The mechanism for remuneration of health workers at the Republican Clinical Hospital was changed this year on the recommendation of the PMR President. This is a pilot project for the healthcare sector. The transition to the new system made it possible to significantly increase the Republican Clinical Hospital employees’ salaries. The President set the task to continue work in this direction and disseminating successful experience to other treatment and preventive institutions of the republic. It was decided previously that the Mother and Child Center and the city hospital of Bender, as well as the central district hospital in Rybnitsa, would switch to the new financial incentive system next year. The President was informed about the results of the calculations today. Optimization procedures must first be carried out. It is necessary to reduce staffing levels in order to avoid unjustified combination of positions, as well as to reduce the number of beds actually used. A reduction in the number of hospital beds was carried out earlier in the Mother and Child Center of Bendery, so the bed capacity here will not change and will remain at the level of 230 units. 90 hospital beds out of the currently existing 400 will be closed as unnecessary in the city hospital of Bender; fifty hospital beds will be removed and 385 will be left in Rybnitsa. Salaries are planned to increase from 36% to 55%. Additional state expenses will amount to 48 million per year. Funding will be increased by 36 million in 2024, considering that the project is expected to launch on April 1.
Vadim Krasnoselsky proposed to include in the next year’s program the hospital of Grigoriopol in addition to the three previously designated healthcare institutions. The transfer of this facility to a new form of calculation and calculation of salaries will require the allocation of approximately 12 million rubles for April – December 2024, according to preliminary calculations. The Ministry of Finance has been instructed to study the issue of financing additional costs and present options for sources of coverage.
The PMR President emphasized that healthcare is one of the most important social spheres. It is necessary to use effective tools to provide decent financial incentives for specialists in this field. It is planned in the future to switch to a pilot project in all medical institutions of the republic.
