The President recognized the activity of the PMR Ministry of Internal Affairs in 2021 as satisfactory

The first quarter of the year is the time when ministries and departments summarize the results of the past year. Law enforcement officers reported today. The PMR Ministry of Internal Affairs held a meeting of the Board. The PMR President Vadim Krasnoselsky took part in the event organized via videoconference. The heads of state authorities and local self-government were invited to the discussion. The keynote speaker is the Minister of the Interior. Participation in the annual reporting and analytical event of members of the Board and heads of departments of the Ministry of Internal Affairs is obligatory.

The Head of the department introduced in detail the results of the operational and service activities of the Ministry of Internal Affairs of the Pridnestrovian Moldavian Republic, highlighting the problematic aspects and outlining the tasks for the coming period. Vitaly Neagu drew attention to the conditions in which 2021 passed, in particular the pandemic, and highlighted the most significant events that took place in the country last year. The speaker emphasized that the work of the department is being built in accordance with the provisions of the Strategy for the Development of Pridnestrovie until 2026, in the development of which departmental legal framework is being developed. He focused on a number of existing conceptual documents, including the Concept for the Protection of Public Order and Public Security and the Concept for the National Security of Pridnestrovie. He spoke about the criminogenic situation, noting a decrease in crime by 12%. According to Vitaly Neagu, 2982 crimes were registered during 2021, which is the lowest figure in 19 years since the introduction of the criminal procedure legislation of the Pridnestrovian Moldavian Republic. A decrease in the level of crime was recorded everywhere, with the exception of the Rybnitsa Department of Internal Affairs, where an increase of 3% was noted (14 crimes more than in 2020). In general, 447 serious (a decrease of 15%) and 169 especially serious (two less than in 2020) crimes were registered in the republic during the year. Half of the most serious crimes are related to drug trafficking and bribery. Almost the same number of crimes were committed during the reporting period in public places as in the previous year – one and a half hundred. Law enforcement officers solved 2755 facts of crimes against the law in total (detection rate 90.2%). 268 crimes were revealed in the field of combating illicit trafficking in drugs and psychotropic substances, 90 of them were sales. 11 facts of smuggling were revealed, the activities of seven online stores were prevented, four administrators and six couriers who distributed drugs were brought to criminal responsibility. 573 administrative protocols were drawn up, 475 of which were for the consumption of narcotic drugs and psychotropic drugs. It was noted that in this regard 2200 people are on special records in law enforcement agencies. Vitaly Neagu emphasized that the registration of crimes in the sphere of drug trafficking has decreased during the pandemic years. The minister considers it necessary to continue the offensive struggle against "couriers". He noted a direct causal relationship between drug-related crimes and other types of offences. According to the speaker, a 50% increase in the number of crimes committed while intoxicated was recorded in 2021.

Decrease in the number of crimes committed by children, women, unemployed and foreign citizens – was among the indicators highlighted by Vitaly Neagu. Accident statistics have also been released, it got worse. 135 traffic accidents were registered on the roads of the republic, in which people were injured. 18 people died in accidents, 170 people were injured. The fault of the driver was proven in 117 cases. Employees of the divisions of the State Automobile Inspectorate revealed over 70 thousand violations of traffic rules, 900 drivers for driving while intoxicated (drug intoxication in 68 cases).

It was reported that 21 people drowned during the year, 25 citizens died in fires. The number of fires has decreased from 325 to 255. Vitaly Neagu considers it expedient to create a Crisis Management Center on the basis of the General Directorate for Emergency Situations. The speaker spoke about the activities of the Operational Headquarters for prevention of the spread of coronavirus, noting that 67 meetings were held during the reporting period, as a result of which about six hundred decisions were made. Vitaly Neagu said that about 190 militia officers were involved in measures to combat the viral infection every day on average last year.

Vitaly Neagu paid attention to the fight against corruption, the elimination of "gray" schemes in the economy. He focused on the topic of passenger transportation. Speaking about crimes of an economic nature, the speaker reported on 42 violations of tax legislation and informed about the damages in the amount of 18.3 million rubles (8.1 million - in cash). The speaker spoke about the information and educational work that the departments of the Ministry of Internal Affairs carry out with business entities. He spoke about measures aimed at increasing the level of professionalism of law enforcement officers involved in the prevention, detection, and suppression of economic crimes. Thematic courses were organized on the basis of the Tiraspol Law Institute, in which 187 officials took part – representatives of the PMR Prosecutor's Office, the Ministry of Finance, the Investigative Committee, the Department for Combating Economic Crimes and Corruption. He focused on the topic of interdepartmental interaction. The Minister of Internal Affairs of the Pridnestrovian Moldavian Republic did not disregard the issue of compliance with official discipline and legality, which, according to Vitaly Neagu, is under special control. It was noted that 46 employees were dismissed for negative reasons and criminal cases were initiated against 36 law enforcement officers in 2021.

The minister devoted part of his report to creating conditions for service - the implementation of the Plan for the current and major repairs of the office premises of the strongholds, developed on behalf of the President. The most serious progress in the Slobodzeya district: 7 out of 10 planned facilities have been repaired. One strong point in Tiraspol has also been repaired, and by the end of winter they expect to put the Borisovka strong point in Bendery in order. The speaker spoke about the technical equipment of the departments: the purchased equipment and the existing need. Mentioning the Capital Investment Fund, Vitaly Neagu reminded about the opening of a new building for the needs of the Forensic Examinations Department.

Speaking about personnel, the speaker said that the department is staffed by 74%. The measures taken to provide militiamen with housing are outlined. An apartment building in Bendery was commissioned in 2021. These are 11 high-rise buildings built to improve the living conditions of the families of law enforcement officers. The construction of a cottage residential sector has begun in Tiraspol.

The Minister spoke about the work carried out to clarify public opinion about the work of law enforcement agencies. Three-quarters of the citizens surveyed gave a positive assessment.

The Minister of the Interior spoke about the tasks that the department will have to solve in 2022, noting that they were outlined in the presidential message. Concluding the report, Vitaly Neagu expressed his gratitude to the personnel for their responsible attitude to the performance of their duties.

The President of the Pridnestrovian Moldavian Republic Vadim Krasnoselsky focused on some aspects of the activities of law enforcement agencies, for example, on the increased number of robberies as well as crimes committed while intoxicated. The PMR President noted that the changes necessary to improve the situation have already been made to the current legislation, now it is necessary to intensify the implementation of these norms. Constant monitoring, analysis and improvement are also required by the legislative norms regulating the sphere of entrepreneurship, Vadim Krasnoselsky considers. He recalled that any conflicts and inconsistencies in the law should be read in favor of the citizen. Their presence in the regulatory framework is a prerequisite for corruption. At the same time, government agencies have all the necessary tools to eliminate any kind of inaccuracies in the legislative wording used by taxpayers, Vadim Krasnoselsky emphasized. The President aimed at increasing attention to legal relations related to land, subsoil, forest and water resources, and the suppression of illegal business activities in these areas.

Speaking about the functioning of the Safe City system, Vadim Krasnoselsky called it necessary. As for the expansion of the network of video surveillance cameras installed in settlements: the President stressed that the costs should be commensurate with efficiency.

Vadim Krasnoselsky supported the idea of ​​creating a single Crisis Management Center. In addition, he noted that work should be carried out on a systematic basis with officials and the population, the purpose of which is to ensure universal readiness in case of emergencies.

Vadim Krasnoselsky highly appreciated the activities of militia officers in the fight against the spread of COVID-19, expressing gratitude to the personnel.

The President appealed to the leadership of the department with a request not to ignore the Pokrovsky Park located next to the Ministry of Internal Affairs of the Pridnestrovian Moldavian Republic.

Focusing on the topic of updating the infrastructure of the departments of the Ministry of Internal Affairs, Vadim Krasnoselsky recalled his instruction to put into operation a renovated building on Timiryazev Street in Bendery this year, which will house the State Automobile Inspectorate and patrol service.

In general, the work of the Ministry of Internal Affairs of the PMR was recognized by the President as satisfactory.
