The President listened to the report of the Head of state administration of Grigoriopol district and Grigoriopol. Oleg Gabuzha informed about the results of activities in 2022. The speaker focused on the fact that, targeted programs were adopted, many of which are long-term for the effective implementation of the tasks facing the region. Speaking about the work carried out, Oleg Gabuzha said that 14.4 million rubles were spent on them, 8.2 million of which were republican funds through the Capital Investment Fund 2022 in general. Repair and construction work were conducted in schools of the villages of Krasnaya Gorka, Malaeshty, Speya. A sports ground was built on the territory of the city school Number 2. New kitchen equipment, furniture and utensils for the dining room were purchased and installed for the same educational institution. A major overhaul was carried out in the kindergarten of Butor, the yard was paved with paving slabs in the kindergarten Zvyozdochka of Krasnaya Gorka, shady awnings were installed in the kindergarten Skazka of Grigoriopol. Roofing work was carried out in the children's and youth sports school of Grigoriopol and in the House of Culture in the village of Delakeu. The buildings of the rural and settlement administrations of Speya, Shipka and Kolosovo were put in order, the facade of the building of the regional department of internal affairs stronghold was repaired in Grigoriopol as part of the municipal programs.
Improvement of the city park continues. The summer theater was reconstructed, the interior and adjacent territories were paved with paving slabs in 2022. A new impetus to the development of motor sports was given by the renovation of the karting track: both state and grant funds are invested in its infrastructure. The karting school of Grigoriopol was created in the reporting period. It currently trains about fifty people (4 groups have been formed). The "Pilot" local team took the first team place in the five stages of the open championship of Moldova, two winners from among the pupils of the Grigoriopol school are in the individual competitions, shared Oleg Gabuzha. The karting track is also in demand among outdoor enthusiasts.
Financing of road works amounted to almost 16 million rubles in 2022. Increased attention was paid to the transfer of gravel to cement concrete. 80000 rubles were allocated for landscaping settlements, 630000 for the elimination of spontaneous dumps.
As for economy, two dozen new trade and service facilities were opened during the year. 521 organizations and 2281 individual entrepreneurs carried out financial and economic activities on the territory of the Grigoriopol district in 2022. Peasant farms make up almost half of patent holders. 3.4 million rubles were allocated for their lending (20 loans were issued in the amount of 40000 to 600000 rubles). 700 thousand rubles, the total amount of funds is for seven recipients under the programs of preferential budgetary lending to young families and young professionals to improve their living conditions.
The speaker focused on the activities of some municipal enterprises. There are 59 residential buildings on the balance sheet of the Grigoriopol Department of Housing and Communal Services. The cost of utility services rendered amounted to 3.7 million rubles, 3.6 million (96.6%) were paid by the residents. There is a significant historical debt at the same time. 234 written warnings were sent to debtors and 149 applications to the court during the past year. The amount of paid debts of previous years amounted to 815 thousand rubles. As of the beginning of this year, the amount of debt is 2.5 million rubles. "Spetsavtokhozyaystvo" took out 30 thousand cubic meters of garbage in 2022. 92.3% of owners of private households have signed contracts for the removal of solid household waste. There is a line for the production of paving slabs on the basis of the enterprise. The productivity of 15 thousand square meters per year allows you to fully meet the regional demand. Laying tiles is one of the activities of the "Spetsavtokhozyaystvo". The landscaping enterprise of the district planted 530 trees and shrubs, 140 rose bushes, 3000 annual flowers during the year. Planting material are grown in a local greenhouse.
Oleg Gabuzha spoke about the activities of the "Vostok" cultural and leisure center. The revived cinema held 1316 screenings in 2022, attended by almost 15000 spectators. The rides installed in the center were used by 9000 children during the year. An exhibition and sale of souvenirs was organized at the site of the "Vostok" cultural and leisure center in the reporting year. 30 items out of the 160 arts and crafts presented works were sold. In addition, an information center for tourists was set up in the lobby of the Vostok cultural and leisure center. The Head of the city mentioned the development of the city park, noting that its infrastructure is becoming more diverse and interesting for visitors. An interesting fact: a passenger elevator was put into operation in 2022 – the only one of its kind in Pridnestrovie, designed to deliver people who has mobility difficulties as well as parents with small children, to the park located on a hill in Grigoriopol.
Budget policy. The district treasury received 136.5 million rubles in the reporting year. Local income makes 78.8 million. They exceeded the figure for 2021 by 7.9 million rubles. This is due to the growth of business activity. Transfers from the state budget are almost 36 million rubles. It is significant at the same time that the size is 15% less than in 2021. The share of the district's own income increased from 62% to 69%, and the share of coverage of district expenses by internal funds also increased. The expenses of Grigoriopol district as a whole amounted to 136.8 million rubles, as close as possible in terms of volume to the revenue side. The main costs are related to covering socially significant items (69%).
As for the social policy of the district, its important direction is education. The sphere of education is represented by 34 organizations. There has been a decrease in the number of pupils and pupils of kindergartens for three years. 3162 children attended schools, 1377 pre-school institutions during the reporting period. Class occupancy was reduced from 14.5 to 12.6 people in rural schools, the figure increased slightly – from 22.3 to 22.5 students in urban areas. There are 19 institutions, 137 club formations, which employ 1225 people in the sphere of culture of Grigoriopol district. Almost one and a half thousand events were held, which were attended by 46000 people during the year. The sport of the area is concentrated in the local youth sports school, where football, weightlifting and athletics, chess, freestyle and Greco-Roman wrestling, judo, table tennis, kayaking and canoeing are practiced. Sportsmen from Grigoriopol took part in almost a hundred sports competitions, including international ones during 2022.
Demography. The population of Grigoriopol district by the end of the reporting period was 37905 people. There are two thousand more women than men. 208 babies were born in a year. 494 people died. The natural decline is 286 people (the figure is 25% lower than in 2021), the migration loss is 102 people.
Speaking about the interaction of the state administration with the population, Oleg Gabuzha said that 78 complaints (appeals) and 1213 applications were received during the year. Fifty local residents attended a personal reception with the Head of Grigoriopol.
The participants of the enlarged meeting after listening to the report expressed their opinion on the work of the administration of Grigoriopol. Reviews are positive. The high efficiency of management and performance discipline, the progressive development of the region, the desire for self-sufficiency was noted. The President called the joint work of the Grigoriopol State Administration, government and deputies an example of harmonious and productive working relationship as a result. Vadim Krasnoselsky expressed gratitude for the work done, recognizing it as satisfactory.
