Special Representative of the OSCE Chairman-in-Office Franco Frattini:
We have just finished very important and detailed meeting, talking about all pending issues that are included to the agenda. I understand it, there is not only very goodwill to go on the dialogue and negotiations, to get concrete results. There is also request from the authorities of Pridnestrovie to resume immediately all what is possible to do at technical level, at the expert level despite difficult transitional time in the republic of Moldova linked to the uncertainty about deadline of June for the formation of a government. Despite all this, the OSCE want to reactivate all the working groups that are able to address the pending issues of the agenda. We have working groups in the field of banking system, in the field of custom control, joint control Moldova-Ukraine check points. We have working groups, ready to reactivate their activities on implementation of the historical agreement reached on neutral car plates. We would be ready to promote “3 + 2” visit to the region in preparation to decide whether is possible to convene “5 + 2” meeting before the summer break.
We also addressed a very sensitive issue of criminal cases. Next week, the OSCE office will send a letter to the General Prosecutor to ask how many pending criminal cases, for what violations and whether there are new criminal cases that are opened later. To start monitoring activities that is implementation of the agreement linked to the Dubossary farmland. We also noted and recognized the good results, achieved by Pridnestrovian authorities in the field of economy, in the field of security and in the field of public services.
I will be in Vienna next week. I plan to communicate with the OSCE ambassadors, with Mr. Lajcak. I will also discuss the organization of meetings of the participants in the negotiation process. I think that the visit in the “3 + 2” format is possible during June. Much will depend on whether the government of Moldova is formed. Visit in the “3 + 2” format can be organized regardless of this. I will discuss with Mr. Lajcak the possibility of holding meeting in the “5 + 2” format in July or September.

First of all, let me thank Mr. Frattini for coming to Pridnestrovie. This is a good opportunity to discuss topical issues of the negotiation process. We have discussed the agreements reached before what we see as necessary for normalizing lives of common citizens of both banks of the Dniester. Mr. Frattini and his colleagues are very well informed of the agenda and we have common understanding that we have to move forward. We have to resume the “Permanent Conference ...” in “5 + 2” format. Expert groups should continue their activities and political representatives should meet. We see the objective reasons and obstacles. One of them the most important that political crisis has not yet been completely eliminated in Moldova. We wish our neighbors stability and consensus. The movement of the negotiation process depends on this. We hope for the common sense of our colleagues. From our part, we are also ready to remove obstacles that hinder progress. In general, today's meeting is very useful for the participating sides. I hope this meeting today will in the future positively influence the course of the negotiation process.
Today we have discussed all the questions of interest. The most important issues discussed are issues of telecommunications and criminal cases issues. There is new agenda, first of all this is banking issue. A new question appeared - the freedom of movement of postal correspondence in the Pridnestrovian Moldavian Republic. An important issue is the full functioning of the bridge across the Dniester River in the area of the villages of Gura-Bykului and Bychok. Further progress is outlined in the arrangements for neutral license plates and neutral technical documents. We discussed neutral driver's license. They are necessary so that our citizens can move freely around the world. We discussed a very interesting proposal of building of trolleybus line connecting Bendery, Varnitsa and “Severny”. We discussed the issue of joint functioning of customs Moldovan-Ukrainian check points. It is important that certain political decisions are not taken that deteriorate the economic situation of Pridnestrovians in terms of exports and imports from and to the territory of Pridnestrovie. If the negotiation process stagnates, as is happening today, it is very difficult to talk about any progress and new agreements. We are supporters of the continuation of the negotiation process - the activities of expert (working) groups, political representatives, the work of the “3 + 2” and “5 + 2” formats.
