The meeting of the Board of the PMR Ministry of Internal Affairs is dedicated to the results of 2019. The event was traditionally preceded by a ceremony of laying flowers at the monument to militia officers who died in the line of duty. The working part of the meeting was opened by a minute of silence in memory of the inspector of service of the Bendery militia department, senior militia lieutenant Sergei Yurko, who was mortally wounded while detaining an armed criminal.
The PMR President Vadim Krasnoselsky, the leadership of the legislative and executive authorities, the heads of ministries, departments, public services and state administrations of cities and regions of the republic, as well as the heads of bodies, divisions and institutions of the PMR Ministry of Internal Affairs are invited to a meeting of the Board. The main speaker was the Minister of the PMR Internal Affairs Ruslan Mova. He summed up the results of the operational activities of the past year and outlined the tasks, the solution of which is designed to increase the effectiveness and efficiency of work in the coming period.
According to the minister, 3,515 crimes were registered on the territory of Pridnestrovie in 2019. This indicator is the lowest over the past 17 years, it is 11% lower than 2018. A decrease was recorded. The number of recorded crimes committed in public places has decreased by almost a quarter compared to last year. At the same time, the detection rate increased, exceeding 92%. During the year, the personnel revealed 105494 administrative offenses, plus 64300 facts related to traffic violations, recorded using the Safe City system. 158 accidents were documented, as a result of which 17 people died and 179 were injured. Traffic militia identified 56,260 traffic violations, 1338 drivers were detained while intoxicated while driving. According to the voiced data, in 2019, 333 fires occurred on the territory of Pridnestrovie, as a result of which 32 were killed, 16 people were injured, 34 buildings and 20 pieces of equipment were destroyed. 14 people drowned in the reservoirs of the republic, informed Ruslan Mova.
In his report, the PMR Minister of Internal Affairs highlighted the departmental reform launched two years ago, noting that an adjustment to the system was necessary. Practice confirms the correctness of the decision, said Ruslan Mova. He spoke about innovations in working with personnel.
As for infrastructural changes in the law enforcement sphere, then they are visual, it was noted during the meeting of the Board. The Minister named specific amounts of investments, listed repaired or constructed and equipped facilities. Particular attention was paid to activities of the Forensic Center of the Ministry of Internal Affairs, thanks to the work of whose employees more than six hundred crimes were investigated in 2019.
Speaking about the tasks for the current year, the Head of the law enforcement agency noted that they were formed on the basis of the provisions of the Pridnestrovian Development Strategy. The priority is ensuring personal security of a person and public order, protecting property and combating crime. Increased attention will be paid to personnel policy, material and technical equipment of the internal affairs bodies, as well as preventive work. The most important aspect is the adoption of effective measures aimed at increasing citizens' confidence in internal affairs bodies.
In the course of the Board meeting, the PMR Prosecutor took the floor. Anatoly Guretsky spoke about the interaction with the departments of the Ministry of Internal Affairs and the results of a number of inspections. He outlined a number of problematic, in the opinion of the prosecution authorities, aspects related to the activities of the departments of the Ministry of Internal Affairs, noting the inadmissibility of red tape and delays in the examination of cases, as well as the indecent behavior of militia officers and students in uniform.
The PMR President Vadim Krasnoselsky spoke about the importance of an objective assessment of the work of any department at the beginning of his speech. He noted that it was important for him to receive information from various sources. The President emphasized that the problems should not be hushed up: their solution is called upon to improve the work of any state body, including the Ministry of the Interior.
Speaking about the daily activities of militia officers, Vadim Krasnoselsky noted that the internal well-being of the republic, based on peace, the rule of law, public and personal security, depends on the quality of its execution. The same aspects should be fundamental in forming the opinion of foreign citizens about Pridnestrovie, the PMR President emphasized.
Assessing the results of the department’s work over the past year, Vadim Krasnoselsky noted that he was satisfied with the level of crime detection. At the same time, the President called for under no circumstances to turn the increase in indicators into an end in itself. At the forefront of the work of law enforcement should be honesty and professionalism, the President is sure. He focused on the preventive component of the work of militia officers. This aspect is especially important in the road transport sector, said Vadim Krasnoselsky. Knowing and implementing traffic rules is the key to safety and preserving the life of all road users, the President is sure. He recalled that in the world over a year and a half, about one and a half million people die in road accidents. Vadim Krasnoselsky noted that activities aimed at preserving people's lives are a priority. This includes the fire safety service. The President considers that the relevant authorities should not be limited by quantitative or time frames in conducting inspections of facilities for their safety.
Analyzing the activities of the PMR Ministry of Internal Affairs in the economic sphere, Vadim Krasnoselsky emphasized the inadmissibility of the theft of budget funds. The President considers that the time has come for the relevant authorities to pay attention to state unitary enterprises and municipal unitary enterprises and to check their economic activity.
With regard to the improvement: the President noted that serious funds were allocated through the fund of capital investment to upgrade the infrastructure of the internal affairs bodies, as well as to develop the Safe City system. Vadim Krasnoselsky emphasized that the location of the cameras for video recording of offenses should be coordinated with the heads of state administrations. It is imperative to pay attention to the state of strong points, the President noted.
The President paid attention to the issue of training and advanced training of personnel for internal affairs bodies. In general, the President is satisfied with the work of the department following the results of 2019. Concluding his speech, Vadim Krasnoselsky wished the personnel professional growth, stability and security.
At the end of the meeting of the Board of the Ministry of Internal Affairs of the PMR, Vadim Krasnoselsky and Ruslan Mova visited the territory of the Kirov park adjacent to the ministry, over which the militia took patronage. The President noted that he welcomes the desire of state structures to participate in the improvement of settlements and the development of the Pridnestrovian park sphere.
