The President held a meeting with the heads of state administrations. The working meeting is of a consultative and discussion nature. The goal is to exchange views on topical issues of the life of the state as a whole and individual towns and regions. Heads of the Presidential Administration, the PMR Government, the Supreme Council, the Ministry of Economic Development and the Ministry of Finance were invited to the conversation. The measures aimed at mobilizing budget revenues and optimizing expenditures were among discussed issues. The Minister of Finance outlined the areas in which regulatory adjustments are required. It was about various taxes, fees, the system for granting benefits on them, as well as about the so-called price differences when determining their size. The decisions are made at the municipal level. Most participants consider that the approach should be universal for all towns and regions. Any deviations from the general standard require serious justification. The information was given in the course of the discussion of the topic of tax deductions as an example that the active use of this tool in practice reduced the receipt of funds in the form of income tax from 980 million to 380 million rubles. A specially created commission will study this issue and report on the findings.
They spoke in the course of the meeting about the activities of municipal unitary enterprises. It was noted that for the most part the activities of these enterprises were unprofitable. They discussed the problems of dilapidated housing and issues related to the construction and repair of housing stock. They focused on the Capital Investment Fund. The topic is the distribution of savings allocated under the state program. Specific amounts and proposals for their use were announced. Vadim Krasnoselsky emphasized that the mechanism for distributing savings should retain a motivational element. State administrations and departments that have prudently approached the development of the allocated financial resources and saved certain amounts will be left with 60%, the rest will be returned to the fund and will be redistributed.
The participants of the meeting raised the issue of the wages of employees of the apparatus of the village councils. It is noted that its level is lower than in other budgetary organizations. The approach to determining the amount of additional payments for labor intensity differs in administrative units. Another aspect that required discussion is the staff of village and settlement councils and its compliance with the functions performed and the number of citizens living in the settlement. The President is sure that it is inexpedient to abandon the institution of village councils and local administrations. There must be a head in the locality. It is required to clearly spell out the functions, rights and obligations of officials representing local self-government, as well as the principle of forming the staffing table.
Another important topic is passenger transportation. It was about improving the mechanisms for accounting for beneficiaries and the feasibility of personalizing the provision of state support. The government developed a project based on the digitalization of control. The proposal is being studied.
