The Message from the PMR President Vadim Krasnoselsky to state authorities and administration setting goals for 2022 (transcript)

Dear Heads of State Authorities and Administration, Alexander Vladimirovich, Alexander Viktorovich, dear colleagues, Good day!

By tradition and according to the rules at the beginning of the professional year, we gather to set goals. I set tasks for all heads of public authorities and administration for the coming period that is for a year. The tasks are all verified, absolutely all executable. Naturally, each task implies the execution and control of this execution. Therefore, we carefully listen to everything, write down - and not only our tasks, but also those that are assigned to colleagues, because many tasks intersect in execution and every official, every specialist should know by and large everything that happens in the republic, all tasks that are put to the authorities and management.

I would like to recall the past year 2021 before setting goals. I'll start, of course, with the pandemic. 2021 was marked for us by the fact that we were fully engaged in the fight against the coronavirus pandemic. We had two serious waves of incidence: March-April and the autumn period of last year. Naturally, behind the pandemic was work to save the sick, to provide medical care and budget spending of course. I set the task for the Ministry of Health to bring information about spending on each sick person literally before the New Year. So, spending is about 1200-1300 Pridnestrovian rubles per day for a person with an average form of illness. Considering that as a rule a person is in the hospital for ten to fourteen days and each wave is about 15,000 cases, please multiply and count. Each wave took about two hundred and fifty million rubles from the budget. What is included in the cost of fighting COVID-19? This is the organization of treatment, salaries for medical staff, medicines, food and other expenses that allow us to keep people in proper conditions and treat them, provide them with medical care, of course. Two waves of coronavirus are half a billion rubles, plus related expenses throughout the year. Therefore the coronavirus pandemic is dangerous for humans and a huge burden on the budget, of course.

I recognize the work of all state authorities and administration the Ministry of Health as quite satisfactory. Everyone did their best and they did their best. By and large, it is almost impossible to add something. Yes, there were some rough edges, no one can rule out the human factor. Nevertheless, the interaction and control that was organized by the Operational Headquarters allowed us to solve problems, eliminate possible shortcomings, so that there would be no more systemic problems in the end. We succeeded. Many thanks to everyone - those who fought, organized events, specifically treated the sick.

Even despite the burden on the budget, which is associated with the fight against coronavirus, we managed not to stop social payments - salaries, pensions, benefits - everything was paid on time. Moreover, the benefits were not suspended. Utility bills remained the same in 2021. Workers in the public sector managed to raise wages, payments to pensioners also. It is important that we managed to maintain the exchange rate of the Pridnestrovian ruble, and we still maintain it.

In addition to the implementation of our duties – this is the preservation of all social benefits, we did not stop in our development. We continued to build and repair feldsher-obstetric stations, rural outpatient clinics, hospitals, kindergartens, schools, houses of culture, parks, sports facilities, and public infrastructure. We developed, did not stand still. This is also very important to understand. The pandemic is a very serious challenge for any state. We did not drop our economy and moved forward - we developed Pridnestrovie, improved life in Pridnestrovie even in these most difficult conditions.

Organization is very important, but another component is also important. I'm talking about how to earn money, then to distribute it. Of course, you can distribute when you have the money, and how to earn? We will talk about this when setting tasks. What do I want to pay attention to? Saving, preventing theft or returning money to the budget is also earning by and large. In this regard I want to focus on a very important issue - the fight against corruption. This is important to understand. We have managed to defeat corruption not only over the past year, but over the past five years – completely or to minimize corruption - in five very important sectors of our economy.

The first: manipulations with Russian gas. Any manipulations with Russian gas are completely excluded to date. Everything is under tight control. On my initiative we report to the Ministry of Finance of the Russian Federation and the Administration of the President of the Russian Federation, providing in full all reports on the movement of both gas and "gas" money in the context of each enterprise twice a month starting from June 2019. We are absolutely honest and open to our colleagues. All abuses are gone.

The second very important area in terms of eliminating criminal schemes is the banking sector. Naturally, my words are confirmed by the verdicts of the courts of our republic against the former leaders of the Pridnestrovian Republican Bank and not only, where the former leaders used the banking sector as a personal wallet. It is unacceptable. To date, all legal relations are stable in our state banking sector, abuses are excluded. This is important to understand.

The third direction is customs. You know very well how many complaints there were about the work of the customs committee. It was a problem. To date, there is no problem. The most important assessment is given by people, entrepreneurs, they are satisfied with the work of the customs committee, in which there are no extortions and abuses.

The fourth area that was also corrupted is state-owned enterprises. There were schemes around practically every state-owned enterprise. We are still dealing with the consequences of the schemes at the Moldavian Metallurgical Plant, organized in a certain period of time. There were incomprehensible people around each enterprise who provided intermediary services in the supply of raw materials or the sale of finished products. Today, each enterprise works directly, control mechanism has been created to exclude the possibility of abuse at state-owned enterprises.

The fifth very important area is public procurement. We managed by adopting a new law to get away from possible manifestations of corruption. Nevertheless, I will speak about this more than once at today's meeting, this work must be continued and in fact it must always be done.

Dear leaders, dear colleagues, the exclusion of corruption manifestations in the sectors of the economy I have named has allowed us to save money, to earn money in other words. I assure you that if we had not overcome corruption in these sectors, we simply would not have physically had the money to fight the pandemic and develop our state. These are all causal relationships.

We had a worthy election of deputies to the State Duma of the Russian Federation last year. Our electorate showed the traditional high turnout. We held elections for the President of the Pridnestrovian Moldavian Republic. Taking this good opportunity, I once again want to thank the people of our state for appreciating my work as the President and the entire team. I do not separate myself from people. This is not my personal victory in the elections, but the victory of the whole team. This is the value of our work.

2022 has been declared the Year of Health. This is relevant: the pandemic has not passed and we will have a lot of tasks in terms of medicine. We will talk later about this.

I want to emphasize once again that our country is developing in accordance with the Development Strategy of the Pridnestrovian Moldavian Republic that was approved in 2018 and provides for an action plan for eight years, including 2026. By and large we have already lived for three years according to this Strategy, we are fully implementing it. The main principles of the development of our state remain political stability, economic self-sufficiency, and social justice, based on a clear, balanced and absolutely understandable and transparent state idea that consists of three points:

1) strengthening the independence of the Pridnestrovian Moldavian Republic with a focus on gaining international recognition and implementing the results of the 2006 referendum;

2) continuation of the formation of the community "Pridnestrovian people", which includes representatives of various nationalities, ethnic groups and is based on the preservation and development of languages, cultures, customs and traditions;

3) building a socially oriented state with a market economy.

Now let's move on to setting goals. They are collected in four subsections: political stability, economic self-sufficiency, social justice, regional development. Certain ministries and departments will receive the corresponding tasks in these sections.

In the field of foreign policy (Ministry of Foreign Affairs):

  1. To strengthen and to expand cooperation with the United Nations in the sphere of protection and enforcement of human rights through the joint development of the Framework for Human Rights in Pridnestrovie.

  3. To strengthen cooperation of Pridnestrovie with sovereign UN member states and unrepresented peoples in order to strengthen political and diplomatic ties and expand the circle of reliable international partners.
  4. To assist the public authorities of Pridnestrovie in establishing bilateral contacts with ministries and departments of the Russian Federation as well as regions of Russia.
  5. To continue to make efforts to support the peacekeeping operation under the auspices of the Russian Federation.
  6. To contribute to the stable functioning of all levels of the negotiation process on the Moldovan-Pridnestrovian settlement, including preventing attempts to destroy the “5 + 2” format.

  8. To achieve by means of negotiation the improvement of the situation in the transport sector affected by the blockade measures of the Republic of Moldova and Ukraine.

The tasks are clear, simple and very important for Pridnestrovie. This is an external perimeter, without which internal stability in our state is impossible. The Ministry of Foreign Affairs received these tasks. By and large I could say even more, but in general this is enough. Everything else is in working order. Dear leaders, I would like to note that during meetings of boards in ministries and departments, I will expand these points in terms of setting more specific tasks. But in any case, all the tasks that will be set today are a conclusion from my communication with state authorities and the Government, with voters.
