Approximately five hundred pages of text - tables, graphs, photographs, this is the report of the state administrations of Tiraspol and Dnestrovsk at the end of 2020. Today it was introduced to the President by Oleg Dovgopol. The current meeting opens a series of reports by the heads of city and district administrations. It was decided that due to the ongoing pandemic, the leaders will report by videoconference. Representatives of the Presidential Administration, the PMR Government and the Supreme Council are invited to participate.
Oleg Dovgopol began his report by outlining the adjustments that he made to the plans for 2020 COVID-19. The Head recalled the opening of branches of infectious diseases hospitals on the basis of the Tirotex health-improving dispensary and the Spartak camp (instead of the worn-out houses built in 1972, a new two-story building was erected within two months, designed for almost one and a half hundred visitors), Housing and communal services sanitizing the entrances of residential buildings and public areas, as well as the provision of municipal transport for the transportation of medical personnel and the organization of training of capital schoolchildren in remote mode. Despite serious unplanned expenditures associated with the solution of these tasks, all social obligations were fulfilled, albeit in a truncated amount, but development programs were still funded. The head of the capital spoke about city revenues. They amounted to almost 333.5 million rubles. This is slightly less than planned, which is unusual for the Tiraspol budget: usually the city overfulfills its revenue plan. Speaking about expenses, the head noted that in 2020 the capital's spending exceeded the revenues to the treasury. This was made possible thanks to the seven millionth remainder of last year. Almost 75 million went to the housing and communal services sector, represented by five enterprises - Housing Maintenance Department, Spetsavtokhozistvo, Spetszelenstroy, Road Repair Construction Department and Tiraslift. 16 roofs of residential buildings, 6 facades were overhauled, window blocks in 77 buildings were replaced, in-house electrical networks were reconstructed at two addresses, cold water supply networks were replaced in 115 houses, and hot water supply networks in 23 houses during the year. A significant amount of work was carried out in the context of the current repair of the housing stock, including in entrances and common areas. Speaking about the targeted restoration of elevator communication (14 cabins in 9 houses), Oleg Dovgopol said that 64.7% of 664 elevators in residential buildings are expired. To extend the period of their safe use, the production of parts has been organized on the basis of a specialized municipal unitary enterprise. Increased attention is paid to sanitary cleaning and planting of greenery in the city. The car park has been updated. The line for sorting solid waste is functioning. Oleg Dovgopol drew attention to the fact that in the reporting year, serious efforts were directed at combating unauthorized dumps. Their number increased markedly during the period of strict quarantine restrictions. We are talking about household waste. During the year 10500 tons of solid household waste were removed from such spontaneous landfills. Speaking about landscaping, the speaker said that 53577 square meters of lawns were planted in Tiraspol, 23195 flowers, 1311 trees, about a thousand shrubs were planted. Separately, the head singled out roses - over the year there were 3585 more roses in the capital. A recent innovation is vertical gardening (219 structures installed). At the same time, the head of the city noted that local entrepreneurs rendered serious assistance in the implementation of this project. During the year, 70150 m2 of the roadway was repaired (including 28 950 m2 thanks to the investments of Sheriff LLC). Oleg Dovgopol stressed that Tiraspol is gradually moving away from patching roads and patching roofs: preference is given to overhaul.
Oleg Dovgopol informed about the annual results of the Dnestrovsk life. There are 16 streets, 92 high-rise buildings, 147 private households, hundreds of enterprises in the town. The roofs of five houses, 11 facades, 23 entrances, heating systems of 8 high-rise buildings were repaired during the year.
The Catherine Park was created by means of the capital investment fund 2020, the building of municipal special correctional educational institution No. 2 was renovated, the entrance to the capital from the Bendery side was improved (a belvedere colonnade was built), three children's playgrounds were built, the territory adjacent to the clinic in Shevchenko Street was improved, the stadium of the Dnestrovsk school No. 2 was illuminated. Two houses were commissioned within the framework of the presidential program of affordable housing in Benderskaya Street (160 apartments), 237 apartments in a building in Komsomolskaya Street, 59 - in Odesskaya. The Glory Memorial has been reconstructed. The roofs and facades of buildings in the central part of the city were repaired. 7 educational objects have been overhauled. 87 window blocks have been replaced with funds from the capital investment fund in another three schools. Catering units have been repaired and re-equipped in many preschool institutions.
As for entrepreneurship, 152 objects were opened in Tiraspol in 2020, which is 29% less than a year earlier, which is mainly due to pandemic circumstances. At the same time, residents of the town actively used the provided opportunity to carry out remote trade.
The Head of the Capital administration focused on demographic indicators. 138196 people live in Tiraspol. During the year, 1157 babies were born (90 less than in 2019). The population of Dnestrovsk is 9571 people. 64 children were born. Speaking about the reasons for the fall in the birth rate, the participants in the meeting called the still insufficiently high level of wages. The construction of affordable housing and the operation of various lending and subsidy programs were mentioned as a positive factor.
The meeting participants discussed some aspects in more detail at the end of the report. The parliamentarians asked, for example, about the city's plans for the improvement of sidewalks and courtyards, the prospects for a complete renovation of the elevator network, spoke about the centralization of management of housing offices, talked about the staff shortage in the education system, about the need to continue work on the repair and replacement of contact networks that ensure the movement of electric transport, as well as the insufficient number of fixed-route taxis. The deputies named specific addresses where investment of funds and efforts is urgently needed. They asked whether the improvement of the stadium in the area of school 18 will begin this year and when to expect the reconstruction of the Pobeda park. The first object is already included in the Capital Investment Fund program, the second requires serious financial investments, so it is still waiting for its turn. It takes 6 million rubles to pave the paths alone. In addition, the park needs a modern irrigation system. Replacing attractions is generally a separate conversation. The cost of just one modern "Ferris wheel", for example, exceeds a million conventional units. The city authorities conceived the creation of a miniature of Tiraspol in the park zone - following the example of the fortress in the Catherine Park. There is a project for improvement of the Pobeda Park. There is still no funds to finance it, Oleg Dovgopol stated. The park - with its long history, convenient location, rich landscaping - is an important social object, Vadim Krasnoselsky emphasized. Implementation of the outlined plans is a matter of the coming years. As well as regarding the Tiraspol stadium, located in the neighborhood. Another task set by the President is the creation of a city football team that will train at the renovated stadium.
According to Vadim Krasnoselsky, the creation of parks and development of recreational and sports and physical culture zones is an important component of the improvement of settlements and increasing the level of tourist attractiveness of the country. Tiraspol will continue to follow the intended course. Plans for 2021 approved. The prospect for the next years is the reconstruction of the Dniester embankment with the creation of a cultural and historical complex within three years. The stage-by-stage development of the Catherine Park will also continue. The primary task is to launch the Chudo-Grad (miracle city) children's amusement center.
The city authorities are instructed to provide maximum assistance to Pridnestrovian State University administration: the university will face a major infrastructural transformation this year. The road along October 25 Street, from the theater to Borodinskaya Square, should also be repaired. It is not only about paving the roadway, but also about paving footpaths with paving slabs, as well as landscaping. The President welcomes interaction with entrepreneurs whose trade and catering facilities are located along the road or located on the ground floors of buildings in this part.
The President called for closer cooperation, speaking about interaction of the state administration with the deputies of the city and the Supreme Council. As for the activities of the State Administration of the city of Tiraspol and the city of Dnestrovsk at the end of 2020: the President recognized it as satisfactory.
