The PMR President has repeatedly pointed out the inefficiency of forestry management in the republic. The activities of the specialized enterprise "Pridnestrovie-Forest" were recognized by the President as unsatisfactory. Checks were made. It was entrusted to carry out reorganization measures. Chairman of the PMR Government Alexander Rosenberg and Head of the State Service for Ecological Control and Environmental Protection Vasily Sotnikov reported on progress to Vadim Krasnoselsky today.
Organizational measures related to the transfer of functions and powers in the field of forestry and hunting grounds from the Ministry of Agriculture to the relevant civil service have been completed at the moment. A program was adopted at the legislative level and the parameters of the state order were approved, indicating prices in the designated area. Sanitary felling and tree planting norms are outlined. A business plan for the economic activity of the enterprise has been developed.
The meeting participants agreed that the enterprise should not be fully self-supporting. Public funding will continue. It is important at the same time to use a wide range of opportunities for its development – under the strict control of the civil service. Discussing promising areas of commercial activity, the interlocutors said that apiaries located in the forests should be state-owned, for example, and not private as they are today. The plans include the revival of the production of containers and consumer goods purchased at the moment outside the republic, the collection and harvesting of herbs and wild fruit crops – wild rose, dogwood, hawthorn. Another important area is plant nurseries. A large-scale work on planting greenery in settlements is being carried out in the republic. It is systemic. Seedlings of ornamental shrubs, coniferous and deciduous trees are needed constantly and in large quantities. They are purchased abroad or from private organizations. About 30000 bushes have been purchased this year. The President is sure that such orders should be carried out by state-owned enterprises.
There is a lot of work to be done to improve the sanitary condition of the republic's forests. Experts talk about a significant number of impassable areas. Among the most important tasks is the increase in the forest cover of the country. Forests occupy 5.8% of the republic's area now. They said at the meeting that this is an extremely low figure.
As for cutting, only sanitary cutting is allowed. The restrictions imposed by the decree of the PMR President on the export of commercial timber outside the republic remain in effect. Only the export of firewood and woodworking waste is possible. At the same time, a reserve of firewood for internal needs should be formed and constantly maintained at the proper level in the republic, Vadim Krasnoselsky emphasized. Widespread and most severe control is necessary in practice, not on paper, the PMR President summed up.
