Temporary ban on holding mass cultural and other public events, including in open areas, that had come into force was discussed during the meeting of the Operational Headquarters for prevention of the spread of coronavirus. Suspension of the admission of patients to medical institutions that provide laboratory and polyclinic and medical and health services is necessary preventive measure. The President was also informed about the work carried out to expand capacity of infectious diseases hospitals. Additional places are being equipped on the basis of existing hospitals in Slobodzeya and Rybnitsa. A branch of the infectious diseases center has been deployed at the Parkany medical and obstetrical station for the needs of Bendery residents. Starting today, patients with COVID-19 are admitted to the new coronavirus hospital, set up in one of the buildings of the Spartak health camp. It’s accommodated for 150 persons. Almost the same number of asymptomatic carriers of the virus and patients with a mild course of the disease will be able to be accommodated in the wards of other buildings of the camp after they are equipped with heating devices. At the meeting they discussed the centralized supply of heat to all medical stations in the republic. Members of the Operational Headquarters consider that heat supply should be launched in these institutions in the near future. The relevant departments and services have been instructed.
The President was informed about the creation of conditions for service in cold weather by employees of the internal affairs bodies involved in temporary quarantine posts. Eight out of eleven checkpoints needed infrastructure improvement. Mobile household buildings that will be provided with heat and electricity are installed on their territory.
In the course of the report of the chief physicians, which is traditional for the meetings of the Operational Headquarters, the President was informed about the failed endoscope of the Bendery hospital. Depreciation of equipment has long passed the critical line. The endoscope still in use - manufactured in 2014 - is also outdated. New equipment purchase is urgently needed. Vadim Krasnoselsky, noting the importance of this type of equipment, instructed to find an opportunity.
They spoke in the course of the meeting of the Operational Headquarters about salary increases for health workers working with coronavirus patients. On behalf of the President, the regulatory framework clearly defines the gradation of the amount of additional payments depending on the place and profile of the work performed. We are talking about employees of hospitals of I, II, III levels, ambulance service and laboratories. Vadim Krasnoselsky emphasized that bonuses are a motivational tool, adding that the control over fulfillment of requirements for employees of infectious diseases hospitals and other medical institutions should be increased.
The issue of distribution of funds received by health facilities as a result of the provision of paid services to the population were discussed at the meeting. To date, 40% of the income received is directed to the remuneration of employees involved in this work (80% - directly to executors, 20% - to supporting staff), 60% of the funds received from patients are spent on the needs of medical facility. It is proposed to correct the ratio by setting the ratio 60% to 40%. The President noted that he would support the decision of the Health Ministry. At the same time, the President instructed to conduct checks for compliance with this norm.
