Vadim Krasnoselsky held a working meeting with the participation of the heads and representatives of the Administration of the President of the Pridnestrovian Moldavian Republic, the government, the Supreme Council, the ministries of the social block, the relevant parliamentary committee, and the Public Chamber of the Pridnestrovian Moldavian Republic. They discussed the results of the inspection of social institutions carried out on behalf of the President: special (correctional) educational organizations, secondary general education boarding schools, orphanages, and neuropsychiatric dispensaries. The control measures were carried out by a specially created working group headed by Svetlana Zavtur. She reported that the situation in twelve state and nine municipal institutions was studied from October 2024 to April 2025. Particular attention was paid to the implementation of maintenance standards, ensuring the safety of pupils, creating sanitary and hygienic conditions and the observance of personal hygiene rules by the wards, and observing the regime. The auditors' positive findings include stable and full funding of all facilities within the budget, as well as safe and comfortable living conditions created in most institutions with a focus on getting closer to home. The exceptions are the boarding school in Parkany (major repairs and re-equipment of the laundry and workshops have been carried out, but the living conditions in the living quarters are unsatisfactory – new and functional furniture is needed) and the psychoneurological boarding school for women in Bendery (both infrastructure and staffing require attention). There is a need for additional rehabilitation centers for children with severe disabilities. The institution is overcrowded in Bendery, and there are none in Tiraspol. Vadim Krasnoselsky proposed using the recently vacated building of Bendery kindergarten No. 7 for these purposes. The commission will go to the site, inspect the two-story building with an area of 600 square meters and issue a conclusion.
Another significant aspect that the auditors focused on is the insufficient work on the everyday adaptation of pupils of children's social institutions. The corresponding classes are held once a week for students in grades 5-7. This approach is unacceptable, says Svetlana Zavtur. Vadim Krasnoselsky shared this position and instructed to immediately review the educational plan. According to the President, everyday and work skills must be instilled in children from early childhood and throughout the entire educational cycle. They cited as an example the Glinoye boarding school, where, among other things, students are introduced to agricultural work, and the Popenki institution, within the walls of which the children receive the specialty of "Bartender-waiter", which allows them to find employment immediately after graduation. The administration of this boarding school went further: they asked for assistance in organizing courses for auto mechanics on the basis of the institution.
The need for a more rational use of existing infrastructure resources was discussed at the meeting. It was noted that with the overcrowding of some institutions, the design capacity of others is not fully utilized. There is also a proposal at the government level to establish two types of educational programs for students of social institutions: general and specialized. The issue of medical care and monitoring of the health of the wards was raised. The President's instruction: to conduct a full medical examination of all wards at least once a year without fail. It was recommended in addition to more actively use the opportunity provided by the state to contact narrow-profile health care specialists on a budgetary basis. The wards due to their characteristics cannot contact doctors or do not know about such an opportunity. This is the responsibility of the institution's administration, the President emphasized.
Vadim Krasnoselsky thanked the members of the inspection group for their meticulous work, the conclusions made and the proposed solutions to the identified problems, and instructed to monitor the implementation of the orders and instructions.
