The PMR President spent the first half of the day in Slobodzeya district. Vadim Krasnoselsky met with local leadership – the head of the state administration and the chairman of the city district council. Current issues in the district were discussed. They visited several sites where repair and construction work is underway.
Infrastructure project that is significant for residents of Slobodzeya is the summer cinema restoration. Reconstruction has been carried out since 2022 using funds from the Fund and municipal resources. The bulk of construction work has been completed. The screen structure is now being installed. The size of the future canvas is 14.5 by 8.5 meters. The President was told that the special coating will allow it to be used all year round. Options for furnishing the spectator area are being discussed. Mobility of the seats seems optimal, that is benches and armchairs or chairs should not be stationary in order to ensure the multifunctionality of the site, noted the participants of the offsite meeting. The work will continue. Funding in the amount of 2.5 million rubles has been allocated for next year, two of which will be spent on equipping the summer cinema with modern equipment, and half a million will be spent on improving the adjacent park area. The landscaping project is ready. The foundation will be laid this fall. A lot of work has been done on paving. There are 3216 squares of paving slabs laid around the open-air cinema.
Construction of another socially significant facility – a sports complex – is underway next door. Its design area is 1400 square meters. Approximately two million rubles were allocated for construction this year. They are expected to be fully developed and the lower tier of the building will be raised By the end of the year. The implementation of the three-year project is on schedule. The foundation is ready. The area for future playing fields has also been cleared. They will be placed on the site between the building under construction and the building of the wrestling and boxing school, which will need to be renovated in the future.
There are renovations at the Ivushka Child Development Center. The roofing on two of the seven buildings was replaced in 2020; roofing work was carried out on three more this year; the remaining two are planned for next year. The territory of the kindergarten is being improved. Six new shelters were built on walking areas. 1850 square meters have already been paved with tiles. There remains a front for landscaping work for next year. Vadim Krasnoselsky set a task to continuing the work, recalling that transferring objects are a priority when forming development programs and allocating financial resources. The President asked about the implementation of his instructions to improve the areas adjacent to kindergartens. According to the Head of the Slobodzeya administration Vasily Tishchenko, this year the courtyards of nine preschool educational institutions in the district have been put in order.
Another educational institution visited by the President today is the Day Care Center for children with special needs. The institution is located in the village of Chobruchi. It was located previously in Karagash. Center for children with disabilities and departments of additional education institutions coexisted there in a two-story building. The center's pupils could not use the premises on the second floor for objective reasons. It was decided to choose another building. The infrastructure of the former Chobruchi orphanage was chosen. Its pupils were transferred to a specialized institution located in the village of Popenki. Center for special children with autism, Down syndrome, and cerebral palsy was located in the vacated buildings at the end of 2021. There are currently 25 pupils in the institution. They are brought to the center every day on by specially designated bus on weekdays, and they are taken to their homes in the evening. Vadim Krasnoselsky asked if everyone in need was being attended to. The President was told that there are more children in need of special correctional education in the region. There is a need to create conditions for matured pupils of such institutions in addition. Only minors can visit the center nowadays.
The President was told about the improvement work carried out. A covered gallery was built connecting the educational building and the catering unit for the convenience and safety of movement of students and staff. Electricity, water, heat and gas supply networks have been updated. An important new addition is the boiler room. The President toured the territory of the center, noting its spaciousness. The need to create conditions for walking and conducting classes, including recreational and physical education, in the fresh air was discussed.
The new boiler house now operates at the Slobodzeya Central Republican Hospital. The President visited the site of the old one and appreciated the one that was built to replace it. The previous facility had been operating since 1986 and had completely exhausted its resource. The Ministry of Health transferred the emergency boiler house to the balance sheet of Tirasteploenergo. It was decided not to reconstruct, but to build from scratch. The old building was cleared of equipment and returned to the jurisdiction of the Ministry of Health. The new boiler room is modular, assembled from three transportable blocks. The equipment is automated and does not require the participation of local personnel. The boilers are Russian, the burners are Italian, Vadim Krasnoselsky was told. Diesel burners were also purchased as an alternative to gas burners to ensure heat supply in force majeure circumstances. The boiler house heats the building of the state unitary enterprise "ERES", the fire service and two residential multi-storey buildings in addition to the 11 buildings of the Slobodzeya hospital. The President instructed to provide the Central Republican Hospital not only with heat, but also with centralized hot water supply. This opportunity arose with the commissioning of a new boiler house. The hospital uses boilers now. It was noted that a similar boiler house is being built in Dubossary.
