A pilot salary project in the medical industry was tested last year. The Republican Clinical Hospital team has become a pioneer in the healthcare sector. The results confirmed the correctness of the decision: the wages of employees of the Republican Clinical Hospital increased noticeably, and the spending of state funds became more efficient. This was discussed in the course of today's meeting with the President. The head physician of a leading medical institution in Pridnestrovie said that the innovations were aimed at solving such problems as maintaining human resources, improving the well-being of staff and improving the quality of medical services provided. According to Igor Tostanovsky, two hundred rates were cut during the optimization process, while not a single employee was fired. As for the reduction in bed capacity, a small number of beds have been reduced – 65 out of 670 specifically in the Republican Clinical Hospital. This is explained by the fact that this institution is the basic republican hospital. The meeting participants noted at the same time that there is an excess of bed capacity in the republic as a whole.
Vadim Krasnoselsky asked about specific salary changes for employees of the Republican Clinical Hospital. Average figures before and after updating the financing system: doctors – 5433 rubles and 8031 rubles (+47%), nurses – 3503 rubles and 5493 rubles (+57%), junior medical staff – 2643 rubles and 4038 rubles (53%), other specialists – 3143 rubles and 4657 rubles (48%). The positive dynamics of personnel movement is growing. The number of key hospital employees during the new remuneration system increased from 1077 to 1116. An important aspect: the number of complaints from patients regarding the quality of medical care has noticeably decreased. An effective tool is the point system used when calculating additional payments. Differentiation is related to the load on the department. It varies, which means that the material remuneration of specialists also differs.
Other medical institutions followed the example of the Republican Clinical Hospital. Currently, the phased implementation of the new system is taking place in 17 organizations subordinate to the Ministry of Healthcare. The planned transition date is April 1 of this year. Progress was discussed in the course of the meeting. The report was made by the Minister of Healthcare Christina Albul. She said that the staffing table has already been revised, the existing bed stock has been monitored, and calculations related to the need to increase the number of day hospital beds have been made. Preliminary calculations of additional state costs associated with the launch of the pilot project are indicated – separately for each of the seventeen organizations and for this year as a whole.
Vadim Krasnoselsky spoke about the outpatient service, noting that this sector requires increased attention. The meeting participants agreed that assessing the workload and monitoring the quality of service provision in institutions at this level will be problematic without a modern electronic accounting system. Work in this direction is underway.
They discussed today the law-in-draft signed the day before by the President, which provides for an increase in the amount of pension payments and benefits. The document will be considered by the parliamentary corps in the near future. The prospects for increasing salaries of workers in the social sphere and education were discussed. The negative impact of external factors, in particular blockade measures on the part of Moldova, was noted. Nevertheless, the state is making every effort to implement the plan.
Not only representatives of the Ministry of Healthcare and the Ministry of Finance, but also the leadership of the Presidential Administration, the PMR Government, the Supreme Council, as well as relevant parliamentary committees took an active part in the working discussion initiated by the President.
