Today the President is in Slobodzeya district. The first point of his route is the school of the village of Vladimirovka. Built in the early 1970s of the last century, it has long been in need of repair and serious financial investments. Last year, over five million rubles were allocated from the capital investment fund for reconstruction. The peculiarity of the project is that it is not just about repairing buildings and premises of a general education institution, but about measures for partial re-equipment with the allocation of space to accommodate a kindergarten for 60 children. The Head of district administration once spoke with such a proposal, based on the numerous appeals of local residents. The argument came down to the fact that the school is designed for 500 people and actually no more than a hundred and fifty students attend it. There is an urgent need for kindergarten places. The President supported the idea. To date, the redevelopment has been completed, the premises have been repaired and equipped, the kitchen has been reconstructed, the kitchen equipment has been updated, the water and electricity supply systems, heating, sewerage, ventilation have been replaced, boiler room has been re-equipped. Three classrooms, a gym, a teacher’s room and a director’s office were renovated in the school. The area around the complex was landscaped, fencing was installed. A playground is equipped for preschool children. It was here with traditional bread and salt and words of gratitude that children of Slobodzeya, the leadership of the educational institution and the region greeted the delegation headed by the President. The President visited new groups, music hall, catering department, talked to the kindergarten staff, children and parents. There were words of gratitude for the fulfillment of the long-standing dream of residents of Slobozeya to Vadim Krasnoselsky and the leadership of the republic as a whole. The President for his part noted that the opening of a modern kindergarten in the village is a program of capital investments in action. Such examples of improving the infrastructure speak of a growing standard of living of the population, Vadim Krasnoselsky considers.
The President stated that unfortunately, many people associate an increase in the standard of living solely with an increase in pensions and salaries, but the figures are different. When children go to kindergarten, and facilities (toilets) are outdoors, this is a low standard of living with even high wages. If one of you goes to the hospital and falls into the floor under your foot, if you get an x-ray on the equipment of the 60s of the last century, this is a low standard of living even with high wages. When athletes are trained at minus temperatures and do not have the opportunity to take a shower with warm water - this is also a low standard of living. When you enter the House of Culture, and plaster falls on your head - this is also a low standard of living ... The President is convinced that raising the standard of living is a comprehensive program that requires an integrated approach in all directions. This is implementation of a capital investment program, improvement of the social infrastructure, putting in order preschool and school educational institutions, cultural, sporting and historical facilities and, of course, an increase in pensions and wages. Vadim Krasnoselsky noted that the leadership of the country and individual administrative units are working closely together to solve these problems. He recalled that Pridnestrovie is a socially oriented state with market economy. The market should earn, and everything that is earned should be spent per people, state, raising pensions and salaries, creating decent living conditions for the population. We are at the beginning of this journey, and a lot has already been done. In a short period of time, we repair and rebuild almost 170 infrastructure facilities, and work will continue in the following years. We strive to improve the position of our citizens as much as possible. This is precisely the desire to recognize the Pridnestrovian Moldavian Republic. Losers are not recognized. Self-sufficient and strong are recognized. We must make Pridnestrovie better and more beautiful. The PMR President emphasized that opening of the kindergarten is a small part of the recognition of our state.

Reconstruction at the expense of the capital investment fund of another object that is important for the residents of Vladimirovka is the House of Culture in the plans for 2019. 2.5 million rubles are needed to bring it into proper condition, said the head of the district administration. This year more than a million were allocated from the capital investment fund. Built in 1957 building is in disrepair. In the previous three years, by means of funds of the district the roof was replaced, the façade was repaired, the frame of the building was strengthened. There is still no heating, water, restrooms. Director Christina Vishniak told the President that the auditorium for 400 people and five working rooms, in which, despite the conditions, 164 people (9 club teams) are currently involved, require immediate repair. She noted that the House of Culture unites residents of three villages of Slobodzeya district. All important events take place here. The Memorial of Glory is near. Residents of Slobodzeya very much hope to meet the 75th anniversary of the Great Victory in the renovated House of Culture. Vadim Krasnoselsky emphasized that the existing cultural institutions that unite people keep the rural population in their homeland, preserve the traditions and develop talents of Pridnestrovians should be preserved. The head of the Slobodzeya district, expressing gratitude to the leadership of the country for understanding the urgency of the problems, said that in the plans for this year, the overhaul at the expense of the capital investment fund of another cultural centre of Ternovka. A million rubles was allocated for this object.
An object located in the village of Pervomaisk is passing from 2018 to 2019 from the point of view of implementation of the capital investment program. It is about building a training unit for the department of choreography of the children's art school. 2.5 million rubles were allocated from the state treasury for the construction of the building last year. Choreography requires special conditions, which are created thanks to the capital investment program. Communicating with the leadership of the school of art, Vadim Krasnoselsky found out that choreographers dream in at least one hall to lay a specialized rubber coating that meets international standards. Its cost is high and does not fit into the existing estimates. The President ordered to find and order coverage. New clothes will be a gift for housewarming.
The Head of the Slobodzeya administration Vasily Tishchenko recalled that totally, the planned spending on the 2019 capital investment program in the district will amount to 6.6 million rubles. The cost estimate of the fund provides among other things financing of works and improvement of the central part of the city.
