The message of the President to the central and local authorities is a traditional for every year event. Its essence is setting goals for the coming year. The extended meeting is being held via videoconference this time. The main list of participants includes the Head of the Presidential Administration and advisers to the PMR President, members of the Government, the Presidium of the Supreme Council, heads of state administrations. There were also the leadership of the judiciary, the PMR Prosecutor's Office, the Central Election Commission, the Accounts Chamber, the Pridnestrovian Republican Bank, the State Reserve Fund, the Public Chamber, the All-Pridnestrovian People's Forum, the Federation of Trade Unions of Pridnestrovie, the State University, and the mass media among the invitees. The opportunity to hear the presidential message from the primary source online and in full was provided on the recommendation of Vadim Krasnoselsky to the deputy heads of state authorities in various areas and heads of structural divisions. The President considers that most of the tasks and instructions are of an adjacent nature, and joint work remains to be done. The President emphasized that the information voiced today is basic, detailing is to be done in the near future within the framework of expanded departmental boards. Vadim Krasnoselsky called the current wide meeting an opportunity to discuss the state of affairs in the country, coordinate actions and outline plans.
The setting of tasks was preceded by an assessment of the results of the past year and current realities. The President recalled the fight against the spread of coronavirus, the foreign policy crisis, terrorist attacks, support for foreign citizens who arrived in Pridnestrovie due to difficult geopolitical circumstances, the complication of the logistics of cargo and passenger transportation, blockade measures by Moldova, power outages. Vadim Krasnoselsky focused on the fact that special regimes continue to operate in the republic: the yellow level of terrorist threat and the state of emergency. The President emphasized at the same time that despite the reduction in budget revenues due to objective reasons and the justified need to promptly adjust government spending, all social obligations were fulfilled last year in a timely manner and in full, key benefits were preserved, utility tariffs did not increase, the exchange rate remained stable. The work of the Pridnestrovian state apparatus in 2022 was recognized by the President as satisfactory.
The PMR President before proceeding directly to the tasks for the upcoming annual period announced the basic elements of the eight-year Development Strategy of Pridnestrovie: strengthening the independence of Pridnestrovie with a focus on gaining international recognition and implementing the results of the 2006 referendum; continuation of the “Pridnestrovian people” community formation, which includes representatives of various nationalities, ethnic groups and is based on the preservation and development of languages, cultures, customs and traditions; building a socially oriented state with a market economy. Political stability, economic self-sufficiency and social justice are not only the strategic principles for the development of the Pridnestrovian state, but are the main blocks of tasks for state bodies in the context of the presidential message. The President in addition traditionally highlighted the regional policy and guidelines for the activities of the Supreme Council.
