The President listened to the government's report

One of the main issues of today's plenary session of the Supreme Council, in the discussion of which the President participated, is the results of the activities of the PMR Government. The reporting period is 2021. The report was made by Alexander Rosenberg, who headed the Pridnestrovian government less than a month ago. He gave a summary. A detailed report was presented to the deputies for review in advance. The Chairman of the PMR Government began his speech with macroeconomic and budget indicators of the end of 2020 in order to be able to present data on the results of 2021 in dynamics. It was noted that the coronavirus pandemic made serious adjustments for two years in a row, but in 2021 the state and society mobilized and adapted to pandemic circumstances.

617 million rubles have been allocated from the state budget to fight the coronavirus for two years. 306.4 million were spent last year. Almost half of this amount (147 million) is additional payments to doctors. There are 58165 registered cases of COVID-19 in Pridnestrovie. Mortality is 2.7% (lower than in Moldova, Ukraine, Russia). 132.8 thousand people have been vaccinated. 122.8 thousand Pridnestrovians were vaccinated twice, 21.1 thousand received the third dose of the COVID-19 vaccine.

The speaker spoke about the progress in digitalization. Ten state information systems and one in the field of procurement have been created. Alexander Rosenberg called the development of such systems as an electronic journal, a land cadastre, and electronic payments as significant events. 87 organizations use interdepartmental document circulation, almost 175 thousand documents have been collected. 6992 users are registered on the public services portal, 508 services are provided, 83 types are available for ordering in electronic form. More than two hundred forms are available for submission in the Electronic Reporting system.

The Government Chairman focused on the topic of supporting the agro-industrial complex, naming such measures as reimbursement of part of the costs of acquiring a breeding herd, subsidizing milk, subsidizing the interest rate on loans for investment purposes, including land reclamation, preferential rates for irrigation water, as well as gas and electricity for agricultural producers and processors, preferential conditions for payment for land when laying and uprooting perennial plantations. Specific numbers were named. 42 business entities took advantage of a subsidy in the amount of a ruble per liter of milk accepted for processing (the total amount of payments is 12.8 million). Two large farmers received 3.2 million rubles for the purchase of 245 heads of cattle. 22 loans were issued for 5.3 million euros for investments, interest payments on them were subsidized for 26.5 million rubles. Seven loans (0.21 million euros) were issued to replenish working capital, state subsidies amounted to 1.3 million rubles. A dozen and a half loans were issued through the State Reserve Fund - 1.7 million euros. Another 1.9 million rubles were given to agricultural producers at 1% in the form of budget loans.

It was noted that the volume of gross agricultural output increased by 55% in 2021. Growth in the physical volume of crop production - 2.6 times, livestock - 6.1%. The indicators are positive for the collection of grain and corn, the production of milk and eggs, the sale of livestock and poultry. Negative dynamics in the collection of open ground vegetables - they harvested 34.7 thousand tons in 2021, which is 25% less than in 2020. The area of ​​irrigated land at the end of the reporting period exceeded 21 thousand hectares (less than nine thousand hectares were under irrigation five years ago). The territory covered by reclamation systems increased by 13.3%, the number of stations increased by almost 10% during the year. 31 million rubles were allocated from the trust fund for the development of the reclamation complex, 2.7 million - investment lending, 280 thousand Euros - the amount of preferential loans for these purposes through the State Reserve Fund.

One of the most significant and voluminous development programs is the Capital Investment Fund. The size of the Capital Investment Fund in 2021 is 296.4 million rubles (1.5% of GDP). 127.8 million spent on the repair of social infrastructure facilities, 119.3 million - capital investments, 37.1 million spent on the development of the material and technical base, 11.5 million - funds allocated from the Capital Investment Fund for the execution of voters' orders, 0, 7 million were allocated to ensure the fire safety of social and cultural facilities. Work within the framework of the capital investment program was carried out at 147 facilities during the year, including 72 medical, 26 educational, 20 culture and sports, seven social rehabilitation institutions and others. Alexander Rosenberg recalled that attention has been paid to 670 objects, about a billion rubles have been spent on bringing them into proper condition during the four years of the state program of the Capital Investment Fund.

The state spent 188 million rubles on updating the road network in the reporting year. Enterprises of the energy complex invested 248 million rubles. 376 meters of main heat supply networks were reconstructed, four modern boiler houses were built, two boilers were repaired during the year. 46 kilometers of water supply and 12.4 kilometers of sewerage networks have been put in order or built from scratch, three new wells have been drilled. 115.6 kilometers of overhead and cable lines have been laid, five stations and four substations have been renovated, and six units of modern equipment have been purchased. 1890 meters of the main gas pipeline were overhauled, a substation was built. The report notes that tariffs for the population did not change at the same time. From 10% to 40% of the cost of utilities is compensated by the state. Energy supply companies were compensated for the inter-tariff difference by 89 million rubles. These funds were directed to the development of engineering networks. As a result, the number of utility accidents has significantly decreased: by 15.5% for the Unified Distribution Electric Grids compared to 2018, for Water Supply and Sanitation - by 37.5%, Tirasteploenergo - by minus 76%.

The implementation of the presidential program for the construction of affordable housing continues. 436 apartments were commissioned in 2019, 66 in 2020, 90 apartments (two houses) in 2021. The plans for 2022-2025 include the completion of work at another 14 facilities. 260 state employees will receive apartments. There is also a program to support young families. 146 loan agreements were concluded on preferential terms for the purchase of housing for them in 2021. 9.5 million rubles were allocated for subsidizing from the republican treasury.

Returning to the topic of concessional lending, Alexander Rosenberg said that 45 business entities received a total of 6.2 million Euros in loans used as investments in 2021. Basically, the state supported farmers and the industrial sector of the economy. If we talk about the program for subsidizing a part of interest rates, for the entire period of its operation (2018-2021), 153 loans were issued - 39 million Euros. The amount of state support is estimated at 56.4 million rubles.

The speaker recalled the improvement of the investment legislation of the PMR, emphasizing that over the four years of the new norms, 10 million Euros have been attracted to the economy of the republic, 11 agreements have been concluded, and 262 people have been employed. The total income was 3.6 million Euros. Alexander Rosenberg informed about terminated contracts with investors. There are four of them.

The Government Chairman spoke about positive changes in the healthcare sector and wage growth. It was noted that the average indicator for the economy as a whole increased by 36.6% in the period 2017-2021. Increase in the public sector - 43.3%. The salaries of staff were increased by 1.8 times speaking about the medical sector. The volume of social support for the population has grown by 15.7% over five years (the total amount of government spending on the payment of various benefits in 2021 is 296 million rubles).

The speaker ended his speech with data on macroeconomic indicators for the reporting year 2021, noting that their level was the highest in 10 years. The volume of production for the year increased by 34.7% and amounted to 17.8 million rubles. Export increased by 48.3% (totaled 938.9 million rubles). Import growth - 56.4% (imported for 1.6 billion rubles). Gross output in agriculture is with increase of one and a half times (4.6 billion rubles). The retail trade turnover increased by 20.2% and exceeded 9 million rubles. 2.26 billion rubles (+27.4%) investments in fixed capital. The nominal GDP of Pridnestrovie increased by 4.8 billion rubles and amounted to 19.3 billion at the end of 2021. Another important indicator: the development budget increased by 12%, the budget deficit was reduced to 10.7% of GDP.

At the end of the speech of the Head of the executive branch, the discussion of the results of the government's activities and plans for the future continued in an interactive mode. The deputies addressed Alexander Rosenberg with questions that concerned them as people's deputies. The position of the supervisory structures regarding the results of the government's activities and interdepartmental interaction was voiced by the Prosecutor of the PMR Anatoly Guretsky. The Head of the Accounts Chamber of the PMR Svetlana Izmestyeva focused on the topic of the implementation of plans for income and expenditures of the budget and extra-budgetary funds, outlined some conclusions based on the results of verification activities. Chairman of the Supreme Council Alexander Korshunov spoke about the working interaction between the legislative and executive authorities in his speech. He indicated that each parliamentary committee prepared its opinion on the directions of the government's activities. The findings will be compiled into a summary document. The speaker focused on the need to intensify work in such areas as creating a favorable investment climate, import substitution, and improving the welfare of citizens.

The PMR President joined the discussion. Vadim Krasnoselsky asked about progress in the creation of the land cadastre. The President was informed that the platform had been purchased, the servers for the system deployed and filled with data had been ordered, the Ministry of Agriculture was working on a classifier, and the training of specialists was planned to be completed by September.

Vadim Krasnoselsky after listening to all the speeches focused on some aspects in detail. The President emphasized that the reference not to the influence of external factors does not give the right to violate the legal foundations of the country. The more complicated the situation along the perimeter, the clearer the implementation of domestic legislation should be, the PMR President considers. Vadim Krasnoselsky spoke about the importance of systematizing all processes of state administration. The President mentioned the work of the State Management Company. The government pointed to the effectiveness of its activities, naming 15 enterprises that benefited from external management. The Accounts Chamber considers that there are only five of them. The President, without disputing the achievements of the organization, instructed to analyze the productivity of the activity and evaluate the expediency of its continuation. Among the topics that the President touched upon are the forest, quarries, the land cadastre, the mechanism for the seizure of objects from unscrupulous users, the conduct of tender procedures, the quality of road and other works. The President spoke about the importance of such a tool as a deputy's request and the significance of constructive interaction - interdepartmental, state authorities and administration, government agencies and the public. Vadim Krasnoselsky expressed gratitude to the Government for the work, aiming at its productive continuation.
