The psychiatric hospital, which has been functioning for many years on the territory of the village of Vykhvatintsy, Rybnitsa District, is not the first time the focus of attention of the authorities. The fact is that the building of the institution does not meet the requirements for medical institutions. There is no sewage system or tap water. In addition, the premises are designed for the placement of no more than fifty patients. At the same time, there are 200 beds and even more patients. The prosecutor's office repeatedly ordered the elimination of violations. Bringing the building into proper condition (without taking into account the expansion of the area) will cost 8 million rubles. The government considers such an approach irrational. The Ministry of Health proposed as a solution to the problem to transfer the hospital from Vykhvatintsy to one of the buildings of the Rybnitsa Central District Hospital. It is vacant in connection with the move to the new building of the pediatric department of the State Institution "Central Regional Hospital of Rybnitsa". It turned out that this idea has more opponents than supporters. This is strongly opposed by the staff of the psychiatric hospital. The fact is that 70% of the employees are residents of the village of Vykhvatintsy, that is, the transfer of medical facilities to the city will leave them out of work. The “receiving party” is not happy with the news either - the residents of Rybnitsa live in the district of Valchenko (the location of the Central District Hospital). Placing such a specific institution in the residential area of the city seems to them unacceptable. The regulatory requirements on the remoteness of the mental hospital from the residential community will be violated. The public points out that there are compactly located socially significant objects that are widely visited by citizens, such as a hospital, kindergartens, school, children's camp, hotel, park area in the Valchenko microdistrict.
Polar opinions were voiced during public hearings convened by the initiators of the transfer of the psychiatric hospital from village to city - by the PMR Health Ministry. Each party remained unconvinced, following the results of the discussion. They appealed to the President for assistance. Vadim Krasnoselsky invited heads of the relevant ministry, the local administration and the city council, as well as the PMR Prosecutor, parliamentarians defending the interests of the Rybnitsa district residents and representatives of the public to the meeting at the Executive Office of the PMR President.
After listening to all the arguments and counterarguments, Vadim Krasnoselsky decided that the current address of the medical institution should be left. At the same time, the problem with the building’s non-compliance with the elementary requirements should be removed from the agenda, the President noted. “More than two hundred of our citizens are constantly in this hospital. Normal conditions should be created for people”, the President emphasized. Within two years, the housing should be put in order, provided with a sewer network and included in the water supply system. The source of financing is the capital investment fund. As for the density of accommodation of patients, then this issue is resolvable, the President considers. Specialists have to explore the possibility of redistributing certain categories of citizens in treatment to other specialized institutions.
Summing up, Vadim Krasnoselsky noted that the fundamental factor for him when making a decision was the opinion of citizens. “The Government must hear people. Their opinion should be decisive”, the President emphasized. He highly appreciated the fact that the Ministry of Health, despite the argumentation of its position, organized public hearings in order to listen to all interested parties. Vadim Krasnoselsky noted the reasonable adherence to principles of representatives of local authorities, as well as civic consciousness and activeness of the population. Valchenko microdistrict is indeed one of the central ones for Rybnitsa. Its inhabitants more than once demonstrated indifference to what is happening, publicly declaring and defending their position on particular issue. Residents of Rybnitsa deserve to create comfortable conditions for them, the President emphasized, recalling the Head of the district about the task to equip the central recreation area during this and next year. The empty building of the former pediatric department of the central regional hospital should not stand idle, said Vadim Krasnoselsky. The President is awaiting proposals for its further rational use.
