe in themselves, to socialize them as much as possible. The President instructed to find an opportunity for the requested increase in funding so that the center would celebrate housewarming in 2020. Vadim Krasnoselsky asked about the availability of equipment. According to Georgy Cheban, at the moment this is approximately 50%. This is enough to launch the facility, the director said.
The President visited the republican hospital. The building of a forensic medical examination and anatomopathological department is under construction at the expense of the fund since last year. According to the capital investment program-2019, the reconstruction of the emergency department began. The delegation was met by the head physician of the hospital, Vladimir Pelin. He said that work began in December last year. Not only three examinations will be placed here, but also a laboratory that will allow for prompt, in compliance with international medical standards, to carry out the necessary analyzes.
As for the building of the forensic medical examination and the pathoanatomical department: it is being built from scratch and is scheduled for commissioning this year. The President focused on the fact that, in addition to comfortable rooms, modern equipment and specialists trained to work with new equipment are needed. Vadim Krasnoselsky emphasized that there is a high-quality educational base in Pridnestrovie - PSU medical faculty and also noted that the necessary conditions have been created for raising the level of skills of existing health care workers. Speaking of the fact that society needs to update the medical infrastructure, the President focused on changing attitudes towards medicine: both patients and staff of medical institutions should be protected. The President focused on such an aspect as investing in health care, citing the example of the Sheriff Company, by means of which a surgical department building is being constructed. Vadim Krasnoselsky is sure that by investing money in the development of medicine, the state and business entities make a feasible contribution to the health of the nation, and therefore to the future. He recalled that 31 health facilities were included in the capital investment program in the current year. Taking into account the deterioration of the medical infrastructure, work in this direction will continue in the future. The approach to solving existing problems should be systematic, the President emphasized. He recalled appointments at the Health Ministry, expressing the hope that the administrative changes would benefit health care.
The largest object included in the capital investment program of this year is the Central Catherine Park. 6.7 million rubles have already been allocated for creation. Work has begun. Uprooting was held along the embankment: 74 were uprooted and old juniper thickets were eliminated, the Head of Tiraspol told the President. At the same time, new trees are planted - conifers, birch, linden, sakura. Work on gardening was carried out today: seedlings were rooted by children of the Tiraspol institution OSORTS. The leaders of the republic and the city residents who participated in the event joined the children.
Continuing the inspection of the project, the Head of the city said that he was on the preparatory work for the further development of children's play and sports grounds. The plans for this year also include the replacement of asphalt paving with paving slabs, the installation of benches, the design of the entrance arch and the laying of the monument to Catherine II. Turning to the opposite side of the road dividing the central square, Oleg Dovgopol told about plans for improving the territory from the cinema to the gymnasium. The President asked about the state of the lake behind the House of Children and Youth Creativity. The President aimed to implement the plan till the anniversary of the republic - September 2, 2020. Tiraspol is the capital of the Pridnestrovian Moldavian Republic. There is a law on the status of the capital. It was not adopted to remain on paper, but in order to emphasize the special importance of Tiraspol and to provide appropriate funding, including for the improvement of the city. Tiraspol should stand out against the background of other settlements. Over the next year or two, several projects will be implemented in the capital. Among them there is the entrance to Tiraspol (entrance group, road, sidewalks, landscaping to the central square) and Catherine's Park, which will become a place of rest for people of different ages. There will be convenient logistics, fountain complexes, various sites. Vadim Krasnoselsky said that the main purpose of the park is to become a meeting place for residents and guests of the capital during events.
Another construction site that was today inspected led by the President, is located at 28, Komsomolskaya Street. This is an unfinished building, on the basis of which a residential building will appear. In the autumn last year, realizing the initiative of the President, the First October Complex was created. The house is designed for 237 apartments. Only a third of the members of the cooperative took advantage of the opportunity for concessional lending, Oleg Dovgopol informed the President. According to him, the city leadership and contractor organization closely interact with real estate investors, discussing current issues at general meetings. To date, a master plan, architectural and color solutions, water supply, sewerage, electricity and gas supply network projects have been prepared. Construction and assembly work was performed by 22%, Oleg Dovgopol reported. Vadim Krasnoselsky asked about the infrastructure. The President was told that the developer provided for the construction of a parking for 250 cars, which would be divided from the residential sector by an array of green spaces. Children's and sports grounds are planned. The cost of the future apartments was mentioned by the initiator of the project for the construction of affordable housing. According to the Head of the capital, it will be in the range of 120-150 conventional units per square meter. It is planned to put the house in commission at the end of this - early next year.
The President summarized that implementation of this project is an example of a good master's approach to unfinished buildings, which turned out to be in abundance in Pridnestrovie. There was a desire to give people affordable housing. Many doubted the reality of the realization of the idea, but today there are results. These were not just promises, it was a considered program that had to be implemented by joint efforts. In Tiraspol, there are two more houses with 180 apartments in Benderskaya street. Vadim Krasnoselsky recalled that there are cooperatives in other cities as well. The president said that with the existing need for housing, the second stage is also real - the construction of residential buildings from scratch. As a potential territory for the construction of a new residential area is the former plant named after Tkachenko. “Providing Pridnestrovians with housing means keeping young people at home. By increasing the population, creating new jobs, we will develop the economy, raise the standard of living of our citizens. Everything is interconnected. We are building houses, improving infrastructure, creating conditions for business development - everything is done for the people,” Vadim Krasnoselsky concluded.
