Participants of the meeting organized in the format of videoconference under the President more than seven hours discussed the draft set of state programs for next year, which will be financed from the Capital Investment Fund. This system has been operating since 2018. The program has already affected nearly seven hundred objects. About a billion rubles were allocated to the fund, spent on putting in order public space and infrastructure, as well as equipping social institutions during four years. The state program of capital investments will continue as long as there is a need for it – this is the position of the country's leadership.
The leadership and representatives of the Presidential Administration, the PMR Government and the Supreme Council, state administrations of cities and regions of the republic were invited to today's working discussion. The purpose of the meeting is to work out in detail the developments collected in a single project, which are based on requests from state administrations, ministries, departments, and to form a final list of objects. In the future, minor work adjustments are possible, which should not seriously change the annual work plan within the framework of the Capital Investment Fund, emphasized Vadim Krasnoselsky, opening the meeting.
The size of the capital investment fund - 2022 exceeds four hundred million rubles in the government version of the document. The authors of the project plan to spend more than half of this amount to finance the program of capital investments and overhaul.
The project includes such Tiraspol objects as the Pobeda (Victory) Park, Aviator Square, the State Museum of History and Local Lore, the embankment, kindergartens number 5 and number 37, schools number 5, 9, 15, two correctional institutions, the Club in Kremenchug. The stadium and dormitory of Dnestrovsk were also included in the Capital Investment Fund during the discussion.
They plan to renovate the Memorial Museum of the Bendery tragedy, the Oktyabrsky park, a correctional boarding school for children with intellectual disabilities, school number 5, kindergartens number 38 and number 47 in Bendery. The list has been expanded by educational institutions located in the "Severny" microdistrict of Bendery at the insistence of the President: work will be completed in kindergarten number 26 and school number 17.
Dubossary objects proposed for financing from the Capital Investment Fund: "Iskra" cinema, a secondary children's youth sports school of the Olympic reserve of rowing and cycling, Russian-Moldavian school number 7, kindergartens "Stelutsa" and "Lastochka", House of culture of the villages of Garmatskoye, Krasny Vineyard and Doibany. The developers of the document envisage the allocation of funds for the beginning of the construction of the Dubossary sports complex – a completely new facility. In addition, the President instructed to include in the fund's expenses the costs of renovating the premises of the future gym for Dubossary residents with special needs.
They reconstruct a cinema (summer) and build a sports complex, renovate the Houses of Culture in the villages of Frunze and Nezavertaylovka in the Slobodzeya region and provide the houses of culture in the villages of Korotnoye and Priozernoye with heat next year according to the capital investment fund program. The program includes several educational institutions of the Slobodzeya region, as well as the building of the Sukleya administration. The issue of reconstruction of the Kitskany bridgehead is being discussed. Funds will be allocated for these purposes. A separate meeting under the President will be devoted to detailing the project.
A school and four preschool institutions, a rowing base, the Central Park of Culture and Leisure, a sports complex for children and youth sports, a karting track, a playground for playing sports – these are Grigoriopol facilities. "Naberezhny" Park and Park named after Kirov, schools number 6 and number 10, kindergarten number 19, swimming pool, mini-football field within the city and a sports ground at the boarding school, the stadium of the village of Krasnenkoye - this is a list of Rybnitsa institutions and locations that will to build, repair and improve with the money of the Capital Investment Fund. Six educational institutions have been proposed for inclusion in the 2022 state program - urban and rural schools and kindergartens in the Kamenka district. Work will continue in the Wittgenstein Park next year. Funds are allocated for the final paving of the park area with paving slabs, the installation of trash cans, benches, lanterns - three dozen units each, as well as for filling the lakes with water.
As for putting in order the infrastructure under the jurisdiction of ministries and departments, the Ministry of Health plans to pay attention to the Republican Center for Mothers and Children, the catering unit and the laundry of the Central Republican Hospital, the infectious department of the Dniester city hospital, the Center for Mother and Child of Bendery (obstetric and gynecological hospital) , Grigoriopol Central Regional Hospital, Dubossary Polyclinic, Ambulance Service and the Reception Department of the Central Regional Hospital of Kamenka, as well as the Rural Medical Outpatient Clinic in Korotnoye. The President During the discussion drew attention to the need to include the Central City Hospital of Bendery in the Capital Investment Fund -2022. The premises of the first floor of the main building of the Bendery city hospital and a polyclinic inn Lazo Street require repair. In addition, it is necessary to replace the windows of the hospital of this medical institution. The PMR President insisted on the inclusion in the state program of the next year of the operating department of the Rybnitsa central regional hospital and the rural medical outpatient clinic of Parkany.
Ten objects from the institutions of the Ministry of Social Protection and Labor have been identified as priorities. The Bendery orphanage, the Parkany boarding school and the nursing home located in the village of Doibany are preparing for a major overhaul. Work will be of a point nature in other social institutions. Many buildings require replacement of roofs and window blocks. It is planned to build sports grounds on the territories of boarding schools.
Departmental institutions of the Ministry of Education, expected to be included in the Capital Investment Fund - 2022: Dubossary Industrial Technical School, the Capital Agrarian Technical College and Rybnitsa Polytechnic College. The program includes the Pridnestrovian State University (continuation of work, purchase of furniture and equipment). On the line of the Ministry of Internal Affairs - the building of the Office for Combating Economic Crimes and Corruption and the Office of Criminal Investigation (Tiraspol), State traffic inspectorate Bendery, fire station number 9 (Grigoriopol). The Ministry of Defense has given priority to such objects as the new building of the Military Institute, barracks in a number of military camps, the infrastructure of the Dnestrovskie Zori health complex subordinate to the Ministry of Defense. The Ministry of Justice will be allocated funds for repair work in penal institutions, as well as for the initial stage of construction of a tuberculosis center on the site of one of the penitentiary institutions.
The second part of the expenditure part of the Capital Investment Fund includes spending in such areas as replacing window blocks in educational, medical and prophylactic and social institutions, reconstruction of housing stock – apartment buildings in critical condition, increasing transport accessibility, arranging sports grounds at boarding schools, construction and reconstruction of shady canopies in kindergartens, modernization of educational institutions, purchase of school buses and road equipment. The program of orders of voters is supposed to be financially capacious.
The meeting participants revised the list of facilities included in the state program after discussing each item of the project of the Capital Investment Fund - 2022. It is necessary to finally calculate the estimated costs and enter these data into the expenditure side of the draft republican budget for next year.
Vadim Krasnoselsky expressed gratitude to everyone who participated in the development of the Capital Investment Fund 2022 project, stressing that the work was difficult and lengthy: the list of objects began to be formed six months ago, constantly adding new items. The President noted that visits to cities and villages of the republic, visits to social institutions, each meeting with the public lead to a reasonable expansion of the list of objects that need urgent attention and investment. By the end of this week, the Government will make the amendments proposed today and draw up the final version of the draft Capital Investment Fund 2022.
