The heads of state administrations of cities and regions of the republic took part in the video-conference mode. The activities of a specially created agency in the emergency were informed by Ruslan Mova. He said that the isolated territories of the village of Varnitsa and the Severny microdistrict of Bendery are under special control, and the life support of the population is established. The issuance of pensions was organized: approximately 90 residents of the village (out of 130 Pridnestrovian pensioners living in Varnitsa) received monthly payments today. The country's medical facilities are provided with initial minimum of protective suits: on the eve, 94 sets were delivered (excluding those available at Slobodzeya hospital). Sewing enterprises, temporarily postponing the execution of other obligations, fulfill the state order as a matter of priority. Everywhere, work is underway on the sanitary treatment of premises and open public places. 14 tons of disinfectant solution is spent for the processing of 3800 places. 1020 objects have suspended their activities. Citizens are required to be constantly monitored for strict isolation. During the period of the emergency regime, 24 persons were brought to administrative responsibility for violation of restrictive measures. From January 31 to today, 1301 foreigners have been denied entry. During the day, 59 people entered the republic. Each one has strict two-week quarantine.
The PMR Minister of Health Alexei Tsurcan reported on the situation with spread of coronavirus in the country and in the world. According to him, a number of countries whose citizens are infected with COVID-19 has reached 175. There are 472 000 people who become ill (+50000 over the past 24 hours). The largest number of registered cases of infection in China (no new cases), Italy, USA, Spain and Germany. As for the states bordering Pridnestrovie: Ukraine 145 cases of infection (43 over the past day), Moldova 149 cases (+24 during the day before). Pridnestrovie is trying to maintain minimum incidence rate. At the time of the meeting, there were six confirmed cases of infection (by evening it had reached nine). Treatment takes place in the conditions of the strictest isolation in a coronavirus hospital, on the basis of Slobodzeya hospital.
They discussed in the course of the meeting the staffing the health system. The question was raised that among the doctors who are currently not involved in the main work related to coronavirus, there are those who are ready to get into operation today, without waiting for mass spread of the infection. It is proposed to declare a kind of action under the working title “Volunteer Doctor” in order to have an idea of the situation, the mood among the medical staff and the availability of specialists who are willing to do so, rather than the official need to start working in special quarantine conditions.
They returned to the topic of providing transport links. Not all enterprises and institutions organized a centralized delivery of their employees to the place of work. The Ministry of Internal Affairs was connected to the solution of the problem. In addition to coordination activities, this ministry took over the delivery of medical personnel to health care facilities.
Another issue that the President raised at the meeting of the Operational Headquarters is the provision of food to the most vulnerable segments of the population. We are talking about poor citizens who are deprived of the opportunity to earn a livelihood in the state of emergency. The Ministry of Social Protection is to analyze the situation and create lists of those in need. Vadim Krasnoselsky considers it necessary to provide them with grocery.
The development of specific mechanisms in the context of the new reality is also engaged in the Ministry of Education. On April 1, the next academic term starts. Children should begin the educational process in a timely manner, the head of the department said. At the Government level, a procedure is being developed for implementing educational programs for primary, general and secondary vocational education based on the principles of e-learning. An approximate model of distance learning is proposed. The technical capabilities of both educational institutions and schoolchildren themselves are analyzed. In 168 educational institutions, 1 644 computers with Internet access are installed. 3842 teachers (this is 85% of all teachers) have personal PCs, 70% have smartphones equipped with Internet access. That is, from the point of view of teaching, the process can be organized. As for schoolchildren: according to preliminary data, 68% of students have computers, 56% have smartphones. This category of students will be involved in the distance learning system. Unaccounted for by this mechanism, children (7.8% of the total number of schoolchildren) will temporarily switch to some kind of distance learning.
The meeting participants paid increased attention to the issue of providing the population of the republic with medicines. Today there is a certain deficit in a number of items, in particular, preparations of vitamin groups, which doctors recommend taking in order to maintain immunity under conditions of the spread of the virus. The problem is that a socially significant cargo has been on the territory of Moldova for a week. Several cars loaded with pharmaceutical products are not allowed into Pridnestrovie. Pridnestrovians are forced to change logistics through Moldova in connection with the closure of the Ukrainian border. Crossing Moldavian checkpoint turned out to be extremely problematic. They insist on authorization at local agency, which is a clearly politically motivated demand, the presentation of which in a pandemic is unacceptable. Delayed procedures negatively affect the provision of medicines to Pridnestrovians, was emphasized during the discussion. The international community needs to be informed about the current situation, emphasized Vadim Krasnoselsky and gave the corresponding instruction to the PMR Foreign Ministry.
The Pridnestrovian Foreign Ministry will have to draw the attention of Russian colleagues to the facts of a massive violation by the Republic of Moldova of the rights of citizens of the Russian Federation, which are limited in the possibility of obtaining their own funds of Mastercard and Visa cards. This is primarily about 10000 pensioners who have not been able to cash out pensions in the PMR for more than a month. If earlier the problem could be solved by leaving the republic, then under quarantine restrictions it is almost impossible to do. The measures taken by the Ministry of Internal Affairs employees working within the Operational Headquarters save in this situation: Pridnestrovian recipients of Russian pensions are centrally delivered to an cash dispenser located in the village of Varnitsa, observing the most stringent security requirements.
It is unacceptable to ignore clear violation of the rights and freedoms of citizens, especially in circumstances when the whole world has united in the fight against the virus that takes thousands of lives. If Moldova is not concerned about the fate of Moldovan citizens living on the territory of Pridnestrovie, then Russia, for its part, should not ignore the flagrant facts of oppression of compatriots, Vadim Krasnoselsky considers. Pridnestrovie will defend and protect each of its citizens, the PMR President emphasized.
