The President took part in the work of the Plenum of the Supreme Court of the PMR

Information on the results of the work of the Supreme Court in 2018 was presented for the attention of the President, representatives of the Supreme Council, governments of the PMR, ministries and departments, as well as chairmen of city and district courts.

Last year, the courts of the republic received 17.208 civil cases, which is 2.288 less than in 2017. Every third case, according to the chairman of the Judicial Collegium for Civil Affairs of the Supreme Court Elena Polozova was considered by the Tiraspol City Court. In general, last year the average burden on judges in the republic decreased to 345 (in 2017 - 363). Speaking about the categories of civil cases, the speaker noted that their main part was related to disputes about compulsory payments, legislations for housing and utilities, as well as disputes that ensure the connection between marriage and family relations. The Judicial Board in civil cases canceled 143 decisions of the courts of first instance in 2018. Elena Polozova reported, the largest number of decisions (58%) were canceled due to disputes about inheritance. At the same time, fewer decisions were reversed on applications for the actions of officials, labor and housing disputes.

In 2018, the number of cases of administrative offenses that was considered by the Judicial Board on Civil Cases significantly increased - 206 (91 in 2017). 53% of them were cases of violations in the sphere of finance, taxes and fees, business activities. Elena Polozova drew attention to a noticeable decrease in the number of " prevarication ". Some of the cases have been pending before the courts since 2012. If at the beginning of 2018 the number of cases with violation of the consideration period was 157, then as of January 1 of this year, there were 39 of them.

In 2018, judges of the Collegium of the Supreme Criminal Court of First Instance in the cassation and supervisory review cases considered 1138 cases, including 482 criminal cases against 546 persons. According to the Chairman of the Judicial Collegium Natalya Vlasenko, to date the proceedings have not been completed in 5 criminal cases (they were submitted to the collegium for review at the end of 2018).

The deputy chairman of the Supreme Court reported that the number of criminal cases filed with the courts of general jurisdiction last year decreased by 17%. 1700 persons convicted, 21 - justified.

Chairman of the Supreme Court of the PMR Vladimir Rymar in turn noted the improvement in the quality and efficiency of the consideration of cases. 12 judges are brought to disciplinary responsibility.

After hearing the speakers the President thanked the judges for their fruitful work and responsible attitude to the work. He dwelt on a number of directions in the activity of the Supreme Court and courts of first instance, which require increased attention in the coming year. Speaking about the timing of cases, Vadim Krasnoselsky noted the emerging positive dynamics, urging to move beyond.

More effectively, according to the President, the institute began to work on parole. The main share of decisions on early release is the work of the commission for pardon under the President, stated Vadim Krasnoselsky. The courts of the republic last year received 145 relevant applications, 139 directly from convicts, 6 from the prison administration. The President emphasized that the institution of parole can work both through the commission for pardon, and with the participation of the court. At the same time, they should not replace the functions of each other, the President emphasized.

The President stated that last year the number of complaints about the decisions of the courts that came from citizens to the Presidential Administration of the PMR was reduced.

In conclusion, Vadim Krasnoselsky noted that the Pridnestrovian Moldavian Republic will continue to move towards maximum independence of the judicial system, which is an indispensable attribute of a democratic state.
