The meeting on the implementation of the capital investment Capital Investment Fund program, initiated by the President, was held in videoconference. The heads of state administrations reported on progress in tenders and preparatory work. The competitive procedures are in progress. Some projects are being finalized after presidential on-site inspections. The President spoke about the importance of choosing effective contractors. Preference should be given to well-established organizations according to Vadim Krasnoselsky. If a contractor has already shown himself to be an unscrupulous performer, he should be included in the "black list", and the heads of state administrations are recommended to exchange views and experience on this score, so as not to repeat other people's mistakes. As for new potential participants in tender procedures, their admission to the tender is possible only if the enterprise has the base and resources sufficient to implement the project they plan to undertake, Vadim Krasnoselsky considers. In addition, the President drew attention to the inexpediency of splitting objects into separate locations from the point of view of hiring contractors: one object – one performer – one responsible person. The President considers this approach to be the most productive.
The meeting participants discussed each object included in the capital investment program this year. The President gave a number of recommendations and current instructions. He focused on the topic of the cost of design and estimate documentation, stressing that overpricing in this sphere is unacceptable. The Government has been instructed to especially control pricing in this sector. The President recommended using common developments for identical projects, which will significantly reduce spending on this item. In addition, Vadim Krasnoselsky considers it correct to apply not only to the state design institute, but to resort to the services of commercial organizations of this profile, which will ensure competition.
Discussing the projects, Vadim Krasnoselsky especially focused on the need to take citizens' opinion as a basis. The President emphasized, for example, that modern parks must meet the requirements of the times. These shouldn't be just walking areas. The population is in demand for sports zones, which means that parks need to be saturated with locations of a physical culture and game profile. The finalized projects are sent to the Presidential Administration as soon as they are ready.
