Presidential inspection of the boarding school in Bendery

The PMR President continues to inspect social facilities. If earlier his visits were most often associated with the implementation of the capital investment program – the President found out the state of the infrastructure and the need to include the facility in the Capital Investment Fund or assessed the progress in the work on the spot – then Vadim Krasnoselsky has paid increased attention to providing social institutions with energy resources this year. This issue was one of the first on the agenda of the meetings of the Operational Headquarters on Energy. Measures were taken promptly to create conditions for citizens permanently residing in closed-type institutions at the end of last year. We are talking about 1198 wards of 13 social service institutions (819 adults and 379 minors). Some orphanages and boarding schools were transferred to autonomous boiler houses. There were installed electric heaters in sufficient quantities in others. It was more difficult to solve the issue of accommodating people who needed constant care. The disabled and elderly wards of the three institutions were transported to the Solnechny health resort (94 people) and the city hospital in Dnestrovsk (more than fifty bedridden patients) on December 27-28. A diesel boiler was installed in the psychoneurological boarding school of Tiraspol, which allowed 350 wards and the staff serving them to remain in familiar conditions. The situation with a similar institution in Bendery was more problematic. There was no diesel equipment available at that time. They were waiting for supplies from abroad. Two thirds of the wards – 211 people – were transferred to the central city hospital on the 29th of December. 109 incapacitated citizens remained in the boarding school: they were placed in one building, the premises of which were heated by 30 electric fireplaces. There was a risk that it would not withstand such a load since the network was worn out (the building was built in 1961). Temporary wiring was installed quickly. Meals for all residents – both those who remained in the boarding school and those who were transferred to the Central City Hospital in Bendery were prepared in the food service unit of the social institution. The city and the Ministry of Defense helped with thermoses and transport to deliver hot food to the hospital. 

It became possible to provide heat and hot water to the entire infrastructure of the boarding school (three buildings) after installing a 300 kW solid fuel boiler. The new equipment was launched in the 20th of January. The patients who were temporarily in the Central City Hospital of Bendery were returned to their permanent place of residence at the same time. It is 21-22 degrees Celsius in all rooms at present, the director of the boarding school Irina Koltsova told the President who arrived for an inspection. Vadim Krasnoselsky during the visit was accompanied by the head of the city Roman Ivanchenko. 

The director emphasized that comfortable conditions are important not only for the residents but also for the staff who care for 320 women with various, including complex, mental illnesses. It was said that the institution needed an additional building. Its construction was planned within the framework of the capital investment program. Funds were allocated from the 2022 Capital Investment Fund for design work. The question of when it will be possible to begin construction remains open, taking into consideration the constant pressure on the Pridnestrovian economy, and now also the republic's energy sector. Vadim Krasnoselsky drew attention to the chapel located on the territory of the social institution. The PMR President will donate an icon for it.
