The issue of using the balances of funds generated in state and municipal accounts at the end of the 2022 financial year was discussed in the course of the traditional for the beginning of the working week meeting under the President. The third quarter was difficult for the republic economy and associated with various budgetary risks. Pridnestrovie has successfully coped with the threats and today has a reserve of financial resources – generated balances in the total amount of about half a billion rubles. Meetings were held last week, the result of which was the adoption of decision on the directions for the use of these funds. Savings from the Unified State Social Insurance Fund will be spent in a targeted manner – to increase the size of pensions and benefits. There are 138 million on the Unified State Social Fund accounts that will increase payments by 5%. Vadim Krasnoselsky noted that this decision was agreed with the government and the Supreme Council. The law-in-draft is being prepared. Pridnestrovians will receive an increased pension from the 1st of February if it is adopted by the deputies. With regard to other sources, the available generated balances will be used primarily to intensify development programs. The Capital investment fund 2023 will include social facilities, the construction or repair of which in the past period had to be abandoned for a while due to objective reasons. The government and state administrations are working on expanding the list approved earlier in the framework of the law on the budget. The discussion will be continued during the current week, after which the draft will be submitted for consideration by the Supreme Council. It is expected that the amount of financing for the capital investment program for the current year will eventually exceed 350 million rubles.
The meeting participants discussed the improvement of legislative norms regulating the activities of organizations engaged in the construction industry. The legal base is being updated.
The President listened to the reports of the heads of state administrations on the situation on the ground. The situation everywhere is regular. The heads of towns and regions spoke about current activities and immediate plans. For example, they returned to the ice rink restoring issue in Tiraspol. Specialists diagnose the available equipment and work out options for the purchase of components that require replacement. Four heating network ruptures were recorded during the week in Kamenka district and all of them were promptly fixed. There was a failure in the electricity supply system tonight, as a result of which some local boiler houses stopped. The system has been adjusted, but the temperature regime in schools and kindergartens is still slightly below the norm. The indicators should be normalized by the end of the day, said the head of the district Vladimir Bychkov.
