The topic of improving the healthcare system was discussed at the presidential executive office. The PMR President outlined at the beginning of the working meeting the goals of the proposed changes in medicine of Pridnestrovie. “We live in a world where everything is changing and changing very quickly. Naturally, we must adapt to this time and adjust the legislation,” said Vadim Krasnoselsky.
The Minister of Health made a presentation on the proposed optimization. Kristina Albul spoke about the introduction of a three-level system of medical care. The first and second levels will be deployed in each city or region. The first level is represented by feldsher and obstetric stations, rural outpatient clinics and polyclinics. The second is district and city hospitals. The third level will be represented by republican inpatient medical institutions, where high-tech medical care will be provided to the population.
If there are certain indications, patients from the second level – that is, district or city hospitals – will be hospitalized in the republican institutions of Tiraspol. The arrival time of the ambulance does not exceed 20 minutes in cities and 40 minutes in rural areas from the moment of the call. The fleet has been significantly upgraded in recent years. Four maternity hospitals will be left in Pridnestrovie: Tiraspol, Bendery, Rybnitsa and Grigoriopol.
It is planned in addition to increase tariffs for paid services in state institutions from the 1st of January. It was decided to set prices for paid services in public medical institutions, which will be 70% of the cost of similar services in commercial medical centers.
3120 hospital beds will remain in Pridnestrovie according to the optimization project, almost 900 idle hospital beds will be reduced. “The optimization that has been carried out on the hospital bed fund corresponds to the indicators that our neighbors have in particular the Russian Federation and around the world,” Vadim Krasnoselsky added.
The PMR President instructed to establish strict control in health care facilities at the local level. It is planned to conduct checks once a month. The goal is to achieve discipline in spending money on medicine.
It was reported in the course of the meeting that the Republican Clinical Hospital will switch to a pilot project from the 1st of January next year. This institution optimizes its work according to the staffing table. The project will be implemented throughout Pridnestrovie if it turns out to be effective.
