According to the presidential decree signed on the eve the state of emergency is introduced in Pridnestrovie. The text of the document spells out the main measures aimed at preventing the spread of the COVID-19 virus among the population of the republic. Details are set out in yesterday’s government decree. The practical implementation of the approved standards has already revealed the need to supplement and clarify them. This was discussed in the course of the meeting at the presidential executive office. The President gathered representatives of the Operational Headquarters to discuss further steps, noting that the systematic work begun in advance should continue non-stop, new solutions would reflect existing realities and respond to changes in the situation. Vadim Krasnoselsky drew attention to the fact that the ban on entry into Pridnestrovie of citizens arriving from countries with unfavorable coronovirus conditions, which many called unjustified and premature, allows to manage the virus. According to official figures, during this period 414 foreigners from foreign countries were denied entry to the PMR. There is not a single confirmed case of COVID-19 infection in Pridnestrovie. Samples of three citizens are currently under investigation in the Chisinau laboratory, said the PMR Minister of Health Alexei Tsurcan.
During yesterday’s meeting of the Operational Headquarters, yesterday’s decision was recognized to be insufficiently effective, allowing citizens of the PMR to leave the republic, provided that they filled out the appropriate questionnaires and had to undergo a medical examination and a two-week quarantine upon return. Many Pridnestrovians did not heed the call of the country's leadership to leave only in case of emergency. From the moment the state of emergency was introduced (March 16-17) until 10 a.m., about 1 200 people who left the republic crossed the border. The awareness of the danger of infection and the spread of infection, the responsibility that will have to be borne, and even the simple understanding that quarantine upon returning home is not a mandatory requirement, was noted by many participants in the workshop. Given the similar civil irresponsibility of some individuals and the fact that today there are enough people in controlled self-isolation, it is impossible to allow a massive increase in their number due to “walkers” outside the PMR, and therefore a consolidated decision was made to tighten restrictive measures related to with departure from the republic. Such an opportunity will be provided in three cases: if emergency medical care is required in foreign medical institutions (strictly according to medical prescription), to participate in the burial ceremony of deceased close relatives and to solve issues related to the life support of the state (by prior agreement with the Operational Headquarters). Corresponding changes will be introduced into the Decree of the PMR President No. 98 dated March 16, 2020 “On the introduction of state of emergency on the territory of the PMR”.
Vadim Krasnoselsky ordered to take special control of border crossings in the Moldovan and Ukrainian directions outside the checkpoints. Mobilization resources - Cossacks - are involved in patrolling. In addition, cadets of the Military Institute of the PMR Ministry of Defense are at the disposal of the Ministry of State Security, and the cadets of the TUI strengthen the ranks of militia patrols. Among the proposals voiced today is the involvement of 4, 5 and 6 year students of the Faculty of Medicine of PSU in anticoronovirus work. In the future, they will also consider this activity as an educational practice. Other sources of replenishment of human resources in the health sector are discussed. Reservists with medical education will be called upon to fight the virus. In addition, there is need to re-profile doctors. Health care facilities restrict the provision of non-emergency medical services. Cosmetic procedures, scheduled operations, massages - all this will have to be postponed. The Ministry of Health will devote all its efforts to fighting the infection. In this context, it is important to gain understanding not only from the medical staff, but also from the citizens of the republic, emphasized Vadim Krasnoselsky: it is not advisable to visit medical institutions without urgent need. Entrance to hospitals and clinics will be limited. Pass - according to the decision of the duty team after passing the disinfecting procedures and measuring the temperature.

They spoke at the meeting about the need to introduce the concept of “quarantine distance” into the legal environment of the republic. So far, as practice shows, not all citizens have an understanding of the importance of observing it. Dozens of citizens, mainly the older generation, gather in stores and pharmacies. The meeting participants consider it appropriate to strictly limit the number of persons in the same room. It is important, emphasized, that the President should launch a wide information campaign in the media, and moreover, it should be positive in nature, and not cause panic in society. Vadim Krasnoselsky drew special attention to the responsibility for disseminating false information, fakes and messages that provoke unjustified unrest among citizens. In addition, the President instructed the Ministry of Internal Affairs and the Ministry of Economic Development to daily monitor the situation with the pricing of food and medicine, stopping any speculative manifestations.
Tomorrow, the decree of the PMR President on the introduction of state of emergency in the PMR and information on other measures aimed at preventing the spread of the coronavirus will be discussed at the parliament.
