The President held regular meeting of the Operational Headquarters for the Prevention of the Spread of the Virus. The meeting participants exchanged relevant information. According to the data voiced by the PMR Minister of Health Alexei Tsurcan, as of today more than 533 thousand cases of coronavirus have been registered in the world (the increase per day amounted to 61 000 cases). Distribution geography - is 176 countries. The United States are the first in terms of the incidence rate. The five are still China, as well as Italy, Spain and Germany. 24 thousand people died in the world from COVID-19. Nearly two hundred registered in Ukraine, in Moldova 177 cases were recorded (two of them died, two recovered).
According to the first half of the day, there are 43 Pridnestrovians in the Slobodzeya hospital. 18 of them arrived in the last day. Nine confirmed coronavirus. 21 people expected laboratory results. By the afternoon, the diagnosis was confirmed for two more residents of Pridnestrovie. Large-scale isolation is organized in relation to the operating personnel of CJSC Moldavian GRES. Part of the station’s employees will live for two weeks at dispensary “Solnechny” in Dnestrovsk. This measure is associated with the identification of COVID-19 from one of the employees of the MGRES. In the event that more infections are found, all residents of Dnestrovsk and possibly the village of Nezavertylovka adjacent to it will be placed in conditions of controlled isolation, it was noted during today's meeting. The two-week quarantine announced for residents of the Severny microdistrict in Bendery, that borders the village of Varnitsa, among whose inhabitants also infected with coronavirus, has not yet expired. The meeting participants discussed a number of current issues related to ensuring the livelihoods of mass isolation zones. Ruslan Mova informed about ongoing work in this direction. According to him, at the entrance to the Severny microdistrict there are eight the PMR posts of internal affairs agencies. Yesterday, in compliance with all epidemiological safety measures, the employees of the Autocompany were delivered there, who ensured the removal of solid waste, as well as housing and communal services workers, who are responsible for processing the public places with disinfectants. Disinfection is carried out not only in the Severny: the forces of three hundred employees of the Ministry of Internal Affairs and Housing and Utilities processed over 5 200 premises and sites throughout the republic.
In the morning, 190 Pridnestrovian citizens living in various regions of the republic were brought to Chisinau airport. Charter flights to Moscow were organized with the assistance of the Russian embassy. The PMR Ministry of Internal Affairs, using the transport provided by various enterprises and organizations, continues to deliver medical workers to work. Only today, 113 employees of healthcare institutions got to the workplace in this way.
The Operational Headquarters phone is ringing off the hook. 845 calls were received during the past day, (about 10000 calls during the quarantine period). To date, the number of foreign citizens not admitted to the republic has amounted to 1317 people. 42 people received admission to enter Pridnestrovie yesterday on the grounds established by the state of emergency. Citizens in self-isolation are under systemic supervision. Verification of compliance with the quarantine requirements by each of them was carried out repeatedly. Totally over 4500 visits by militia officers to citizens isolated at home were registered.
Shopping facilities activities in the state of emergency is strictly controlled. Yesterday, 21 of them were suspended due to violations. Pricing is controlled. Five cases of unjustified overstatement of the value of goods in a product line have been recorded, measures are taken. Restrictions are introduced for buyers. It was decided that no more than three sets (9 units) of protective masks, fifty gloves (25 pairs) and three bottles of antiseptic will be sold to one byer.
The Ministry of Health approved the form of a written warning to the patient about responsibility for actions or inaction that could lead to infection by infectious diseases. For citizens who need medications, the purchase of which is possible exclusively outside the PMR, a mechanism has been devised for applying to certain pharmacies in Pridnestrovie, which will deliver the requested medication without any extra charge. Activity of senior students to the medical faculty of PSU is organized. The action “Volunteer Doctor” has been launched (five applications have been received about the desire to begin work in the infectious diseases hospital). A distant educational module for doctors working in the conditions of the spread of coronavirus has started. The Sheriff company provided the state with free aid in the amount of 10 million rubles for material incentives for citizens involved in the practical fight against the spread of coronavirus.
The President asked about practical measures taken to protect medical personnel from infection. Vadim Krasnoselsky insists that all ambulance crews should be equipped in terms of protection (there are 32 of them in the republic) - regardless of the reason for the call originally announced. Sets of protective clothing made by our sewing enterprises must be immediately available to physicians working on call. In addition, not only infectious disease specialists and doctors of the admission department, but also general practitioners who conduct admission in clinics are required to meet patients in protective suits. Factories are instructed to maximize production.
Today they returned to the issue of material support for citizens who found themselves due to the introduction of the state of emergency without the possibility of earning a livelihood. Local administrations together with the Ministry of Social Development form lists of those who need to be provided with grocery sets. They also talked about the need to strengthen the quarantine regime. It was decided to restrict access to the street for citizens over 60 years old. Leaving housing without good reason (such as visiting a pharmacy or a store) will be possible only to those who are involved in the production process or official activities. Managers of all forms of ownership will need to write out a certificate to the employee. In addition, residents of the republic are required to have a passport with them. Patrol services have the right to request documents from passers-by, take an interest in the reason for being on the street and, in the absence of well-reasoned arguments, send violators of the toughened quarantine regime to their place of residence.
The President urged everyone to consolidate, noting that, in the current circumstances, physical disunity, personal isolation of members of society is a factor in its unity in the fight against common problem. Vadim Krasnoselsky emphasized that the situation must be assessed realistically. Today is not the time for pink glasses, they need to be replaced with protective glasses, the President summed up the meeting. The next meeting of the Operational Headquarters is scheduled for tomorrow afternoon.
