The President gathered the Heads of state authorities, ministries and departments, institutions and enterprises involved in work aimed at preventing the spread of COVID-19 virus infection in the territory of Pridnestrovie, as well as minimizing the consequences of quarantine measures.
The Head of the Operational Headquarters for the Prevention of the Spread of Coronavirus Infection Ruslan Mova informed the meeting participants about the measures taken. He reported on the functioning of the hotline, which received 724 calls (data at 7 am today), the maintenance of an electronic register of citizens leaving the republic and returning, and a daily report on the situation. At the moment, eight citizens in contact with persons suspected of having the virus are in isolation at the place of residence, the speaker said. Work was carried out to collect information on the availability of foodstuffs, fuels and lubricants, medical preparations in the republic: Ruslan Mova announced summary data. He also announced the suspension of several facilities, including 84 gyms and fitness centers, more than one and a half hundred entertainment places. During the period of restrictive measures, 394 foreign citizens were denied access to Pridnestrovie. At the railway stations, medical examinations of citizens of the PMR arrived by train were carried out. The Minister of Internal Affairs announced a list of proposals by the Headquarters to tighten quarantine measures. The vision of the Ministry of Health was voiced by Alexei Tsurkan. Many points of two projects coincide. Each proposed measure was discussed during the meeting.
After detailed exchange of views, the President announced the final list of upcoming protective and restrictive measures, the effect of which will be distributed until April 5. Persons who do not have Pridnestrovian citizenship or registration are prohibited from entering the republic. Exceptions will be made for diplomatic representatives of foreign states, car drivers and persons accompanying goods arriving in Pridnestrovie. Each specific case is strictly in agreement with the Operational Headquarters. This measure, in addition to protection against “import of infection”, minimizes the export of food products from Pridnestrovie, the surge of which is caused by increased demand and, consequently, shortages in neighboring states. As for the departure of Pridnestrovians outside the PMR: it is strongly recommended that it be carried out only in case of emergency. At the same time, a citizen leaving the republic must fill out a questionnaire, and upon return, he must undergo a medical examination and a two-week quarantine. Educational institutions, including preschool ones, will not accept pupils until April 5. If there is no possibility of home supervision of children, one of the parents of kindergarteners will be opened a sick leave with the appropriate payment. You will not have to visit the clinic for this: you will need to declare the need over the phone. Service industry institutions are required to suspend work, if we are not talking about departmental canteens. They will continue to fulfill their functions, but strictly in servicing persons belonging to the institution in charge of the catering facility. Pharmacies and gas stations operate as usual with safety and preventive measures. Limitation is introduced on the number of citizens simultaneously at the premises for trade enterprises. Open markets will continue to accept customers; in closed buildings, the same principle will apply as in stores. Public transport is minimized to a few hours in the morning and evening on weekdays. Stadiums and other outdoor sports grounds, parks and squares are accessible to citizens. This information was paid particular attention to the heads of state administrations who took part in the meeting by videoconference. Reception of citizens at the time of tightening quarantine measures is universally prohibited. Meetings may be held only by the Presidential Administration, the PMR Government, and the Supreme Council. The central entrances to the buildings where these government agencies are located are equipped with non-contact thermometers and disinfectants. The use of other inputs is temporarily prohibited.
During the meeting, they talked about providing Pridnestrovians with protective equipment and disinfectants. It is not necessary to count on their arrival from abroad. It is necessary to master the production of personal protective masks and disinfectants. “Tirotex” sewing enterprise produces fabric that is suitable for functionality. “Odema” is ready to take on tailoring. The medical face masks will be fabric, which will ensure their reusable use. The customer of the new product will be the Ministry of the Interior. The operational headquarters will be responsible for the distribution of protective equipment.
Representatives of the banking community on behalf of the President will discuss today the possibility of suspension of the accrual of interest on loans for the duration of the quarantine measures. This will support entrepreneurs who are forced to suspend operations temporarily.
A complete list of measures aimed at preventing the spread of coronavirus infection in the territory of Pridnestrovie will be prescribed in the relevant decree of the PMR Government. On Wednesday, the session of the Supreme Council will consider a package of legislative initiatives related to this issue. They were prepared by the PMR Prosecutor's Office and the Ministry of Justice. Participation in the plenary meeting of the President of the PMR is supposed. Its presence is due to the decision of the Head of State on the introduction of an emergency regime in the Pridnestrovian Moldavian Republic. A corresponding decree is being prepared for publication. The PMR Constitution requires discussion of this issue at the Parliament.
