The President held a meeting on the creation and organization of dissertation councils activity

Vadim Krasnoselsky held a meeting on the creation and organization of work of councils for the defense of dissertations for the degree of candidate or doctor of science. The following were invited to the discussion: Head of the Administration of the PMR President Sergey Belous, State Advisor to the PMR President Anna Volkova, Minister of Education of the PMR Svetlana Ivanishina, Head of the Department of Science of the PMR Government Office Mikhail Burla, Acting Rector of the Pridnestrovian State University Larisa Skitskaya, President of the State General Education Institution "Pridnestrovian State University named after Shevchenko" Stepan Beril.

"No higher education institution can exist without science, without its development, without people with degrees. We have a reference point – the Russian Federation. Our students, graduates receive Russian diplomas. If we create a system for obtaining academic titles and degrees in Pridnestrovie that will be recognized in the Russian Federation, this will be a very good start for the future," the President noted, opening the discussion.  It was noted that the mechanism for obtaining a Russian diploma by graduates of the Pridnestrovian State University has been worked out and is successfully operating. Documents are mandatory registered in the federal information database and employers both in Pridnestrovie and in the Russian Federation can freely check the legitimacy of the diploma. There are still difficulties with the registration of scientific degrees and academic titles. The relevant register contains information received from the Higher Attestation Commission of Russia. The Higher Attestation Commission of the Russian Federation either accepts the defense of dissertations itself or checks and reviews the works of applicants who defended themselves at Russian universities endowed with the relevant powers. Taking into consideration the recent geopolitical realities, applicants from Pridnestrovie do not always have the opportunity to defend themselves at scientific and educational institutions of Russia. Pridnestrovie has its own commission for conferring academic titles from 2015, but the Russian system does not accept documents from the Pridnestrovian State University, since our university is not Russian. 

The meeting participants discussed today the feasibility of creating dissertation councils in various areas on the basis of the Pridnestrovian State University and the Research Institute of Agriculture, as well as the formation of the Higher Attestation Commission of the PMR under the Ministry of Education. They said that the level of scientific work of Pridnestrovian scientists is high. The issue of staffing of commissions and councils was discussed. The possibility of including representatives of the Russian scientific community in their composition was discussed. The representative of the Pridnestrovian State University noted that the university is ready to open dissertation councils from January 1, 2025. The participants of the meeting discussed all aspects in detail. Some points require additional elaboration. The President gave the relevant instructions.
