Expanded meeting initiated by the President was held at the presidential executive office with participation of leadership of the PMR Government, the Supreme Council, a number of medical institutions and pharmaceutical companies. The goal is to discuss relationship between the state and business in the procurement of pharmaceuticals and equipment. Opening the meeting, Vadim Krasnoselsky noted that he gathered representatives of all interested parties in the discussion hall in order to come to a common understanding on a significant issue. According to him, the main aspect is honesty and transparency of tender procedures as a guarantee of the absence of a corruption component. The President recalled that the mechanism of “sealed envelopes” is a thing of the past, and the results of recent verification activities indicate that the situation has improved markedly, but, nevertheless, questions remain. There is information about untimely settlements with suppliers (in this case, the government classifies these items as priority from the point of view of financing), as well as information about cases where the winner of the tender buys products from the loser, which leads to an overstatement of its cost. Discussion is the issue of participation in tenders for government procurement of pharmaceutical products for the Pridnestrovian Ministry of Health of foreign agents. It requires a detailed study, said Vadim Krasnoselsky.
Delay in the procedure for reviewing documents and the outdated legal framework were among the problematic issues that were discussed at the meeting. According to entrepreneurs working in this area, the norms and requirements that were set two decades ago have long lost their relevance.
Following the results of the working discussion, the President instructed to create a commission to develop an updated regulatory framework in line with modern realities. Two months are allotted for preparation and adoption of a comprehensive package of documents. In addition, the Ministry of Health has to develop and approve a mechanism for determining the parameters of products, supply of which is based on a tender. The decision cannot be sole, it must be taken only collectively, the President emphasized. Another aspect that will be spelled out in normative legal acts is the time for consideration of applications of potential bidders.
The President spoke about interaction of the Ministry of Health with the business community, emphasizing that it should be systemic. Reporting on working meetings will be sent to the Presidential Administration. Vadim Krasnoselsky noted that he was always in touch and voiced the telephone number of the presidential reception.
