On March 30, Vadim Krasnoselsky signed a decree extending the special regime - a state of emergency in Pridnestrovie in connection with the announcement by the World Health Organization of the new coronavirus COVID-19 as a pandemic and in order to protect life and health of citizens of the Pridnestrovian Moldavian Republic. Initially, the duration of the emergency regime was limited to 19 days - from March 17 to April 5, 2020. The President made a decision, based on an assessment of the current situation and analysis of the prospects for its development, to maintain restrictive regime in the territory of the PMR at least until May. In addition to extending the state of emergency to 45 days, Presidential Decree No. 123 dated March 30, 2020 prescribes the possibility, if there is an urgent need to limit certain rights and freedoms of citizens during the given period, defines the forces and means used, and defines a number of organizational and legal aspects and responsibilities of citizens.
The decree signed by Vadim Krasnoselsky March 30 entered into force on the same day at 6 p.m. (six hours after publication). Moreover, the Basic Law of the state requires discussion of the decision adopted by the President at the Parliament. For this, the Second Extraordinary Plenary Session of the Supreme Council was convened. Ruslan Mova the Head of the Operational Headquarters for the Prevention of Spread of the Virus took part in it. At the initiative of the President, the main data related to the coronavirus situation was announced.
Then Vadim Krasnoselsky voiced his arguments in favor of extending the state of emergency. He talked about world practice, noting that today there are two real scenarios for the development of events - Asian and European. The PMR President considers it appropriate to rely on the positive experience of China, which for three months, fulfilling the most stringent restrictive requirements throughout the country, coped with the spread of coronavirus. The soft and democratic path of most European states that have allowed an uncontrolled rampant infection is unacceptable to Pridnestrovie, Vadim Krasnoselsky is sure. A belated awareness of the danger, its irresponsible neglect, followed by panic and depression, led to a huge number of victims of COVID-19. Pridnestrovians took preventive and restrictive measures in advance, which helps to stop the massive spread of the virus. According to Vadim Krasnoselsky, this is only the beginning of the struggle; Victory in the war against coronavirus with the least number of human losses is possible only subject to strict observance of strict quarantine standards. Each citizen, doctor, official must clearly understand the degree of danger and level of responsibility, know and fulfill the tasks facing him, the President aimed.
Vadim Krasnoselsky said that the republic, not leaving hope for outside help, should rely on itself. Moldova, even in a pandemic continues to put pressure on Pridnestrovie. The rights and freedoms of citizens living in Pridnestrovie are violated, including citizens of Russia and citizens of Moldova, the PMR President recalled. The PMR Foreign Ministry is involved in solving the humanitarian problems created by the neighbors. In this way, the task connected with ensuring the political stability of Pridnestrovie is solved. This postulate, prescribed in the Pridnestrovian Moldavian Development Strategy, coupled with economic self-sufficiency and social justice, is becoming especially relevant in a pandemic, emphasized Vadim Krasnoselsky. He turned to the topic of the country's self-sufficiency, which he called for and for which measures had been taken over the past years. The President recalled the organization within the country of the production of protective equipment and disinfectants, and informed deputies about the restriction of food exports. He also talked about the work that specialists are doing to organize and conduct laboratory tests on the territory of Pridnestrovie for the presence of coronavirus. Speaking about ensuring the principle of social justice, Vadim Krasnoselsky recalled the measures taken to support citizens and economic entities during the pandemic, urging the deputies to pay maximum attention to the package of relevant initiatives that they have to discuss today.
As for the decree on the extension of the state of emergency: parliamentarians unanimously supported the presidential decision.
