The list of objects that will be included in the capital investment program of 2020, is in the process of formation. Cities and districts of the republic, as well as ministries and departments at their level worked, identifying the most problematic areas of social infrastructure. Collected together complex applications are presented today by Heads to the President. The Head of each state administration voiced proposals, arguing the choice. Most of them are about repairing, reconstructing or building objects that Vadim Krasnoselsky visited personally, so it is not necessary to convince of the expediency of including this or that institution in the state program. The moment at which the President focused his attention is in priority the so-called transferable objects - those on which work has already begun. In addition, it is necessary to create comfortable conditions for children to stay in kindergartens, schools, institutions of additional education, medical institutions that are among the "priorities", emphasized Vadim Krasnoselsky.
Tiraspol residents from educational institutions mentioned school No. 15 (Kirovsky microdistrict). To date, it is crowded and needs to increase the area. An expansion attempt has already been made, the construction of the extension has begun. About 17 million rubles are needed to complete the construction work. The Head of the city offers to master this project for several years. The question is not burning, but requires attention, emphasized Oleg Dovgopol. About 6 million rubles is needed to upgrade the sleeping infrastructure of the camp "Spartak". This amount will allow to purchase 26 new houses. Dnestrovsk, which is under the jurisdiction of the city administration, is counting on updating the local stadium next year (the estimated cost of the work is about one million rubles).
The most voluminous and expensive capital project is Catherine Park, the total area of which, by the way, will exceed 19 hectares. Started this year work will be continued. In 2020, the implementation will require 21 million rubles (this is about the funds of the capital investment fund, in addition to which local budget funds, investments and sponsorship will be raised).
According to the recommendation of the President, funds for clearing the territory of the former plant named after Tkachenko will be provided in the capital investment fund of the next year. “This is, in fact, the central part of the city. It is unacceptable that it was in a neglected state. The option of placing in the future in this area a new residential area is considered. This is a question of the future, but gradually the area needs to be put in order. The project is complex, requiring a serious investment of time, effort and money. At the initial stage, it is necessary to extract communications and concrete foundations “buried” in the ground,” said Vadim Krasnoselsky.
Residents of Bendery in 2020 will pay special attention to the Severny microdistrict. A school, a kindergarten and a branch of Palace of Children and Youth Creativity are under the capital investment program. The application also includes the City House of Culture named after Tkachenko. This year the hall and the stage will be repaired here, the rest of the premises requiring repair will be waiting for 2020. Many sports facilities of Bendery already repaired, but the "waiting list", waiting for funding is large. In order to save budgetary funds and create more comfortable conditions for students, it seems reasonable for the city authorities to change the address of some sports facilities. Considering the unsuitability of many premises occupied by sports schools today, it is proposed to combine some of them under one roof, choosing one of the idle buildings that functionally meet the requirements. The President recommends a similar approach to accommodate the most visited administrative institutions. We are talking about the tax inspection, social security, city archives, etc.
Slobodzeya hopes to complete the reconstruction of the House of Culture of the villages of Vladimirovka and Ternovka next year, to repair schools in Parkany, Sukleya and Ternovka, as well as the local lyceum. Residents of the district hope for renewal of the Glory Memorial and the Park named after Rodin (Chobruchi village). The clinic will be repaired by means of the Ministry of Health in Slobodzeya district. The situation with water supply of villages should also improve.
The administration of the Grigoriopol district is asking for the inclusion of the village of Malaeshty in the capital investment program, hoping to complete the work started here in 2020. Another House of Culture, waiting for capital repairs, is located in the village of Delakeu. The Grigoriopol application also includes rural kindergartens, central park and the Vostok city cinema, for the revival of which at least 6.5 million rubles is necessary. Citizens expect that most of the amount will be covered at the expense of the local budget and grant money. It is estimated that 2.5 million rubles will be needed from the state trust fund. The construction of treatment facilities at the tuberculosis complex, built at the territory of UIN-1 in the coming year will be necessary financed from the state treasury.
The largest facility under construction in the capital investment program in Dubossary is the new building of the rehabilitation center for people with special needs. A serious amount of work is planned to be completed in the current year, commissioning is scheduled for 2020. It will be necessary to implement the plans for next year to allocate 4 million rubles from the capital investment fund. In the application of the Dubossary administration there are several schools and pre-school educational institutions. Russian-Moldavian school number 7 must be repaired. It is proposed to place the secondary school and the kindergarten of the village of Goiani in the same building, combining the administrations of the two institutions. Combining of kindergartens "Birch" and "Alyonushka" (the design capacity of the latter with an excess covers the need) is being considered. As a "candidate" for inclusion in the capital investment program, 2020 is considered the House of Culture, located in the neighborhood of the Big Fountain. In addition, residents of Dubossary are counting on the allocation of 1.5 million for the repair of the local rowing base. They hope for sports complex building. The implementation of the long-standing dream of the residents of the region requires about 7.5 million rubles.
Rybnitsa sports complex "Jubilee" has been successfully operating for a long time, but also needs attention. 4.4 million rubles will be allocated to carry out repairs from the capital investment fund. More than seven million is needed for the reconstruction of the local basin. The local administration will continue to repair kindergartens and schools at its own expense, but it asks that the construction of gaming and sports grounds be included in the state program.
There will be no objects moving from this to the next year in Kamenka. From the new application, there are two Houses of Culture (Kamenka and Podoyma), a stadium, a sports complex, Wittgenstein Park and numerous schools. As the local head said in a conversation with the President, at least 60 million rubles are necessary for the full tidying up of the infrastructure facilities of Kamenka District education system.
Heads of the ministries of the social block also voiced their requests for the inclusion of objects in capital investment program-2020. The Health Minister Alexei Tsurkan outlined the need for 141 million rubles. They need repair, restore or create eight dozen objects. Among them there are the metropolitan ambulance center, building of forensic medical examination, the chlorination station of Bendery hospital, catering facilities and laundries of medical institutions, polyclinics, medical and obstetrical stations as well as facilities whose construction was started by means of the Eurasian Integration ANO.
The Minister of Social Protection and Labor of the PMR Elena Kulichenko named 11 objects proposed for inclusion in the state program of the next year. She noted that almost all of them need to install a fire alarm system. The list includes the Tiraspol psycho-neurological boarding school, the Bendery orphanage, the metropolitan correctional boarding school. Next year, work will continue on the construction of a large-scale sports complex for people with special needs in Tiraspol. Significant investment required boarding, located in Parkany, - 5.2 million rubles. Slightly more than a million of them are needed to install a quality fence around the perimeter of the establishment. Another 800 thousand will be sent to the proper kind of workshops.
Presented today information will be analyzed. In the near future the heads of the other ministries will voice their applications. The list of facilities on which the action plan for the implementation of the capital investment program 2020 will be based will be formed after June 1.
