The meeting on financial support for healthcare employee issues was held at the presidential executive office. Possible ways to increase salaries for medical staff using the example of the Republican Clinical Hospital was discussed. They talked about the prospects of so-called pilot projects. The Republican Clinical Hospital carried out optimization and switched to a new financing format from July 1 of this year. Serious preparatory and calculation work in advance was carried out. The bed capacity and 202 staffing units were reduced by 80 units (13.4%). An important aspect: they removed part-time jobs and did not fire people. Moreover, 46 specialists have been hired (33 before the launch of the pilot project, 13 after) since January of this year. As a result of innovations, the salaries of doctors increased by an average of 63% (from 4417 to 7220 rubles), nursing staff by 89% (from 2777 to 5275 rubles), and junior health workers by 64.8% (from 2261 to 3726 rubles). There is practically no outflow of personnel at this stage. This problem was very acute recently. Specialists left for Moldova. Now the level of salaries of Republican Clinical Hospital employees is as close as possible to the indicators of state medical institutions of the neighboring state, said the Healthcare Minister of the Pridnestrovian Moldavian Republic Christina Albul.
Vadim Krasnoselsky noted that such a significant increase in salaries for the Republican Clinical Hospital staff thanks to the new approach costs the state an additional 2.5 million rubles per month. Budget costs would have been incomparably higher if the path of simply increasing funding by the indicated percentages had been taken.
They discussed which medical institution will follow the example of the Republican Clinical Hospital. Not only medical employee desire was taken into consideration, but also the capabilities of the state, for which the implementation of pilot projects entails additional expenses. The Republican Center for Mother and Child, a psychiatric hospital, and the Mother and Child Center in Bendery, City Hospital of Bendery, Rybnitsa, Slobodzeya, and Grigoriopol Central Republican Hospitals were considered. All these medical institutions have an acute staff shortage. Specialists’ interest can be caught only by means of decent salary. They settled at the preliminary stage on two Bendery medical institutions and the central hospital of Rybnitsa. Detailed calculations will be carried out to make a final decision for these objects. The estimated launch time of the next pilot project is April 1, 2024. Whether it will affect one of the selected hospitals or all three will become known upon completion of the analytical work.
