The state administration of the Kamenka district and the city of Kamenka summed up the annual results. Sergey Sokirka reported on the life of the district in 2024. The President assessed the work of the state administration.
As follows from the report, the population of the Kamenka district is 18 thousand people. 59 babies were born in 2024, 27 less than in 2023. Marriages were less common: 61 families were created in the reporting period, and 80 a year earlier. There were three more divorces – 46. Almost five thousand people are employed in the district's economy. 54% are in the non-state sector. The average monthly salary is 5485 rubles (16% more than in 2023). The lowest level is in the sphere of culture and art (institutions of this profile experience a serious shortage of personnel), as well as in the postal industry, the highest – among workers in electrical and radio communications and in the sector called "general commercial activity". 913 people applied to the employment service during the year. There are 5595 pension recipients. The ratio of working citizens to pensioners is 1 to 1.1. Revenues to the Unified State Social Insurance Fund in Kamenka District exceeded 36 million rubles. This is 18% more than in 2023.
These funds provided 31% of pension payments in the district, which amounted to almost 115.5 million rubles. The total revenues to the district treasury (own income, transfers, subsidies) amounted in general to 121.7 million rubles (2.6% less than the plan, but 11.1 million more than in 2023). Of these, 57.2 million are tax revenues (5 million more than the year before). The largest taxpayers are: State Institution Central Republican Hospital of Kamenka, Closed Joint-Stock Cannery Company of Kamenka, Sanatorium Dniestr LLC of Kamenka, Put' Lenina Collective Farm, KVINT Plant, State Unitary Enterprise Road Construction and Operations Management of Kamenka, Sheriff LLC, Kolos LLC of Kamenka, Podoima Production and Construction Cooperative, and Municipal Unitary Enterprise Housing and Communal Services Management of Kamenka. The speaker focused on their performance indicators. 1409 residents of Kamenka and residents of the district's villages were employed in small business. Their total contribution to the budget was 4.8 million rubles (1.8 million more than in 2023). The turnover of 80 retail enterprises is 293 million rubles (20 million more than in 2023). Four carriers are involved in the transport industry, servicing one city, nine suburban and four intercity routes. 100 thousand passengers were transported, a third of whom were beneficiaries over the year.
Local budget expenditures amounted to 115.6 million rubles. Almost 68.8 million rubles were spent on socially protected items, 56.7% of which went to paying salaries to public sector employees. Work was financed for 12.2 million rubles under the Capital Investment Fund 2024 program. The restoration of Wittgenstein Park continues. Schoolyards in the villages of Podoima, Oknitsa and Kuzmin have been put in order. The running track surface at the Oktombriye stadium was replaced. Various types of repair and construction work were carried out in educational institutions. Memorials in the city park and cemetery have been repaired. A large amount of work has been carried out at the Central Republican Hospital. Sergey Sokirka spoke about other development programs implemented in Kamenka District in 2024.
The report section is devoted to the agro-industrial complex. The head reported that 15 legal entities and 320 peasant farms are involved in the agricultural sector of the district. The area of agricultural land is almost 30 thousand hectares, the sown area is 21137 hectares. The activities of farmers are aimed at growing and producing grain, industrial, fruit and vegetable and forage crops, and to a lesser extent, producing livestock products. Sergei Sokirka drew attention to the problem that owners of subsidiary and peasant farms have recently faced at the same time: the acceptance of milk from them for processing has been minimized. The head of district asked for assistance in resolving this issue. The agenda includes the improvement of solid waste collection sites, public transport waiting points, and parking lots. The plans include a major overhaul of Kamenka-Tiraspol road (the section from Katerinovka to Rashkov). Several more solid fuel boilers will be purchased for various institutions in the district in the near future (three were purchased and installed earlier). An agreement has already been signed with the Elektromash plant for the supply of four units – for three schools and a kindergarten. Similar, but more powerful equipment is needed for the district hospital. The local Department of Housing and Public Utilities needs an excavator. This purchase will be made at the expense of the enterprise's profits. The construction of a storm drain along the main streets of the city will continue, and the road surface will need to be restored then. Among the tasks and problems that require an immediate solution, Sergey Sokirka highlighted the need to repair the House of Culture of the village of Khrustovaya, as well as administrative buildings of the state administration. The head of the district did not ignore the city park. Sergey Sokirka noted that a lot has been done, but the scope of work is still large. For example, a gravity system for the pond is needed. The estimated cost of the project is 1.9 million rubles. The head of the Kamenka state administration returned to the repeatedly raised problem of creating conditions for accommodating elderly citizens living alone. There are about fifty of them in Kamenka district. Another topic that the head of the district touched upon was the expediency, in his opinion, of merging rural libraries with school libraries.
The President, having listened to the report, opinions and proposals of officials, gave his recommendations. He directed residents of Kamenka to activate domestic business activity. The President emphasized that Kamenka district is distinguished by excellent natural and ecological conditions. The state contributed to the restoration of the historical park. The Dniester sanatorium is successfully operating. All these factors give reason to expect the development of the tourism sector and the economy of the district as a whole. "If Wittgenstein succeeded, then you should succeed too," the President aimed. He spoke about serious state investments in the social infrastructure of Kamenka district through the Capital Investment Fund. The President drew attention to the unprofitability of the local market, noting that the reasons should be understood and measures taken to eliminate them. Vadim Krasnoselsky mentioned in addition the Kamenka nursery, where seedlings are purchased for the needs of the entire republic. There is a sales market, it is necessary to develop this direction, the President emphasized.
The work of the State Administration of Kamenka District and the city of Kamenka was recognized in general by the President as satisfactory.
