A series of reporting events started. The government agencies, ministries, departments, services traditionally in February hold extended meetings and board meetings, the purpose of which is to sum up the results of the past year, discuss achievements, current problems and tasks, as well as taken measures and proposals to solve them. The prosecutor's office informed about the results of its activities today. The President Vadim Krasnoselsky took part in the extended meeting of the board, held via videoconference. The main report was made by the Prosecutor of the Pridnestrovian Moldavian Republic Anatoly Guretsky. He recalled the main directions of the supervisory activities of the headed department, as well as participation in the consideration of criminal, civil, and administrative cases, and provided statistical data and specific examples. It was noted, that the number of considered applications on general supervision issues decreased compared to 2022 in the reporting period. 1699 were considered, 297 of them were satisfied. Anatoly Guretsky spoke about planned inspections of compliance with legislation on education, social protection, administrative offenses and about the increase in the number of identified violations in these areas, justified by their implementation. The problem of non-payment of wages, according to prosecutor's statistics, has lost its former severity. If 222 resolutions were sent for enforcement of debt collection to employees totaling over three million rubles in 2022, then their number decreased by 10 times – 22 resolutions for 258 thousand rubles in 2023. The prosecutor of the republic focused on the situation with employees of the 5 Pockets chain of stores (Umiter LLC), which did not carry out financial and economic activities and did not fulfill labor and social obligations to the workforce. Anatoly Guretsky emphasized that it is necessary to resolve the issue to make adjustments to the Labor Code of the Pridnestrovian Moldavian Republic. The prosecutor's office has prepared a corresponding legislative initiative. Anatoly Guretsky appealed to the deputy corps with a request to consider it as a priority and as quickly as possible in order to promptly solve the problem, ensure payments to employees and provide those who wish the opportunity to terminate their employment relationship with Umiter LLC for further employment in other organizations.
Violations in the field of pension legislation are one-off. The problem of violation of legislative norms regulating the provision of housing for orphans remains relevant. There are justified complaints about the activities of territorial commissions for the protection of the rights of minors and a number of juvenile detention centers. Anatoly Guretsky mentioned the prosecutor's response to cinemas that showed an animated film containing propaganda of non-traditional intergender relationships. The speaker emphasized that legal shortcomings and gaps in the area of protecting children from information that causes them harm were identified and eliminated in the course of the work carried out. Recommendations and instructions, the regulatory framework regulating such areas as the health and recreation of children is also being improved based on the prosecutor's findings. Everyone heard the story of last summer with the suspension of the activities of the Victoria camp. There were questions regarding the organization of centralized transportation of children to kindergartens and schools in rural areas during the reporting period. Not everyone could take advantage of this right. The results of the audit indicate that some state administrations did not plan for the corresponding expenses.
Anatoly Guretsky detailed information about some inspections, and spoke about participation of prosecutors in legislative activities, focusing on a number of initiatives developed by the PMR Prosecutor's Office. The head of the department paid special attention to the supervision of the implementation of budget legislation. He presented information on the participation of prosecutors in arbitration and civil proceedings, checks of compliance with the law in the implementation of operational investigative activities in separate blocks. The issue of the timing of criminal proceedings is raised in the course of meetings of the board of the PMR Prosecutor's Office on a compulsory basis. There are still problematic aspects in this area.
At the end of the reporting speech of the PMR Prosecutor, the head of the legislative body of the republic Alexander Korshunov, the head of the Pridnestrovian government Alexander Rosenberg, the Chairman of the Supreme Court of the PMR Adrian Penkovsky, as well as some heads of state administrations took the floor. An exchange of views and proposals took place on improving the work of the prosecutor's office and increasing the productivity of their interaction with other departments.
The PMR President gave an assessment of the activities of the PMR Prosecutor's Office based on the results of 2023. The work was considered satisfactory by and large. Vadim Krasnoselsky emphasized that the prosecutor’s office is people whose daily activities aimed at protecting citizens and the state, harmonizing their relationships, and making life better. The PMR President said that efforts should be aimed at eliminating systemic violations that arise in case of imperfect legislation, the presence of legal gaps, conflicts, and discrepancies. The head of state especially emphasized monitoring the implementation of norms in the field of citizens’ appeals, as well as compliance with deadlines for consideration of criminal cases. It was instructed to strengthen control over the targeted use of budget funds. Vadim Krasnoselsky recalled criminal liability for violations of legislation in this area and noted the importance of preventive work, an important component of which is the conduct of prosecutorial checks.
Vadim Krasnoselsky emphasized concluding his speech that the decisions of the prosecutor's office are a kind of guide to action, which is important to adhere to. The President focused on interdepartmental cooperation and expressed gratitude to the personnel of the PMR Prosecutor’s Office for the work done.
