The Ministry of Healthcare summed up the results of its activities for 2024. The President heard the report presented by the head of the department. The heads of state authorities and administrations, heads of state administrations, chief physicians of medical institutions, representatives of the state university and public organizations took part in the extended meeting of the Board of the Ministry of Healthcare of the Pridnestrovian Moldavian Republic.
Kristina Albul announced the statistics. The population of the republic at the end of 2024 was 451644 people. This is 0.9% less than in 2023. The average life expectancy among men was just over 70 years, among women almost 79 in the reporting period. There is a tendency towards an increase in the average life expectancy in the dynamics of three years, but the birth rate last year was lower than the year before by 12.3% (2279 babies were born: 1181 boys and 1098 girls). The highest birth rate is in Tiraspol, the lowest in Kamenka district. As for the mortality rate, the capital and Kamenka have taken opposite positions in terms of birth rate. The overall mortality rate has decreased by 2.8% in the republic as a whole. 14.2% are of working age of the 5797 deaths in 2024. If in general the number of men and women who passed away is almost equal, then of those who died at working age76% are men, 24% are women. Doctors indicate diseases of the circulatory system, alcohol, smoking, and an unhealthy lifestyle as the reasons for the high mortality among fairly young men. In the overall structure, mortality from diseases of the circulatory system is in first place (strokes are the leading position), from malignant neoplasms in second place, from diseases of the digestive system in third. As for child mortality, over the past 10 years it has decreased by 31%. The indicator remains high so far, according to Kristina Albul. 35 children lost their lives in 2024. This is 5 cases more than in 2023. The Minister of Healthcare mentioned a tragic case when five siblings were fatally poisoned by carbon monoxide.
The speaker reported that an increase in both the incidence and morbidity of the population was recorded, based on the results of 2024. She particularly focused on the increased incidence rate among adolescents (+59% compared to 2023). Half of the recorded cases are associated with respiratory diseases.
The Minister focused on cardiovascular diseases. There were 773 patients with acute coronary syndrome in 2024 (this is 111 more than in 2023). 448 of them were sent for treatment outside the republic, the rest underwent coronary artery bypass grafting, balloon plasty or thromboextraction.
The block of the report is devoted to diseases classified as social. HIV was detected for the first time in 145 people, AIDS in 122 in 2024. At the end of the year, ,455 HIV-AIDS carriers were registered. 2.5 million rubles were spent on their treatment. The number of patients with active tuberculosis decreased in 2024 from 371 to 261. For medications 1.15 million rubles were allocated. 3180 people suffer from bronchial asthma, for which the state spent 7.5 million rubles. There are 13634 citizens with diabetes, of which 1842 are insulin-dependent (15 million rubles were allocated for medications and medical products). The incidence of viral hepatitis remains high. There are 1423 registered patients (27% more than at the end of 2023). 1.5 million rubles were allocated for medications for them. An important result: 79% of hepatitis C patients (519 people) were cured. Kristina Albul reported that oncological diseases were detected in 1938 citizens in 2024 (6.3% more cases than were detected in 2023). Speaking about their provision with medicines, she informed that Pridnestrovian oncological patients are provided with 57 items (financing - over 22 million rubles) out of 61 items on the list of vital medicines.
Almost three million visits to primary care physicians were made during the year, a third of the visits were preventive. Doctors made 142901 home visits to patients. Ambulance crews responded to 138344 calls. 101888 people underwent medical examinations. Vaccination coverage of the child population in various areas varies from 64% to 95%. 4.1 million rubles were spent on purchasing immunization medicines. The hospital bed fund is 2765 units. 84089 patients were treated in hospitals in 2024. For comparison, 3250 beds were deployed and 81667 people used the services of hospitals in 2023. In addition, 811 day care beds were deployed in medical institutions of the republic, including polyclinics and rural medical outpatient clinics. The hemodialysis procedure was performed 22513 times (224 recipients). Kristina Albul recalled that two new rooms for hemodialysis procedures were put into operation under the state capital investment program last year. Five more "artificial kidney" machines were purchased. This made it possible to switch from a four-shift operation of the department to a three-shift operation and completely eliminate the queue. Over 16 million rubles were allocated for medicines and related medical devices. Patients are transported to the place of procedures and back. The state sent 979 people for treatment outside the republic in the reporting year (112 more than in 2023).
The head of the department informed about the implementation of six targeted state programs in the healthcare sector in the territory of Pridnestrovie, the funding of which exceeded 41 million rubles: "HIV/AIDS Prevention..." (4 million rubles), "Tuberculosis Prevention" (1.9 million rubles), "Oncology..." (almost 26 million rubles), "Immunization of the Population of the PMR" (over 4 million rubles), "Prevention of Viral Hepatitis B and C" (2.8 million rubles).
Kristina Albul paid attention in the report to staffing. The republic's medical institutions are provided with doctors by 80%, mid-level medical personnel by 90%, and junior medical personnel by 96%. 8139 employees are employed in the healthcare system of Pridnestrovie As of January 1, 2025. The minister spoke about the work being carried out to improve the level of professionalism of medical personnel. She spoke about the allocation of 1.2 million rubles to support young specialists (subsidies were issued for the purchase of housing to one doctor and seven mid-level medical workers). 72 certificates have been issued over the four years of the program. The Minister focused on the topic of salaries, noting that they have increased in the industry as a whole, and especially with the transition of medical institutions to pilot projects.
The head of the Ministry of Healthcare said that a lot of work has been done to improve the medical infrastructure. 76.4 million rubles have been allocated for the repair and construction of 31 Ministry of Healthcare facilities. Another 21 million were spent within the framework of the program for the development of the material and technical base. 1.7 million is charitable assistance to seven organizations.
The Minister mentioned the Program of state guarantees for the provision of free medical care to citizens of the Pridnestrovian Moldavian Republic for 2025, developed by the ministry, noting that the document has been sent for consideration. She noted that in the future, increased attention will be paid to the medical examination of adults and children. According to the head of the Ministry of Healthcare, it is necessary to intensify the prevention of musculoskeletal disorders, prevention of the development of pathologies of the visual organs and delays in physical development in children and adolescents. In addition, the current areas include the prevention and treatment of myopia in schoolchildren, as well as the correction of deviations in the development of children.
The report of the Minister of Healthcare lasted more than an hour and a half and was replete with figures, facts, comparisons of statistical indicators and analysis of their dynamics.
The President rated the work of the Ministry as satisfactory, highly appreciating the contribution of the medical staff and the administration of the department and institutions to the development of healthcare and the improvement of the quality of life of the citizens of the Republic. Vadim Krasnoselsky spoke about the importance of prevention and the advantages of medical examinations, which ensure early detection and significantly greater effectiveness of treatment of various diseases. The PMR President emphasized that improving the infrastructure of medical institutions remains a priority of development programs. He emphasized the importance of the work of feldsher-midwife stations and rural medical outpatient clinics, recalling that a third of the Pridnestrovian population lives in rural areas. The President focused on the topic of improving the qualifications of employees of medical institutions, emphasizing that training should be a permanent component in this area. Vadim Krasnoselsky did not ignore the fact that society's attitude to healthcare has noticeably improved: the number of complaints and grievances has significantly decreased, and more and more grateful requests are coming.
